RE: APPOINTMENT OF REPRESENTATIVE FROM THE CITY OF GREELEY TO
THE WELD COUNTY BUILDING TRADES ADVISORY COMMITTEE
WHEREAS , the Board of County Commissioners of Weld County,
Colorado , pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, pursuant to the Building Trades . Advisory Committee
By-Laws , the City of Greeley shall be represented by the Director
of the City of Greeley Building Inspection Department, and
WHEREAS , said position to be filled by the Director of the
City of Greeley Building Inspection Department shall be a perma-
nent standing position, and
WHEREAS, John Swallow, now being the Director of the City
of Greeley Building Inspection Department shall be appointed by
the Board of County Commissioners to serve as the representative
for. the City of Greeley.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that John Swallow, City of
Greeley Building Inspection Director, be, and hereby is , appointed
to represent the City of Greeley on the Weld County Building
Trades Advisory Committee.
BE IT FURTHER RESOLVED by the Board that said position on
the Building Trades Advisory Committee shall be a permanent stand-
ing position to be filled by the Director of the City of Greeley
Building Inspection Department.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 18th day of
April, A.D. , 1984 .

BUILDING ADVISORY BOARD
SEPTEMBER 15, 1983
A Building Advisory Board meeting was held on Thursday ,
September 15, 1983 at 3 : 00 p.m. in the City Council Chambers ,
located on the first .floor of the Civic Center Complex .
Present were : Galen Kane , Chairman ; Wayne Reiff , John Keyser,
and Steve Gregory . Absent were Glenn Harper, Harold Evans and
George Fell . Others present were : John Swallow, Director of
Inspection; Bob See , Bob Huffman , Charles Erickson , Leo Rohrig,
Chuck Cunliffe , Jackie Johnson , Delbert Fast , Doug Lockhart ,
Ernie Duran and Errol Fisher .
Galen Kane called the meeting to order. Mr . Kane opened the
meeting for discussion. John Swallow informed the people
present that the City and County were considering the joint
venture of an advisory board, and a decision needed to be made
by the City Advisory board as to whether or not they wanted to
form this type of committee.
Chuck Cunliffe stated that he thought the main issue was the
different interpretations of the code that the city and county
make. Mr. Cunliffe stated that no one has ever come to him
with problems with the inspectors in the field. Mr . Cunliffe
suggested that the board consider the possibility of having
someone appointed from the City staff to serve on the county ' s
advisory board to interpret issues brought before them.
Charles Erickson stated that he was attending the meeting not
to solve the personnel problems with the county but to look
to the future for recognition and to get continuity. Mr.
Erickson stated that he would definitely like to see a joint
board as it could be very positive .
Bob See asked why the city and county couldn ' t just meet over
the phone or whatever to resolve any questions . John Swallow
stated that he and Mr. Huffman were already doing this .
Mr . Cunliffe stated that if contractors were having problems
with inspectors that they should come to the board about it ,
otherwise he was unaware of problems arising with contractors.
John Swallow stated that the city works with the contractors
as far as if they have problems , if it is not a life or safety
measure , then we will work with them in correcting their
situation and not hold them up from continuing their work. If
it involves. safety , then the contractor must resolve the
situation before continuing his construction . Mr . Swallow
stated that the city issues correction notices and stop work
orders only if they have to . Mr . Swallow stated that most
of our complaints are handled administratively .
Bob See stated that the amount of enthusiasm had not shown
him a big demand to do something at this time, in resolving
the interpretation problems .

John Keyser informed the board that he could not see how the
joint venture could solve the problems with inspectors or code
interpretations , as if he had a problem, he always went right
to the source to see what the problem was and has worked his
situations out with whomever had questions on his construction .
Jackie Johnson asked John Swallow what his feelings were on
serving on the advisory board for the county .
John Swallow replied that he would be willing to serve on the
board for the county if they asked him.
Ms . Johnson stated that if John Swallow were to serve on this
committee , it would probably satisfy everyone involved.

Charles Erickson stated he had no problems with this , but wants
the continuity and uniformity to get things to flow better.
Galen Kane said he would suggest having a county board member
attend the city board meetings for the advisory board. Also ,
Mr. Kane stated that he thought it would be hard to find people
interested on serving on a board of this type as items involving
the county would not interest him with him living in the city .
John Keyser stated that he was not in favor of a joint committee.
Leo Rohrig responded that he also felt that a joint board would I
not solve all the problems with the contractors .
Charles Erickson stated that he was in favor of the joint board .
Doug Lockhart stated that he liked the idea of having one person
from the city serve on the county advisory board and that one
person from the county serve on the city advisory board, as
this would solve the contractor' s problems with the reasoning
between the decisions_ on code interpretations .
Galen Kane responded that if contractors were having problems
that there is no reason why both boards could not get together
and meet with the contractor.
After some discussion , Wayne Reiff made a motion that the city
consider having a staff member appointed to the county advisory
board and that the county advisory board have someone appointed
to the city advisory board. John Keyser seconded the motion .
Motion carried unanimously.
Since the county had enough board members present , they had a
brief meeting and Charles Erickson made a motion that the county
staff allow a member to serve on the city board and that the city
would allow a staff member to serve on the county board. Bob See
seconded the motion. A discussion of if John Swallow was appointed
if he would be a voting member and the board from the county said
he would. Motion carried unanimously .
Ther being no further business , the meeting adjourned at 4 : 30 p.m.
