Staff is requesting to submit an application for DOLA EIAF funding for the WCR 41 from WCR 14 to WCR 20 improvement project. We are requesting $200,000.00 in funding for the project. What options exist for the Board? The Board can choose whether to submit the grant application, or not. Grant funding available is $200,000.00 for Tier I projects. Consequences: If the grant application is not submitted for this project, we will not be eligible to receive grant funding for the project. Impacts: If this project is awarded funding, we will be able to reduce the amount of local funding needed for the project. Describe the problem, opportunity or challenge that resulted in the request. * The WCR 41 corridor serves as a critical north-south route in southern Weld County, providing one of the few major north-south connections for regional truck traffic. With limited alternative transportation options in the area, WCR 41 carries a significant volume of heavy truck traffic. This constant flow of freight and passenger vehicles has accelerated pavement deterioration, creating safety and efficiency concerns for all users. Due to its importance for regional mobility and economic activity, WCR 41 requires substantial improvements to address current conditions and support future transportation demands. g. Describe the project scope of work * Weld County is requesting energy, mineral, and impact funding to support the full- depth reconstruction (FDR) of approximately 3.5 miles of Weld County Road 41. This project will involve milling the existing asphalt to a depth suitable for incorporating a cement-treated base (CTB) into the subgrade. The CTB will strengthen the roadway foundation, ensuring durability under heavy truck traffic. Following stabilization, the corridor will be paved with 6 inches of polymer-modified asphalt. This combination of CTB and asphalt thickness will significantly improve the road's structural integrity and extend its lifecycle, addressing current deterioration and supporting long-term transportation needs. h. WCR 41 serves as a primary truck haul route supporting energy production and agriculture, with few north-south alternatives in the region. Heavy truck traffic and limited infrastructure create safety risks and congestion. The planned improvements on WCR 41 are designed to enhance safety and mobility along this critical oil and gas corridor. These elements directly respond to the challenges of heavy truck traffic and limited north-south connectivity, ensuring the corridor can safely accommodate current and future demands. At this time, no additional phases are anticipated, and we do not expect to request Energy and Mineral Impact Assistance funds for future work related to this project. 5 Cycle 26-05 EIAF Application c. What are the consequences if the project is not awarded funds? * (500 character limit) If the project is not awarded funds, significant safety and operational challenges will remain along WCR 41. Heavy truck traffic will continue to use a corridor with limited infrastructure, increasing the risk of crashes, congestion, and delays. Without improvements, emergency response times could be impacted, and the corridor will struggle to support growing oil and gas operations and agricultural activity. This could hinder economic development in the Niobrara Basin and surrounding areas, reduce freight efficiency, and create long-term maintenance and safety costs for the county. E.
