Approve Amendment #1 to Memorandum of Understanding for Workforce
Innovation and Opportunity Act (WIOA) Reemployment Service and Eligibility
Assessment (RESEA) Program, and Authorize Chair and Department of Human
Services to Sign
Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
Whereas, the Board has been presented with Amendment #1 to the Memorandum of
Understanding for the Workforce Innovation and Opportunity Act (WIOA) Reemployment
Service and Eligibility Assessment (RESEA) Program between the County of Weld, State
of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Department of Human Services, and the Colorado Department of Labor and
Employment, commencing upon full execution of signatures, and ending March 31, 2027,
with further terms and conditions being as stated in said amendment, and
Whereas, after review, the Board deems it advisable to approve said amendment, a copy
of which is attached hereto and incorporated herein by reference.
Now, therefore, be it resolved by the Board of County Commissioners of Weld County,
Colorado, that Amendment #1 to the Memorandum of Understanding for the Workforce
Innovation and Opportunity Act (WIOA) Reemployment Service and Eligibility
Assessment (RESEA) Program between the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Department
of Human Services, and the Colorado Department of Labor and Employment, be, and
hereby is, approved.
Be it further resolved by the Board that the Chair and Carol Salter, Department of
Human Services, be, and hereby are, authorized to sign said amendment.
The Board of County Commissioners of Weld County, Colorado, approved the above
and foregoing Resolution, on motion duly made and seconded, by the following vote on
the 28th day of January, A.D., 2026:

Re: Amendment #1 to the Memorandum of Understanding with the Colorado
Department of Labor and Employment on behalf of the Unemployment
Insurance ("CDLE-Ur) and the Division of Employment and Training/Workforce
Development Programs ("WDP") (collectively, "CDLE").
On April 10, 2025, the Board approved a Memorandum of Understanding (MOU)
with CDLE to establish procedural guidelines for the successful implementation
of the Reemployment Services Eligibility Assessment (RESEA) program, known to
the Board as Document ID# 2025-0963.
The Department now requesting approval of Amendment #1, which extends
the term of the MOU through March 31, 2027.

MEMORANDUM OF UNDERSTANDING
Colorado Department of Labor and Employment
Reemployment Service and Eligibility Assessment (RESEA) Program
AMENDMENT 1
This Amendment ("Amendment") updates the Memorandum of Understanding
("Original Agreement") between the Colorado Department of Labor and
Employment on behalf of, Unemployment Insurance ("CDLE-UI") and the
Division of Employment and Training/Workforce Development Programs ("WDP")
(collectively, "CDLE"), and Weld County ("Service Provider") (all collectively,
the "Parties").
WHEREAS, the Parties entered into the Original Agreement to successfully
implement the Reemployment Service and Eligibility Assessment Program
(RESEA) for qualified UI Claimants; and
WHEREAS, the Parties wish to amend the Original Agreement to change the end
date.
NOW, THEREFORE, in consideration of the premises, the Parties agree as follows:
1. TERM:
The term of the Original Agreement shall now end on March 31, 2027.
2. REMAINDER OF AGREEMENT:
All other terms and conditions of the Original Agreement remain
unchanged and in full force and effect.
This Amendment, together with the Original Agreement, constitutes the entire
understanding between the Parties.
