HomeMy WebLinkAbout20050201.tiff RESOLUTION RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES AT THE INTERSECTION OF WELD COUNTY ROAD 59 AND WOODWARD AVENUE WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, at the request of the City of Greeley, the Weld County Department of Public Works has recommended to the Board that Four-Way Stop signs be installed at the intersection of Weld County Road 59 and Woodward Avenue, to ensure safety to the traveling public, and WHEREAS,the Board has determined that said traffic control devices are necessary for the protection of the general public. NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, concurs with the request of the Town of Keenesburg to install Four-Way Stop signs at the intersection of Weld County Road 59 and Woodward Avenue, for the safety of the general public,and said signs shall conform to the State Manual of Uniform Traffic Control Devices. From: Wayne Howard, P.E., Project Manager 1pir COLORADO RE: Stop Sign Request—Intersection of WCR 59 and Woodward Ave. near Keenesburg On December 17, 2004, Commissioner Rob Masden received a request from Mark Gray, Mayor of Keenesburg, to place a four way stop condition at the referenced intersection. (See attached) Mayor Gray is concerned about the pedestrian activity at this intersection as students cross WCR 59 to the new school located in the NE corner of the intersection. I had received a phone call from Mayor Gray several months ago concerning the same, but wanted to know if the county could place a flashing beacon on the stop sign. At that time I informed the mayor that the county does not currently install and or maintain flashing beacons but we would consider approving the flashing beacon installation if the town or school would send a letter stating they would pay to install and maintain the beacon. He was to check into the issue and since then I never heard back. At that time, I also made a site visit to look into conditions that might warrant a four way stop condition. Currently, Woodward Ave. is stopped at WCR 59. Those most recent accidents reported occurred in 2003 in which two broadside collisions were reported. Records indicate that the vehicles stopped and then proceeded into oncoming traffic. I did not see any site distance restrictions during my visit. The latest ADT counts taken in 6/20/02 were 585 vehicles but no counts were taken on Woodward Ave. Currently the road is posted at 35 mph. (See attached map) The MUTCD gives guidance on applications of stop signs. I am recommending that stop signs be placed on WCR 59 at Woodward Ave. based upon meeting the following warrants under Section 2B.07, Multiway Stop Applications: (New and existing signs shall include"All Way" supplemental plaques.) B. The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian volumes. The school and or local development have placed sidewalks on the north side of the intersection and a pedestrian crosswalk should be marked to clearly indicate the location to stop as to not block the crossing. Mayor Gray indicated to me that y they would place the crosswalk pavement markings.
