Resolution Approve 2025 State Homeland Security Project (SHSP) Grant Application for Reimbursement of 24-Hour Wireless IP Security Surveillance Cameras at Ballot Drop Box Locations and Authorize Chair and Assistant Controller to Sign Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and Whereas, the Board has been presented with a State Homeland Security Project (SHSP) Grant Application for the Reimbursement of 24-Hour Wireless IP Security Surveillance Cameras at Ballot Drop Box Locations from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Clerk and Recorder's Office, to the Colorado Department of Public Safety, Division of Homeland Security and Emergency Management, with further terms and conditions being as stated in said application, and Whereas, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. Update: Weld County was awarded a grant of $90,024.00 by the Colorado Department of Homeland Security. How will the proposed project reduce capability gap(s)? Deterrence of Tampering and Vandalism-Continuous video surveillance acts as a visible deterrent to anyone considering tampering with or vandalizing a ballot drop box. Knowing that their actions are being recorded 24/7 discourages malicious behavior. Real-Time Threat Detection and Response-With live monitoring and real-time alerts,election officials or contracted security teams can respond immediately to suspicious activity. This rapid response capability helps prevent damage or theft before it escalates. 4. Include LETPA requirements, as applicable. N/A Explain the long-term approach to sustaining capabilities developed by this project: The sustainability of this project is attributed to the durable equipment we will be implementing. Cameras and enclosures are selected for weather resistance and long-term outdoor use, minimizing maintenance and replacement costs. Cloud-Based Storage: Leveraging cloud or hybrid storage solutions reduces the need for physical servers and allows for scalable,secure data retention. Energy Efficiency: Modem surveillance systems are designed to be low-power and energy-efficient,reducing operational costs and environmental impact. By using a centralized video management system,the county reduces the need for on-site personnel at each drop box, saving on labor and travel costs.Multi-Use Infrastructure: Surveillance equipment can be used for multiple election cycles and potentially repurposed for other public safety or emergency management needs. Prevention Over Remediation: The cost of preventing ballot tampering or vandalism through surveillance is significantly lower than the cost of investigating incidents, replacing damaged infrastructure,or defending against legal challenges. The following pages provide examples of best practices used in earlier EHP submissions. Minimum requirements for photographs 1. Photographs should be in color. 2. Label all photographs with the name of facility, location(city/county, state)and physical location(physical address or latitude-longitude). 3. Label the photographs to clearly illustrate relevant features of the project, such as location of installed features(e.g., cameras, fences, sirens, antennas,generators)and ground disturbance. See examples below. 4. Identify ground disturbance.Adding graphics to a digital photograph is a means to illustrate the size, scope and location of ground disturbing activities. Best Practices 1. Provide photographs in a separate file. 2. Place no more than 2 pictures per page. 3. Compressing pictures files(such as with Microsoft Picture Manager)1 or saving the file in PDF format will reduce the size of the file and facilitate e-mail submissions. 4. Identify the photograph file with the project name so that it can be matched to the corresponding FEMA EHP screening form. 5. Maximum file size for enclosures should not exceed 12 MB. If the total size of files for an EHP submission exceeds 12 MB, send the submission in multiple e-mails. 6. If necessary, send additional photographs or data in supplemental e-mails. Please use the same e-mail subject line with the additional label: 1 of x, 2 of x, . . x of x. Options for Creating Photographs 1. Obtain an aer jai photograph. There are multiple online sources for aerial photographs. 2. For the aerial photograph, use the screen capture feature(Ctrl+Print Screen keys)and copy the image to photograph editing software, such as Paint, or PhotoShopl. Use that software to crop the image so the photo has the content necessary. 3. Open PowerPoint, or other graphics-oriented software, and paste the aerial or ground-level photograph on the canvas. 4. Use drawing tools, such as iine drawing and shapes,to indicate the location of project features(for example: fencing, lighting, sirens, antennas, cameras, generators). 5. Insert text to label the features and to label the photograph. 6. Use drawing tools to identify ground-disturbing activities(if applicable). 7. Save the file with the project name or grant number so that it can be appropriately matched to the corresponding FEMA EHP screening form. Consultation with the State Historic Preservation Office (SHPO) may be required for projects involving structures that are more than 50 years old, or are on the National Register of Historic Places.
