HomeMy WebLinkAbout841091.tiff RESOLUTION RE: APPROVAL OF PURCHASE OF SERVICE CONTRACT FOR MENTAL HEALTH EVALUATIONS BETWEEN WELD COUNTY DEPARTMENT OF SOCIAL SERVICES AND WELD MENTAL HEALTH CENTER WHEREAS , the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS , the Weld County Department of Social Services is in need of mental health evaluations, and WHEREAS , said evaluations are to be provided by the Weld Mental Health Center, which is accredited by the Colorado Divi- sion of Mental Health as a mental health center in Colorado, and WHEREAS, a Purchase of Service Contract has been presented to the Board of County Commissioners for its approval , and WHEREAS, the term of said contract shall be from March 1 , 1984 , until March 1 , 1985 , with the further terms being as stated in the contract, a copy of which is attached hereto and incorpor- ated herein by reference, and WHEREAS , after study and review, the Board deems it advis- able and in the best interest of Weld County to approve said Purchase of Service Contract. NOW, THEREFORE, BE IT RESOLVED by the Board of County Com- missioners of Weld County, Colorado that the Purchase of Service Contract between Weld County Department of Social Services and Weld Mental Health Center for mental health evaluations be, and hereby is , approved. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 12th day of March, A.D. , 1984 . To assure that the service described herein has been accomplished and a report received prior to payment to Contractor. 5. Contractor agrees: a. Not to assign any provision of this contract to a subcontractor. b. Not to charge clients any fees related to services provided under this contract. c. That the Weld Mental Health Center is accredited by the Colorado Division of Mental Health as a mental health center in Colorado. d. To comply with the requirements of the Civil Rights Act of 1964, and Section 504, Rehabilitation Act of 1973 concerning discrimination on the basis of race, color, sex, age, religion, political beliefs, national origin, or handicap, and requirements for safeguarding client information in accordance with rules of the State Department. e. To provide access by county, state, and federal officials to such records as are necessary to document the cost and delivery of service. f. To provide the service described herein at cost not greater than that charged to other persons in the same community. 6. These evaluations , some psychological and psychiatric, assist the Department and/or the court in formulating treatment plans . Evaluations primarily for children and their parents . Child neglect, abuse, and parent-child-court conflict cases are typical . PROBLEM: The Department, over the years , has worked to obtain local evaluations . A shortage of local or readily accessible providers able or willing to accept Medicaid has prompted the review that has led to this proposed agreement. SOLUTION: Purchase evaluations from the Weld Mental Health Center for a trial period. Limit purchase elsewhere. FISCAL As State Medicaid funds have been reduced, available providers .have been IMPACT: reduced, forcing County Departments to look elsewhere. In this sense, some costs are being shifted to the counties . This additional amount can be absorbed in our existing 1984 calendar year budget. There will be some offsetting savings in staff travel costs (80%-20%) and client/patient travel costs (100% Federal/State) as there will be less need to travel out-of-county for these evaluations.
