This is in regards to a Platte Valley parks and recreation district. The letter says we have to file a petition ten days prior to your public hearing. You have a public hearing on the 3rd of September and if my math is correct that doesn't give us ten days . We are retired senior citizens and on a fixed income. There were questions that the presenters, of this proposal, could not answer. According to one of the three presenters, there were 1500 mailings of the Notice of Public Hearing. No one knew how many residences there are in the RE-7 school district. The impression I came away with is this is about Kersey, CO not the people outside of it. The people that would pick up the biggest share of the cost would be people that live outside of Kersey that are very happy without a Recreational facility, and if they chose to use the facility would have to travel further than those that live in Kersey and at present are complaining that they have to travel 9.5 miles from the center of Kersey to get to the, very nice, Greeley Recreational facility. If I were to use a Recreational facility it would be the Greeley one since there is more to do in Greeley before and after the Recreational facility. We find it very discriminating when under 40 acres will be taxed while those 40 acres or over won't be. We are not in favor of the unlimited Operations Levy or the unlimited Maximum mill levy for the debt in the event the debt- to- assessed value ratio is less than 50% The proposed preschool and wrestling/gymnastics room should be on the school districts plans not this service plan. If Kersey feels a need for a Recreational facility, they should pay for it themselves. There are several people in RE-7 school district that are living on fixed incomes and are taxed enough already. This letter refers to an offer to opt out of being included in this process. Per your hearing notice, "Any person owning property in the proposed District who requests that his property be excluded from the District prior to approval of the Service Plan shall submit such request to the Board of County Commissioners no later than ten days prior to the public hearing." The letter states this hearing is to be held on September 3, 2013. I fail to see how giving notice to the Commissioner's in a timely fashion could be possible, as the letter was postmarked on August 22, 2013 from Zip Code 80122. This letter was received at my residence on August 23, 2013, eleven days prior to the hearing. I have enclosed a copy of the envelope containing the postmark for your perusal. In addition, your notice states, "..except that tracts of land forty acres or more used primarily and zoned • for agricultural uses will not be included within the boundaries of the District unless the owners of such tracts consent to inclusion in writing." My land is 80 acres and is zoned agriculture and it used to pasture my cattle. In all fairness to the citizens of the Platte Valley School District that are NOT in the City of Kersey, I believe using the boundaries of the RE-7 School District for this proposal is a disservice. My zip code is LaSalle, Colorado. The Fire Department that my taxes support is the LaSalle Fire Department. For the few that will use any facilities in this proposal, it is not warranted. It is an additional taxation on the vast amount of people that do not reside in Kersey. I do not want to be part of the Platte Valley Park and Recreation District. My husband and I chose to raise our six kids on property we purchased 17 years ago; we live five miles north of Kersey and have enjoyed being part of this agriculturally-based community where the paths of old and new friends continually meet and familiar faces are a comfort to II kids when they head to town. Because I am currently out of state,De McDaniel offered to read my comments, if you'll please indulge me. I learned today that it was recommended that the service plan for the Platte Valley Recreation District be disapproved. As I understand it,this motion to disapprove the plan means that it will not reach the ballot where the citizens of the district will be allowed to vote on the proposal. Your function was to verify that due diligence had been achieved through those posing the question—that they had followed procedure and showed proof of adequate planning—not to take away the opportunity of the citizens to vote on the idea. The prevailing thought this action communicates is the idea that Kersey doesn't warrant a recreational district;that Greeley is not too far for people in the area surrounding Kersey to travel for their individual or community needs.The secondary thought is that Kersey area citizens are incapable of making a wise determination for themselves through an election. A native of rural Kersey, and someone who has returned to the region as an adult property owner and tax payer, I have watched towns like Eaton, Windsor,Johnstown, Milliken, Mead and Dacono begin to thrive when they invested in their youth through recreational programs and facilities. Young families and retirees alike purchase homes in these family-friendly towns.Those in the midst of careers find havens from work—many of them on small acreages surrounding the towns—and invest time and resources to bring improvements to their communities.Small businesses take the risk to invest in these rural locations because they sense a welcome, home-town feel. These communities grew well because they planned well for their current and future residents. Kersey youth programs have survived because the Platte Valley School District has made facilities available to the community. Several years ago, because demand was so high for the space,the school began charging rent to groups such as 4-H clubs for the use of meeting rooms—essentially shutting the door on community groups that couldn't afford to pay the fees. It is easy to see how regular use from Kersey and surrounding regions during extremely popular youth wrestling,volleyball, basketball and football seasons can become a financial burden to the school in budget-cutting years. The wear and tear on their facilities, rising costs of liability insurance,as well as the task of scheduling of events around school use and maintenance must be a huge undertaking, and the community has greatly benefitted from the school's generosity. Still,areas that were originally slated to be used by the community,such as a playground and walking track at the elementary school, have been locked and closed to community use. That doesn't make newcomers—or even old timers like me—feel very welcomed. Growth is coming to Kersey. Increased activity in the oil and gas industry brings workers to the area— workers who bring their families. The increased number of large dairies in the area does the same. Successful school programs entice families with high school students, but lack of activities and facilities for younger siblings have parents shuttling kids to other recreational districts such as LaSalle, Evans, Eaton,or Greeley. As my kids grow and I have more time to invest in my own aging health, l, too, find myself driving to Greeley twice a week to a fitness class that I wish was available closer so I didn't lose so much home time to driving. The idea that it's not too far to travel nine miles to Greeley(versus the five-mile trip to Kersey)for us to enjoy for recreational and fitness activities is simplistic and short-sighted. First of all, nine miles gets us just to the east edge of town, not to where the recreation takes place. Secondly, the most beneficial recreational activities are things that are repeated over time, not one-time experiences_ Allow me to share three first-hand scenarios. Take for example my youngest son's recent baseball experience.This past summer we didn't just travel to Greeley—we traveled to WEST Greeley(36 miles roundtrip) three and four times a week for practices and games—to play with boys and coaches we'd never met before. When you contrast the 900 miles driven to participate in Greeley with the 400 miles we would have had to drive had he practiced with a Kersey team that competed in Greeley, and you recognize that we spent about 10 more hours on the road and $80 more in fuel,yet no long-term relationships were established between teammates,their accompanying adults,or the younger siblings playing on the sidelines. (No community was formed.) That's just for one child, one sport, one season. Most boys in my son's age group opted out of baseball this summer, because a Kersey team was not available. Personally,we will probably forego the baseball season next summer unless there's a Kersey team—it's just too hard to justify the extra time and expense, and it's way more fun to play with friends whose families cheer you on or watch out for you if your parents can't attend. A few years ago my daughter wanted to participate on a swim team. She was 13 at the time— really old in the swimming world, but she was willing to endure the embarrassment of being a beginner at that age. Because there is no pool at all in the Kersey area, we drove her to Greeley five or six days a week during summer swim programs, then to a Greeley middle school five days a week. She improved so she joined a year-round swim team and she begged rides from older members so she could get to Eaton five days a week. In high school she competed for Greeley Central and had the privilege of representing them at state competitions all four years. While we sacrificed to help this happen,other families cannot begin to shuffle kids to other towns in order for them to pursue their passions or develop their talents. Finally, our oldest son never liked the water,so we didn't push swimming skills. He later struggled in his military training, where swimming is not a recreational pursuit—it's a survival skill. Because of his experience,we have traveled to make certain our other five children have had the opportunity to become proficient swimmers. Bringing a pool to Kersey would help make that more possible for residents miles around, and would have certainly kept our dollars in the area. (And while an outdoor pool is my strong preference, any public pool is better than none.) In all three scenarios, my one-income family sacrificed to make these recreational activities available for individual children. But many kids in Kersey don't have transportation available to get to practices that far away; other very talented children don't have the funds to participate. Still others have farming or livestock chores they are depended upon to complete that keep them from having time to travel greater distances on a regular basis. It can be nearly impossible for two-income families to schedule work around a child's recreational activities, but having a facility nearby would increase their ability to enlist the help of other residents or family members. Keeping our kids in our community will help build stronger ties to Kersey as it brings parents to events in their neighborhood and generations begin to interact. When people know each other neighborhoods are safer and the entire community shows strength and vitality in its friendliness.Seniors value a place where they can stay active and greet familiar faces without navigating the increasingly busy streets of Greeley. Parents employed in Greeley or places further from home can return to Kersey to fit in a work out while their children are at school practices or engaged in other recreational activities nearby—or they can enjoy fitness activities together as a family. Ask some of the older residents of Kersey and the farming areas for miles around. Summer nights in Kersey used to mean gathering around the 4-H softball field,where during four games a night,five nights a week,cars from up to 20 miles away would find a spot with a good view and families fill up the stands as play-by-play announcers let everyone know whose child just knocked one over the fence. The ice cream machine would churn out the soft-serve and orange buckets were passed around for donations to pay the light bill. People willingly contributed to enjoy community recreation. Not so much has changed. People still fund their personal recreation—look at how many smart phones and wii systems and internet services and satellite televisions are out there. As for me, I don't want those things babysitting my kids. I want them active and engaged face to face with people, acquiring life skills that will help them be healthy and strong enough to enjoy adulthood and contribute to their communities without depending on unemployment or prescription drugs or some healthcare bill. Likewise, I want my elderly parents to have a welcoming, comfortable,and safe place to gather with their friends,and the opportunity to join in classes designed to help them stay flexible and mobile as they reach the age where they realize a lifetime of farm work doesn't equate to fitness, and mobility can no longer be taken for granted. Consistent physical activity reduces stress and allows us to think more clearly—an advantage for all ages and all relationships within communities. Maybe other Kersey-area citizens would rather spend their$8 a month on overpriced cups of fancy coffee in Greeley or Loveland or Fort Collins,or on the newest technological gadget. But give us the chance to find out. Please reconsider, and allow the proposed Platte Valley Recreation District to be on the ballot this November. Let those whose community is affected decide. Sincerely, Teresa Sponaugle July 3,2013 To the Board of County Commissioners: Three years ago I was 20 pounds thinner and living an active lifestyle due to a recreational facility within walking distance from my home.What has changed in that time? Moving to Kersey where no such complex exists. Having a recreational building in my neighborhood would be beneficial on so many levels for me, my family,and my Kersey Community. On a personal level, having a recreation center would be valuable to my physical, emotional, and social well being. Physically, I would have access to equipment that I could utilize for cardiovascular and strength training fitness to maintain a desirable weight. Having access to exercise equipment/facility would increase my endorphins and put my emotional state into balance. It would increase my self- esteem, brain function, and sleeping patterns while decreasing stress,depression, and anxiety. Since I work outside Kersey,the recreation center would be a positive place for me socially. I would get to know people in the community by participating in group activities and interact with other adults that are also choosing an active lifestyle. My husband and I have talked numerous times about how we need to get a membership to a gym in Greeley, but our excuse is, "it is out of our way and it doesn't work with our schedules". (I work 40 miles east of Kersey and when I arrive home at night, I don't want to travel another ten miles to work out.) However,if we had a recreational center in Kersey, I could go right after work and he could meet me there when he is finished. The convenience of having a recreational facility near our home is all the motivation we need to become active again. As for the community of Kersey,the benefits of a recreation site are immeasurable. First off, it is an investment for attracting businesses and residents by guaranteeing quality of life and economic growth and health. It becomes an expansion of employment opportunities for local individuals and families. It will increase community pride and strengthen neighborhood involvement. It will be utilized by all age groups; increasing sports programs in Kersey for youth and diminishing the chance of disease in adults and senior citizens. In closing,the only experience I have had through the City of Kersey has been the Zumba Fitness that began in October of last year. The class was amazing and it was beginning to have a positive effect on my overall well being. However,after two months the class ended because there was no facility for us to use. Last month the class started up again, but I am fearful that it will be shut down because we have no permanent place to exercise. My wife Charlese and 1 have lived in the Platte Valley School District near Kersey since 1978 and our three children have gone through the Platte Valley School System. Even though we do not live within the Kersey city limits we are still active members of the Kersey community. We have watched as generations of our children have moved to Greeley and other larger cities, not because Kersey does not a great place to live or raise a family but in my opinion because Kersey has not made the necessary upgrades to its facilities to lure young families to stay here. The addition of the P.V. Recreation District and its facilities would be a great place to start. The Platte Valley School District has always been the focal point of our community, but in this day and age we need something more to make the community more attractive to families. For years I have watched the facilities at the schools become over used and over booked because that is all we have. As a coach of several youth teams over the years I know how hard it is to even get gym time for practices. I recently checked on court rentals for a club volleyball team for next January through April and was told they have not open times during that time period on Saturdays. The addition of the facilities associated with the rec district would help to remove a huge burden from our schools and give many more youth the chance to learn and compete. I know of many people who work out on a regular basis and they are forced to make the 20-25 minute drive to Greeley each way to do so. I have heard that we do not need these facilities in Kersey because we can just drive to Greeley, that is an easy solution unless you are the one making the drive and burning$3.50 gas to do so, or the parent who has to worry about the safety of their teenage children making that drive into Greely to use facilities that we should have the opportunity to have in Kersey. Our families and children deserve the same opportunities as those in neighboring towns like Greeley. I would urge you to j approve the plan to put the Platte Valley Recreation District on the ballot so the voters of this district can make the decision for themselves rather than having someone else tell them what we do or do not need. If I'm not mistaken that is exactly why Weld County is wanting to divorce its self from the State of Colorado,they are tired having others make rule to govern them that they don't feel are in their best interest. Please allow this to go to the voters, let the system work as it was intended. Let the voters in our community decide. My definition of a community is a group of people that choose to live in close proximity to others who share similar lifestyles,interests,ethics and ideals for the town and area where they want to live and raise their children. There are many members of the Kersey community that have grown up here and have chosen to stay and others like my family,that have researched the alternatives in and around Greeley and have moved here voluntarily because of the people and the community. It is with this in mind that I fully support a recreation center in the town of Kersey. I truly believe that physical fitness,social groups and community events have a positive impact on the physical and mental wellbeing of an individual. This positive wellbeing carries over into our family and work relationships as well as the community itself. Additionally,the youth and seniors deserve to have a place where they can develop or enrich healthy habits and lifestyles and in the same community in which they live. I believe it is our right as citizens of this community to be allowed to vote on the Recreational District either for or against. It seems presumptuous for anyone to assume that just because we are 10 miles from Greeley that we do not deserve or need a recreation center and therefore shouldn't be given the right to vote on the matter. The majority of the citizens that would use the recreation center reside closer to Kersey than Greeley and would feel more comfortable in a center that was designed with their community in mind. Denial of the right to vote or build will not change the fact that Greeley is not close enough to accommodate the youth or seniors that do not have the resources to travel that distance or pay the higher membership fees. As a proud employee of the Oil&Gas industry,I know that this is the exact type of endeavor that our industry is proud to contribute to,either in the form of monetary donations or with the tax revenue we generate. Unfortunately,taxes will go up to assist in paying for the center, however I believe the small increase in taxes is minimal when compared to the overall benefits this center will provide to the Kersey community. The Kersey area is in need of this recreation center for several reasons. The youth rec sports in Kersey would greatly benefit from having a facility that could house games and practices for all their sports, such as basketball and volleyball, as well as fields for such sports as flag football, soccer,baseball and softball. Currently Kersey rec teams must try to find practice space in the elementary and middle schools. These facilities are overrun with teams looking for practice space—not only the school teams, but many club teams and rec teams all vie for a spot to practice. This often means that our younger athletes are practicing late into the night(on school nights) because that is the only gym time open for them. By building a rec center these youth teams would have a home. There have been times, as our boys were growing up,that we were forced to travel to Greeley or Evans to join soccer or basketball teams because there wasn't enough space in Kersey. This is not an ideal situation for several reasons, not only is traveling back and forth time consuming and inconvenient, but it is so beneficial for young athletes to be able to play on teams with other athletes from their school,that they will be playing on teams with as they get older. From an economic standpoint, having the facilities available for hosting rec games here in Kersey, we would be bringing in athletes from other towns,along with their families which would bring money to our local businesses. This recreation center would not only benefit the young athletes in our community,but the health of adults as well. As a working mother I struggle to find the time to exercise and stay active for my own health. It is very hard to find the extra time to travel to Greeley when classes here in our backyard would be so convenient. There have been times when an early morning exercise class has been offered at one of the schools in Kersey and these classes have been appreciated. If we had a rec center here in Kersey, many adults would be able to take advantage of local exercise classes and gym equipment—helping our community to be more active and healthier. Kersey is lucky enough to have a very active Senior Center and a recreation center here in Kersey would be an asset for this generation as well. A local rec center would have room for the Seniors to have their own space for meetings and activities. e Not only would the rec center benefit the health of our community members, but it would also provide meeting rooms and communal areas for the all to use. The recent floods offer a very clear example of the need for this in our area. As of today there are many Kersey community members that have been displaced by the tragic flooding and there is not a relief shelter in Kersey to offer them a place to sleep, food or a warm shower. Our friends and neighbors that have no place to stay are being told to go to Fort Lupton for shelter. I'm sure that none of them are comfortable being that far away from their damaged homes, and may not even have the necessary transportation to get there. If we had a recreation center here in Kersey,these residents would have a safe and comfortable environment right here in their neighborhood where they could rest while trying to deal with the devastation that they have been faced with. This may be an extreme example,but a very honest one that has been brought to light. These community rooms could also be rented out for business meetings, family gatherings,baby and bridal showers,even wedding receptions. When we keep money from these special events in our community this benefits our local businesses, our economy, and each one of us as well. I'm aware that there may be those in the community with reservations about the idea of building a new rec center, and because of this we need to have an open and honest discussion about the benefits of this center. This discussion can't happen if we don't have the opportunity to put the issue on our ballots. At this time that is what we are requesting-the chance to present the idea to all of our community members in a democratic way, allowing each of our voices to be heard through the voting process. We respectfully ask the County Commissioners to give our community this opportunity and approve our right to vote on this issue. We believe that you should understand our situation. We have watched closely and been in support of you as you have waged a battle for rural Colorado against the more urban centers of our state. Upon hearing that the planning commission has recommended to you that our request be denied because we are close enough to Greeley to use their facilities,we felt many of those same feelings of our rural community not being heard by the more urban center. As I sit here in my Kersey home that is cut off from the Greeley community by most roads because of the flooding, I can't help but think that if we had a place to come together locally it would be of great comfort.
