HomeMy WebLinkAbout20260181 Resolution Approve Federal Highway Safety Improvement Program (HSIP) Local Agency Application for Signal Improvements at Intersection of County Roads 13 and 34, and Authorize Department of Public Works to Submit Electronically Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and Whereas, the Board has been presented with a Federal Highway Safety Improvement Program (HSIP) Local Agency Application for Signal Improvements at the Intersection of County Roads 13 and 34 from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Works, to the Colorado Department of Transportation, Region 4 Office, with further terms and conditions being as stated in said application, and Whereas, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. Staff is requesting to submit an application for HSIP funding for the WCR 13 and WCR 34 improvement project, which includes the installation of a signal at the intersection. We are requesting $1,170,000.00 in funding for the project. What options exist for the Board? The Board can choose whether to submit the grant application, or not. Consequences: If the grant application is not submitted for this project, we will not be eligible to receive grant funding for the project. Impacts: If this project is awarded funding, we will be able to reduce the amount of local funding needed for the project. Costs (Current Fiscal Year/Ongoing or Subsequent Fiscal Years): Weld County's portion of the project is $130,000.00 Recommendation: Staff recommends to submit an application for funding in this grant cycle. Average daily traffic for roadways and all approaches at intersections): South leg - AADT - 3521 Truck % - 16 North leg - AADT - 4670 Truck % - 17 West leg - AADT - 2141 Truck % - 18 East leg - AADT - 2141 Truck % - 18 4) Description/Illustration of existing safety concern: The intersection of WCR 34 and WCR 13 has a documented history of safety concerns that indicate the existing stop-controlled configuration is no longer adequate, despite the presence of dedicated turn lanes on all approaches. Crash data shows that while geometric improvements have been implemented, they have not sufficiently mitigated conflict or reduced crash severity. Between June 30, 2020 and June 30, 2025, 21 crashes were reported at or near the intersection, with 19 occurring directly at the intersection. Of these crashes, 16 resulted in injuries, including 4 serious injury crashes, demonstrating a high proportion of injury- producing collisions for a rural intersection. The majority of crashes (17 of 21) were broadside (angle) collisions, a crash type commonly associated with unsignalized intersections where drivers must cross or turn across high-speed through traffic. Instead, the crash patterns point to operational conflicts and gap-acceptance challenges, particularly for vehicles entering or crossing WCR 34 from WCR 13. Through vehicles were most often traveling straight, while conflicting vehicles were attempting crossing or turning movements, creating high-risk conflict points that are not addressed by turn lanes alone. As traffic volumes and speeds on WCR 34 increase, acceptable gaps for side-street traffic have become more limited, leading to increased delay, driver frustration, and risky decision-making. Driver inexperience and unfamiliarity with the area were noted contributing factors in several crashes, further emphasizing the difficulty of safely navigating the intersection without positive traffic control. A benefit-cost analysis for the proposed traffic signal at WCR 34 and WCR 13 demonstrates a strong economic justification for the project. The analysis shows a benefit-cost ratio of 12.56 to 1 for crash reduction and an even higher benefit-cost ratio of 21.14 to 1 for injury reduction, indicating substantial returns on investment. These benefits are driven primarily by the anticipated reduction in severe angle and injury crashes, which carry significant societal costs including medical care, emergency response, lost productivity, and long-term health impacts. The exceptionally high benefit-cost ratios underscore that signalization at this intersection is a highly cost-effective safety improvement and represents a prudent use of limited transportation safety funding. In summary, the crash history demonstrates a consistent pattern of severe angle crashes occurring under normal driving conditions, indicating that the intersection has exceeded the safety performance expected of an unsignalized facility. Installation of a traffic signal is warranted to provide positive control, reduce conflict points, improve gap management, and significantly reduce the frequency and severity of injury crashes at this intersection. 5) Description/Illustration of proposed improvement and the extent to which it addresses the crash problem: The proposed improvement is the installation of a traffic signal at the intersection of WCR 34 and WCR 13, utilizing the existing turn-lane configuration on all approaches. The signal will provide traffic control to the intersection which will reduce the frequecy of crashes at the intersection. This improvement directly addresses the predominant crash problem at the intersection—severe broadside (angle) collisions, by eliminating the need for drivers on WCR 13 to judge gaps in high-speed through traffic on WCR 34. By separating conflicting movements in time rather than relying on driver judgment, the traffic signal significantly reduces the likelihood of crossing and left-turn conflicts, which accounted for the majority of injury crashes at this location. Signalization is also expected to improve driver expectancy, reduce risky decision-making during peak periods, and provide more predictable traffic operations for unfamiliar drivers and larger vehicles. Overall, the proposed traffic signal will substantially reduce both the frequency and severity of crashes at the intersection by addressing the root operational causes of the documented crash history. The improvement leverages existing turn lanes to enhance efficiency while delivering a proven, cost-effective solution to a persistent and well-defined safety problem.
