HomeMy WebLinkAbout20052227.tiff RESOLUTION RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON WELD COUNTY ROAD 3, SOUTH OF STATE HIGHWAY 60 WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS,the Weld County Department of Public Works has recommended to the Board that"No Parking Any Time"signs be installed on Weld County Road 3,south of State Highway 60, to ensure safety to the traveling public, and WHEREAS,the Board has determined that said traffic control devices are necessary for the protection of the general public. NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to install "No Parking Any Time"signs on Weld County Road 3, south of State Highway 60, for the safety of the general public,and said signs shall conform to the State Manual of Uniform Traffic Control Devices. The above and foregoing Resolution was,on motion duly made and seconded,adopted by the following vote on the 8th day of August, A.D., 2005. COLORADO SUBJECT: Signing on WCR 3, S. of SH 60 A service call was received from Roger Kenney concerning trucks parking along the shoulder of WCR 3,just south of SH 60. (See attached service call and photo) Mr. Kenney owns the property at the southwest corner of SH 60 and WCR 3. He believes this is a safety issue for travelers on WCR 3. WCR 3 is a gravel roadway approximately 30' in width. I made a site visit on 7/22/05 to verify the parking practices. I arrived at 7:30 am and passed three semi-tanker trucks parking in the south bound lane just south of the intersection with SH 60. Four additional trucks were waiting to fill up at a water tap on the east side of the road within the parking area. (See map) Mr. Kenney and I watched for about a ''/z hour and no less than two trucks were parked along the shoulder at any given time. This potentially could be a very hazardous practice since the parked trucks are blocking a portion of WCR 3. The water facility is operated by Magpie and the trucks are owned by A&W Water Service. Twin View Estates, LLC is the owner of the property. I contacted Ryan Warner with Magpie and he stated that A&W Water delivers water for their oil field services. He stated that the trucks come in from the south, pull into the facility, fill up, and then leave on SH 60 and normally, no more than two trucks are at the facility at one time. This was not the case on the day of my visit. The owners of the facility should expand their parking area to allow for additional trucks to park and wait to fill without parking on the roadway. Mr. Kenney explained that the dust caused by the trucks is a problem and he had dust suppressant applied in front of this property. Due to the trucks leaking water, the roadway became saturated and basically left the roadway in such a muddy mess, the county's grader had to grade the road removing the dust suppressant. Mr. Warner has offered to reapply the dust suppressant and I left him with several company contacts that do this work. He stated he would schedule the work at there earliest convenience and notify the truck driver to not overfill the trucks. Several problems exist at this location, the dust and the roadside parking. I believe the dust issue will be resolved and until the parking area is enlarged, I am recommending that we install six R7-1 signs, "No Parking Any Time",three on each side of the road in accordance with the MUTCD. Four of the signs would have single arrows pointing towards each other and two would have double arrows. The signs would be located just south of SH 60,just north of the canal and two in between to create a no parking zone between the signs. Once the parking area is enlarged the issue may go away and the signs could be removed. Mr. Warner stated that he would look into enlarging the parking area for the trucks. Initial : pt.
