WELD COUNTY DEPARTMENT OF SOCIAL SERVICES
MENTAL HEALTH EVALUATIONS : CHILDREN AND ADULTS
PURPOSE: To advise and seek concurrence of Board for agreement between Weld Mental
Health Center and the Weld County Department of Social Services regarding
mental health evaluations for Weld County Department of Social Services
referred clients . These evaluations , some psychological and psychiatric,
assist the Department and/or the court in formulating treatment plans .
Evaluations primarily for children and their parents . Child neglect,
abuse, and parent-child-court conflict cases are typical .
PROBLEM: The Department, over the years , has worked to obtain local evaluations .
A shortage of local or readily accessible providers able or willing to
accept Medicaid has prompted the review that has led to this proposed agreement.
SOLUTION: Purchase evaluations from the Weld Mental Health Center for a trial period.
Limit purchase elsewhere.
FISCAL As State Medicaid funds have been reduced, available providers .have been
IMPACT: reduced, forcing County Departments to look elsewhere. In this sense, some
costs are being shifted to the counties . Weld has been conservative in its
purchase of evaluations , whether "Medicaid" covered or otherwise.
1983 calendar year estimate : Total evaluations (individuals) 30
Medicaid covered 20
Other (80%-20%) 10
1984 calendar year estimate: Total evaluations (individuals) 40
Weld Mental Health Center 30
Medicaid 5
Other 5
1983 Costs (Estimate) Fed/State 20% County Total
20 evaluations at $250 each $5,000 -- $5 ,000
10 evaluations at $250 each $2,000 $500 $2,500
Total $7,000 iSDU $7,500
1984 Costs (Estimate) (Proposed)
30 evaluations at WMHCenter at
$200 each $4,800 $1 ,200 $6,000
5 evaluations - Medicaid - at
$250 each $1 ,250 0 $1 ,250
5 evaluations - private - at
$300 each Total $7,250 $1 ,500 $8,750
The County share in the above estimate increases from $500 tO $1 ,500. This
additional amount can be absorbed in our existing 1984 calendar year budget.
There will be some offsetting savings in staff travel costs (80%-20%) and
client/patient travel costs (100% Federal/State) as there will be less need
to travel out-of-county for these evaluations. There will also be savings in
staff administrative time as out-of-county trips are avoided.
