Dear Mr. Carlson:
This letter is in reference to the Erie Site-Landfill to be located near
the Tri-County Airpark. The resolution requests certain actions by us
which we now address.
We are concerned with your recommendation that we restrict the type of
aircraft using the Erie (Tri-County) Airpark. We have no authority to
limit or restrict the type of aircraft which use this facility. Any
restrictions on the type of aircraft which may utilize the Tri-County
Airpark will have to come from the owner or from the local government
with land use control .
Your second request that information on the landfill and potential bird
hazards be published in the Airmen' s Information Manual (AIM) can
certainly be accommodated, but only after a bird population and result-
ing hazard exists at the landfill . The AIM identifies known safety
problems and does not attempt to list potential safety problems.
Immediately upon notification that the landfill is operational and a
bird population exists, we will notify the flying public of the poten-
tial bird hazards through publication in the AIM.
We are disappointed that the landfill was approved at a location so
close to the Tri-County Airpark. Since you have approved the landfill ,
we hope that you will ensure that the landfill operation will be con-
ducted in such a manner to prevent establishment of a bird population.
