Re: Water Service for New Weld Food Bank Facility in Weld County, Colorado
Dear Ms. Martens:
It is my understanding that your organization is applying to the Weld County Department of
Planning Services for Use by Special Review (USR) approval to construct a new facility in Weld
County, Colorado.
The City of Greeley will provide water service to your proposed new facility to be located at
1108 H Street. Water service is contingent upon the transfer of certain water rights to the City of
Greeley and/or a cash payment in lieu of water rights, payment of the appropriate plant investment
fee, meter fee, tap installation fee and is subject to the City's requirements for water service
requests outside the City's current boundaries.

Re: Sanitary Sewer Service for New Weld Food Bank Facility in Weld County, Colorado
Dear Ms. Martens:
It is my understanding that your organization is applying to the Weld County Department of
Planning Services for Use by Special Review(USR) approval to construct a new facility in Weld
County, Colorado.
The City of Greeley will provide sanitary sewer service to your proposed new facility to be
located at 1108 H Street. Sanitary Sewer service is contingent upon the property owner's
installation of sanitary sewer mains that will adequately serve this site. The property owner shall
be responsible for construction of new sanitary sewer mains as necessary to conform to, or
exceed, the City's current minimum standards for design and construction. In addition, service is
contingent upon the payment of the appropriate plant investment fee and subject to the City's
requirements for sanitary sewer service requests outside the City's current boundaries.

This is to confirm that Leaonard Weist, City Manager of Greeley, has indicated to me that the Greeley City
Council will enter into an annexation agreement with Weld county that will allow the Food Bank site to
have City of Greeley water and sewer service. The agreement would require the site to be annexed upon
the completion of the building project and close out of a CDBG grant with the State of Colorado. This will
allow the Food Bank to be eligible to receive a $300,000 grant for the project by being in the
unincorporated are of the county. Annexation would probably occur in the last quarter of 2003.
