Mr. Parks,
As requested. we have prepared this concept report regarding the feasibility of permitting and construction of
onsite wastewater systems (OWS) for the proposed ayiation museum facility. We understand the Weld County
Planning Department is requiring this information to assess the feasibility of this project where OWS are
required to provide sewer service.
• SITE CONDITIONS AND PROPOSED DEVELOPMENT
The site is located approximately northwest of Hudson, south of County Road 18 at the southwest corner of
County Road 39 and Parks Lane. The 4.48s-acre property has an existing aircraft hangar. Slopes are gradual
generally sloping to the south. We understand an additional hangar and a new museum building are proposed
for the lot as presented on Figure 1. The facility is to have 3 full-time employees in a factory:shop setting.
Approximately 15 patrons are expected 6 days per week. Weekly events are expected to have 60 patrons per
event. We understand there may be one large event per year with a maximum of 600 patrons. A paper-only
restaurant is proposed in the future for the museum building. Due to the distance to public treatment works.
the facility would require OW'S for servicing wastewater Potable water is to be supplied by an onsite well.
ESTIMATED WASTEWATER FLOWS
Wastewater flows can be estimated either from published tables or from documented usage records for similar
establishments. Documented usage records are rarely available for unique facilities such as this. Tables
published in County Regulations are usually conservative due to uncertainties and variability of individual
usage. We recommend that the facility be limited to a maximum average daily wastewater flow of less than
2000 gallons per day (gpd) in order to avoid a Site Application requirement at the State level. Peak flows
should he less than 2999 gpd for any maximum usage day. Appendix 30-A of the Individual Sewage Disposal
Regulations (ISDSR) for Weld County provides estimated average wastewater flows for the employees at 20
gpd per person for factories. Average flow for the paper meal-only restaurant is estimated at 25 gpd per seat.
including employees. We estimate flows from daily patron attendance will be less than 5 gpd per person, and
more in the order of 2 to 3 gpd per person for the expected short duration attendance. We will use 4 gpd per
person for our estimate. We believe the paper-only restaurant should be limited to no more than 75 seats. We
understand portable toilets will be allowed for the yearly event with 600 patrons. The following is our
estimation for site usage and keep wastewater flows below 2000 gpd:

Monitoring water usage with the installation of a water meter should be considered to estimate actual flows
after construction. Measurements of inside-use only water should be kept so that actual wastewater flows can
he estimated on peak-use days. The number of persons during peak days and how the facility is used should
also be recorded to estimate `per-person" flon+s. We suggest the records be submitted to WCDPHG
periodically for review. In the event water usage for any sin-.le day is 2,000 gallons, or more, we suggest the
WCDPIIE make recommendations for adjusting wastewater-directed water usage. The applicant may be
required to submit for the Site Application process. Increasing attendance may be considered if historic data
supports individual wastewater flows are less than our estimates.
SUBSURFACE CONDITIONS
Percolation results were presented in a Percolation Test and Soil Data form prepared by High Plains
Engineering, under File No. 04-4282, dated October II, 2005. The location of the percolation tests was near
the center of the lot, south of our proposed drain field envelope. However, we believe similar conditions are
likely at the drain field envelope. Subsurface conditions described by High Plains Engineering consisted of
sandy silt to a maximum depth explored of 8 feet. Six percolation holes ranged in percolation rates ranging
from 23 minutes per inch (mpi) to 28 mpi and an average of 26 mpi. Conventional drain field MN arc
suitable for these conditions.
FEASIBILITY CONCEPT
Our concept for providing sew er senice to the three buildings is for a single OWS. Subsurface conditions
that were estimated from the data presented by High Plains Engineering suggest a conventional absorption
system should he appropriate for the site. We have estimated an absorption area for conventional gravel drain
fields to be 5680 square feet based on the following:

We have indicated a proposed 6300-square foot drain field envelope located at the northwest corner of the lot
presented on Figure 1. We recommend 2 or more drain fields that will be dosed with a pump system. The
drain fields shall meet setback requirements from property lines, water wells, buildings and detention pond.
The following setbacks from the drain fields to the following features are based on a total peak flow of 2999
gpd:
Water Wells (all surrounding), other drain field envelopes - 260 feet
Property Lines - 10 feet
Detention Pond - 185 feet

Placement of each drain field will be critical so that setbacks, present and known future, will he in
compliance. The locations of existing wells and drain fields within potential influence areas shall be verified
for final OWS design. Our initial reconnaissance did not indicate the presence of readily observed water wells
or drain fields within the setback distances.
A site-specific percolation study will be required for the drain field areas. The WCDPHE requires OWS
designs to be approved by a Registered Professional Engineer in the State of Colorado. Due to the proposed
location of the drain fields. a pump gill be required for conveyance to the drain field. The pump can also
benefit the site by dosing the drain field, which enhances performance of the OWS. The size of drain field
can he reduced by using gravel-less chambers and or itV dosing the drain field.
CONCLUSION
OWS appear to be feasible for providing sewer service to the proposed facility. To avoid the Site Application
process, estimated average wastewater Bows arc to be kept at 1,999 gpd, or less. on any single day. Actual
wastewater flows will vary from our estimates and closer estimates can be determined from recorded water meter
readings after each facility is in operation. Adjustments in usage may be necessary based on analyzing the results
of the first year of usage. Figure 1 presents our proposed drain field locations and horizontal setbacks. The
locations of the proposed drain fields must be carefully located so that setbacks are met. Additional percolation
tests will he required at the location of the new drain fields. WCDPHE requires the OWS design to be approved
by a registered Professional Engineer. Terra Logics Consulting, LLC will be glad to assist you in percolation
tests and OWS designs.

Dear Marilyn:
I have completed my preliminary water demand for the proposed Aviation Museum to be located on
Lot 7. The water supply for the proposed museum will be provided by well 61739-F. The well is
located in the SE1/4 of the SE 1/4 of Section 30,2N, 65W 200 feet north from the south section line
and 300 feet west of the east section line. The well is permitted as a domestic well a decreed to
withdrawal up to 0.57 acre-feet annually from the Laramie-Fox Hills Denver Basin aquifer. The
• annual withdrawal rate for well 61739-F is based on the decreed annual average withdrawal of 5.14
acre-feet for all nine wells located in the subdivision (¶6.,03CW061,enclosed)assuming that each
well is allotted one-ninth of the annual decreed withdrawal rate of 5.14 acre-feet based on a 300
water supply required by Weld County.
I estimated the water demand for the proposed Aviation Museum based on(1)three full time
employees working 6 days per week,(2)fifteen patron daily visits six days per week,(3)52
maximum annual special events (one per week)each having a maximum of 60 patrons per special
event and(4)special event concessions operations. The enclosed Table 1 presents the estimated
water demand for the proposed museum to be provided by well 61739-F. The estimated water
demand is limited to an annual volume of 0.57 acre-feet to maintain consistency with 1;6. of
03CW061. In addition,the well must be re-permitted to include commercial uses in addition to the
permitted domestic use. Finally, Table 1 presents the peak daily waste water volume assuming
concurrent museum visits and special events. This peak daily waste water volume was estimated
assuming a 10 percent consumptive use rate(90 percent waste water return volume to the septic
system)and a peaking factor of 1.5.

deeded 0.57 acre feet of groundwater from the Laramie Fox Hills Aquifer pursuant to
Case No. 03-CW-061, dated October 25, 2003. We are currently in the process of
amending the QUITCLAIM DEED recorded 08/15/06 in Weld County to reflect this
information.
A copy of the amended property deed will be forwarded to your office in the near future.
