'1•he Developer will have to extend a water line from WCR 86 to the subdivision to provide water service. The Developer will he responsible for engineering and construction of such line. North Weld County Water District shall aphrnrc the engineering design of such line and will also inspect construction of such line. The District will install a tee and valve in the existing main water line in WCR 86 and the developer shall pay the District for such tap. The four-inch line will be able to provide flows up to 100 gpm with a residual pressure greater than 20 psi. • The average working pressure will be 65 psi. The costs associated with water service shall be the current Plant Investment &Distance Fee per Lot prior to water being supplied to the subdivision or phase of subdivision. The Water Mains serving the subdivision shall he paid for and constructed by the Developer,according to the Districts'Standards and Specifications. TO: Eaton Water Customers ^ 0 L'U FROM: Keith McIntyre, Mayor RE: 2003 Water Restrictions Because of the ongoing drought situation the Northern Colorado Water Conservancy District (NCWCD) has only allotted a 30% delivery on the water rights in the Colorado Big Thompson (CBT)project. A normal years allotment is 70%. What this means is we'll have considerably less water available this year so we have passed a -- resolution prohibiting outside watering until May 1, 2003. A copy of that resolution is attached. We've also included information on watering trees and shrubs the City of Aurora is providing to their customers. In April we will know if the NCWCD is going to increase the allotment for the rest of the year and then we can decide what water restrictions to impose for the May - October season. KM:clv .9nrnilroeater/ 18.91 TOWN OF EATON, COLORADO RESOLUTION NO. 2003-02 PROHIBITING OUTSIDE WATERING UNTIL MAY 1,2003. WHEREAS,the Town of Eaton, as well as the entire Front Range area of the State of Colorado, is experiencing an unprecedented drought emergency; and WHEREAS, it is the obligation of the Board of Trustees to protect and preserve the health, safety and welfare of the citizens of the Town at the time of such emergencies; and WHEREAS, it is likewise the obligation of the Board of Trustees of the Town of Eaton to protect and preserve, to the greatest extent possible, the water resources of the Town; and WHEREAS, restrictions upon the use of municipal water are required to maintain a sustainable water supply for the citizens of the Town of Eaton, and to protect the citizens of the Town and other users of municipal water; and WHEREAS, as a Colorado statutory municipality, the Town of Eaton is authorized to regulate the distribution of water for irrigation and other purposes pursuant to C.R.S. 31-15-708; and WHEREAS, pursuant to Section 9-1-19 of the Eaton Municipal Code, the Board of Trustees has the authority, by Resolution, to place restrictions on outside water usage. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OR EATON, COLORADO, that until May 1, 2003, there shall be no outside watering on any property in the Town of Eaton for the purpose of watering lawns, gardens, washing automobiles, or any other similar purpose as outlined below: 1. Until May 1, 2003 no outdoor irrigation will be allowed. The one exception is the watering of trees and shrubs. Citizens are encouraged to deep-root water trees and shrubs once every week or two. 2. Water customers are encouraged to hand water trees and shrubs. When watering trees and shrubs, the hose must have a spray nozzle or deep-root watering mechanism attached. This type of watering must be monitored so that waste does not occur. 3. Until May I, 2003 washing of personal vehicles will be limited to commercial car washes. 4. Fundraising car washes will not be allowed. 5. Residents are discouraged from planting trees, shrubs and other plant material, as their survival with limited watering cannot be assured 6. Restaurants are required to serve water only upon request. 7. Outdoor pools not already filled may not be filled or topped off 8. Rules for the irrigation of parks and residential property using non-potable sources of water will be outlined at a later date.
