MINUTES
WELD COUNTY COUNCIL
April 1, 1982

The Weld County Council met in regular session in full conformity
with the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado,
April 1, 1982, at 1:30 p.m.
ROLL CALL
The following members were present in person: President DeAnn Emerson,
Patricia Anderson, Robert P. Martin, and Ralph E. Waldo, Jr. Vice President
Howard Foster was absent. Also present were Commissioner Chairman John Martin,
one member of the press, and council secretary, Susan Elton.
MINUTES APPROVED
Pat Anderson made a motion to approve the minutes of March 4, 1982,
as written. Motion seconded by Ralph Waldo and carried unanimously.
ADDITIONS AND/OR DELETIONS
The President called for a five minute executive session after the
approval of the minutes.
Council member, Bob Martin, resigned position on Council .
Correspondence on 5 per cent limitation.
CORRESPONDENCE
The correspondence folder was passed for everyone to view.
OLD BUSINESS
Council members signed the resolutions stipulating the salaries of
Elected Officials, that were passed at the February and March meetings.
NEW BUSINESS
Robert Martin made a motion to approve payment of the bills as listed
on the Agenda. Pat Anderson seconded the motion, and it carried unanimously.
The Council currently does not subscribe to the Platte Valley Voice.
Pat Anderson made a motion to subscribe now and review this decision in July.
At that time Council can determine if it wants to continue with the subscription.
Motion seconded by Bob Martin, and carried unanimously.
DeAnn Emerson read past correspondence written by Tom David which the
Council received from Commissioner John Martin regarding the 5 per cent limitation.
Discussion ensued. The Council set a tentative work session for May 6, at
2:30 p.m. , to include Robert Ray, John Martin, Don Warden, and Tom David. The
purpose is to discuss the interpretation of the 5 per cent limitation.
Discussion was held regarding county employee salaries with Commissioner
John Martin.
Bob Martin announced that he is resigning from the County Council ,
effective upon this meeting's adjournment.
Pat Anderson made a motion to accept Bob Martin's resignation with
deepest regrets. Ralph Waldo seconded the motion. Motion carried unanimously.

The Council President directed the secretary to send out a press
release advertising the vacant position on the Council due to Bob Martin' s
resignation. The vacancy is an At Large position. Letters of application
will be accepted until April 28. Applicants will be interviewed on May 1 ,
1982, 9:30 a.m.
ADJOURNMENT
There was no further business. Upon motion made and seconded, the
meeting was adjourned. The time of adjournment was 3:11 p.m. , April 1, 1982.
The next scheduled meeting is Thursday, May 6, 1982, at 1:30 p.m.
