The Weld County Council met in regular session in full conformity with
the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado, June 19,
1980, at 1:30 p.m.
The meeting began with invocation given by Council President, Mr. Ralph
Waldo, Jr.
ROLL CALL
The following members were present:
Councilman Ralph Waldo, President
Councilwoman Patricia Anderson
Councilman Howard Foster
Councilman Robert Martin
Councilman Floyd Oliver
Also present were three members of the press and Council secretary, Susan
Elton. Sandy Hunter was present during the time of her report, approximately
1:45 - 2:15. Rose Mary Koob was present only for executive session.
APPROVAL OF MINUTES
Councilman Robert Martin made a motion to approve the minutes from the
June 5, 1980 meeting of the Weld County Council as written. Councilman Floyd
Oliver seconded the motion and it passed unanimously.
REPORTS
Pat Anderson reported that she had made a brief visit to the Engineering
Department and had spoken with Wayne Smyth. She will be arranging another visit
with him and would like to have him speak with some of the Weld County citizens
in the Fort Lupton area.
Ralph Waldo reported that he had driven on some of the county gravel
roads between Fort Collins and Greeley and found them in satisfactory condition.
Pat Anderson made comments on the Weld County Dump. She has had reports
from citizens of objectionable odors that come from this area and will speak to
the County Sanitarian about the matter.
CORRESPONDENCE
A. discussion was held concerning the reply that Council received from
the Commissioners regarding Council's letter of June 9, 1980 written to the
Commissioners:
1. Length of term of appointed Council members - County Council still
feels that a declaratory judgement is needed to settle this matter.
Robert Martin volunteered to speak with the District Attorney re-
garding this problem.
2. Charter provision to act by ordinance - Motion was made to have
Bob Ray draw up a suggested Charter Ammendment to submit to other
groups in the county that are interested (Chamber of Commerce and
other committees) to get their input, to refine the suggested
ammendment, and to get it to an acceptable state, and to present
it to the Commissioners in time to be put on the ballot in November.
Moved by Floyd Oliver, seconded by Robert Martin, Passed unanimously.
President Ralph Waldo will bring this up with Bob Ray.

3. Five per cent budget limitation - Apparently this issue will have
to wait for a decision in the fall.
NEW BUSINESS
Motion made by Robert Martin, seconded by Patricia Anderson to approve
Purchase Order 00433 for name badge and desk name plate for Howard Foster.
Motion passed unanimously.
Sandy Hunter was present to give a progress report for Augustine and
Associates. An audit review from Augustine will come soon.
ELECTION OF VICE PRESIDENT
Motion by Patricia Anderson, seconded by Howard Foster to nominate
Robert Martin for Vice President.
Bob Martin nominated Floyd Oliver for Vice President. Floyd Oliver
withdrew and moved the nominations be closed and Bob Martin be made Vice
President by acclamation. The vote was unanimous that Bob Martin be elected
Vice President.
At 2:15 p.m. Council recessed to executive session with Rose Mary Koob,
to meet again after the work session with County Commissioners, auditors, and •
investigator.
At 4:05 p.m. Council resummed their meeting.
President Ralph Waldo asked for the Council's approval to submit a copy
of the investigator's report to the public.
Let the minutes reflect, Mr. Dan Sandy is now present.
After a brief discussion with the investigator, Patricia Anderson made
a motion to spend Council's remaining $3,800 for the investigator to do an
overview of the Road and Bridge Department. Howard Foster seconded this motion
and it passed unanimously.
ADJOURNMENT
There was no further business. Upon motion made and seconded, the meeting
was adjourned. The time of adjournment was 4:10 p.m., June 19, 1980.
The next meeting is July 3, 1980.
