I have preformed a preliminary evaluation of the ability to install a septic system at the
proposed facility by Heartland Renewable Energy located in the south east quarter of
Section 25, T 4N, R 65W.
The proposed facility is to have 18 total full time employees, during the three daily shifts.
Design flow was determined by using the Colorado Department of Public Health and
Environment, Guidelines on Individual Sewage Disposal Systems, Table 1. This table
indicates that 20 gallons per employee, for"Factories and Plants (per employee per 8
hour shift, no showers)." The minimum design flow shall be 150% of the average flow
and shall total 540 gallons per day.
Using NRCS Soil Survey the soil located where the proposed septic is to be located is a
• Vona Loamy Sand. This soil is rated as "not limited" for its suitability as a septic tank
absorption field. Construction of this facility will entail extensive earthwork and grading
that will disturb the in-situ soils. Percolation tests will be performed after site grading in
the proposed septic location. This site specific percolation test will be used to design the
septic system to the standards of Weld County ISDS regulations.
Preliminary analysis indicates that the proposed septic system will not be an abnormally
large system, and that in-situ soils are suitable for installation of a septic absorption field.
A complete engineered design will be completed prior to installation.

RE: Can Serve-Water Service
Dear Tom:
This letter is in response to a request for water service to serve the following property described as
follows:
SE %of Section 25,Township 4 North,Range 65 West,Weld County,Colorado
Water service can be made available to the above described property provided all requirements of
Central Weld County Water District, Northern Colorado Water Conservancy District and the U. S.
Bureau of Reclamation are satisfied. Central Weld County Water District will require that Tap
Assignments be consummated prior to the setting of a tap or this letter shall become null and void unless
• extended in writing by the District. Subdivisions requiring 10 or more taps will be required to purchase
and transfer raw water prior to District approval. Please note that you are responsible for confirming
that this property has met the requirements of Northern Colorado Water Conservancy District
and the Bureau of Reclamation. To do this, you may contact Marilyn Conley with Northern
Colorado Water Conservancy District at 970.532.7700. Central Weld cannot issue a tap until all
requirements are satisfied. A review of the District's system in this water service area will need to be
done prior to water taps being sold.
Due to the rapid cost increase of raw water, existing tap fees may not apply for water service to this
property. The District will not notify,by separate letter,any prospective landowners or land purchasers
of tap fee or line extension cost increases. The cost of a tap fee and/or line extension will have to be paid
in advance to the District by the prospective customer in accordance with District policy within one (1)
year from the date of this letter
It is your responsibility to confirm with your local Fire Protection Authority if fire flow water capacity is
required for your project.

RE: WORK ORDER # 41184; Renewable Energy Gas Production Plant
Mr. Howard:
The estimated cost to install the proposed 5 megawatts of load to
the property line of the Renewable Energy Gas Production Plant is
$529,221.00. The construction breakdown is as follows (see enclosed
maps) :
• 1) Rebuild 6 '< miles of overhead primary for a dedicated circuit
for the Heartland feeder
2) 3 ;I miles of new overhead primary
3) 'a mile of new underground primary
4) Primary metering to Heartlands property line
Poudre Valley REA requires any new overhead or underground power
lines to be constructed into a Private Poudre Valley REA Easement.
Items 2 and 3 of the above construction breakdown require 15 new
Poudre Valley REA easements (see enclosed map) . Acquiring these
easements is the responsibility of the applicant.
The cost estimate for Poudre Valley REA to acquire the necessary
easements is $50,000 .00. Poudre Valley REA will need a deposit in
the amount of $25,000.00 prior to starting the Easement process, and
will bill you actual cost for acquiring these easements (see
enclosed cost sheet) .
Once all easements have been obtained, and the rate code and final
route of the power line has been determined, Poudre Valley REA will
then mail you the Contract for electric service.
Heartland will be responsible for installing the primary service and
transformer from the load side of the primary metering cabinet on
Heartlands property.

Enclosed are copies of rate code LP-TOU-09, LPP-TOU-09 and primary
metering rate code CLP5000-09, for your review.
You will be billed a nonrefundable membership fee/connect fee
approximately 10 days after the service is installed. If you have
not had a previous account with Poudre Valley REA, you may be billed
a deposit depending on your credit rating. Your $7, 500.00 monthly
minimum will begin thirty (30) days after the facilities are
installed or when the meter is set whichever occurs first.
The person(s) signing any contract(s) and or easement(s) grants to
the Association the right to ingress and egress for meter readers,
tree trimmers, engineers, line personnel, or any agents of the
Association for the purpose of reading meters, engineering services,
line repair, maintenance, tree trimming and or right-of-way clearing
as deemed necessary by the Association. Please note the location of
our stakes and advise Poudre Valley REA of any underground
obstructions.

Thank you for coming by the Lucerne bulk plant the other day. It was very insightful and I am sure I
still have plenty of questions about the operation.
Agland has access to many propane terminals in the area. In the past we have not had any supply
interruptions affect our business. I am positive that we will be able to find propane for your startup
