Dear Mr. Anderson:
We have been informed today by Milton Fender of Mountain •
Bell that the Dimension Telephone System, placed on order on
June 27, 1979 with a contract signed for final design on
August 1 , 1979, will not be available to Weld County until
April 15, 1980 .
In the original proposal , submitted by Mountain Bell on June
27 , 1979 , the expected date of installation was January 1,
1980. Because of the delays in the design of the system and
the upgrade of the 770, the contract signed on August 1 ,
1979 moved the estimated service date to March 1, 1980 . The
original delay from January 1, 1980 to March 1, 1980 caused
concern on the part of the County as to Mountain Bell ' s
ability to provide good service and to stand by their
commitments . The added delay of April 15 , 1980 raises the
same concerns .
Because of the prepayment of $189,471 at time of installation,
Weld County has budgeted its communication costs at a
reduced monthly rate, anticipating the March 1, 1980 installa-
tion. To delay the installation until April 15 , 1980 jeopardizes
the monies available in the 1980 budgeted appropriations to
meet the communication costs of Weld County. . In addition to
adversly impacting the Weld County budget , a delay in the
installation of the system, which will also service the 19th
Judicial District, will adversly impact the District Court ' s
budget for this fiscal year.

Because of the contractual commitments of Mountain Bell and
the adverse impact on the 1980 budgets of Weld County and
the 19th 3udicial. Court, we find the April 15 , 1980 .postpone-
ment unacceptable . Therefore, if you cannot meet the March
1, 1980 schedule we respectfully request that representatives
of Mountain Bell meet with Weld County's representatives to
discuss the continuation of the installation of this system.
