RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES TO REDUCE SPEED
LIMITS ON WELD COUNTY ROAD 1 BETWEEN STATE HIGHWAY 56 AND STATE
HIGHWAY 60
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Department of Public Works has recommended to the
Board that "Speed Limit 40 MPH" signs be installed on Weld County Road 1 between State
Highway 56 and Weld County Road 46, to ensure safety to the traveling public, and
WHEREAS, the Weld County Department of Public Works has recommended to the
Board that "Speed Limit 40 MPH" signs be installed on Weld County Road 1 between Weld
County Roads 46 and 48, to ensure safety to the traveling public, and
WHEREAS, the Weld County Department of Public Works has recommended to the
Board that "Speed Limit 35 MPH" signs be installed on Weld County Road 1 between Weld
County Road 48 and State Highway 60, to ensure safety to the traveling public, and
WHEREAS, the Board has determined that said traffic control devices are necessary for
the protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to
install "Speed Limit 40 MPH" signs on Weld County Road 1 between State Highway 56 and
Weld County Road 46 and between Weld County Roads 46 and 48, for the safety of the
general public, and said signs shall conform to the State Manual of Uniform Traffic Control
Devices.
BE IT FURTHER RESOLVED by the Board of County Commissioners of Weld County,
Colorado, that the Department of Public Works be, and hereby is, directed to install "Speed
Limit 35 MPH" signs on Weld County Road 1 between Weld County Road 48 and State
Highway 60, for the safety of the general public, and said signs shall conform to the State
Manual of Uniform Traffic Control Devices.

IV. Physical Features
Design or Existing Speed Limit:
The design speed limit for this open county road is unknown. Currently the speed limit for this
stretch of CR 904 is not posted, therefore the statutory speed limits for the state of Colorado apply.
The statutory speed limit for open county roads is 55 miles per hour.
Measurable Physical Features:
This road segment is 1.018 miles in length, and contains 14 residential accesses, 5 farm accesses,no
business accesses, 2 accesses to the Berthoud Cemetery, no private or subdivision road intersections,
and two intersections at each end of the section. The two intersecting roads along this stretch of CR
904 are SH 56 at milepoint 3.000, and CR 10 (WCR 46) at milepoint 4.018.
Roadway Surface and Characteristics:
This 1.020-mile section of road exhibits a bituminous chip-seal surface and averages approximately
22 feet in width. The surface was in fair condition at the time of testing with some minor bumps and
dips. The shoulders are gravel, average 1 to 2 feet in width and vary in position existing either on-
level or on-grade.

V. Test Run Information
Test runs were performed in both directions using a two-wheel drive, full-sized, pickup truck and a
Dodge Stratus passenger car. The average test run speed was 45 mph with runs ranging from 35 mph
to 55 mph at 5 mile per hour increments. It should be noted that speeds less than 40 mph were
excessively restrictive and difficult to maintain.
This section of County Road 904 was traversed comfortably at 45 miles per hour. No handling
problems were experienced at this speed. Speeds in excess of 45 miles per hour, however,produced
the following difficulties:
1. Vehicles from the dairy farm at the southern end of the stretch usually drag mud and dirt onto
the roadway causing the roadway to be slick is some places.
2. At speeds of 50 miles per hour or greater,traffic entering the roadway from residential
driveways and intersecting roads could cause problems.
3. The horizontal curves near the middle of the section should be advised at 35 mph.
Minor handling difficulties, including wheel bounce, were experienced at speeds in excess of 50 mph
throughout portions of the stretch due to surface irregularities.

VI. Accident Experience
Data contained in the Larimer County accident file shows the occurrence of six accidents on this
stretch of CR 904 between 1/1/1996 and 11/30/2001. One of these accidents resulted in injury. A
brief description of each accident follows:
1. Milepoint 3.00,Property Damage Only, 2/9/1996:
Vehicle 1 was eastbound on State Highway 56 and rear-ended Vehicle 2, which was stopped
at the intersection with CR 904 to make a left turn on to CR 904.
2. Milepoint 3.32, Property Damage Only, 11/30/1997:
Vehicle 1 was northbound on CR 904 and ran off the left side of the road.
3. Milepoint 3.30, Injury, 10/9/1999:
Vehicle 1 was northbound on CR 904 and ran off the left side of the road.
4. Milepoint 3.00, Property Damage Only, 4/16/2000:
Vehicle 1 was northbound on CR 904 and vehicle 2 was westbound on State Highway 56.
Vehicle 1 did not yield at the stop sign and pulled out in front of Vehicle 2.
5. Milepoint 3.00,Property Damage Only, 5/21/2000:
Vehicle 1 was eastbound on State Highway 56 and attempted a left turn. Vehicle 1 skidded
through the intersection with CR 904 and off the northeast corner of the intersection.
6. Milepoint 3.28,Property Damage Only, 7/15/2000:
Vehiclel was southbound on CR 904, went off the right side of the road, and struck a metal
and cement dam for irrigation with its front.

This section of Larimer County Road 904 is classified as a Minor Collector
Turning Movements and Control:
Turning motions along this section of CR 904 are primarily ingress and egress motions involving
field and residential accesses. There is heavier turning traffic at the south end with the dairy operation
involving trucks and farm vehicles and traffic turning to and from the Berthoud Cemetery.

- ' Parking and Loading Vehicles:
No parking or loading vehicles were observed during the duration of this study. However,occasional
use of the roadway by these types of vehicles, especially near the dairy, is assumed to exist.
Commercial Vehicles:
A few commercial vehicles were observed and occasional use of CR 904 by farm equipment was also
noted. The majority of the traffic appeared to be local in nature, and was primarily limited to
passenger cars and pickup trucks.
Vehicle Conflicts With Pedestrians,Bicyclists, Animals,etc.:
Minimal conflict with pedestrians and bicyclists is expected to exist given the composition of the
roadside density that occurs along this section of CR 904. There could be some pedestrian conflict
from uses associated with the cemetery. Pedestrians from the residences along the roadway may
occasionally use this stretch of CR 904 for commuting or recreational purposes.
Domestic animals may occasionally drift away from residences and enter the roadway from time to
time.

VIII. Comments
Test drives indicate that the majority of this road can be driven at speeds up to 45 MPH comfortably
and safely. The 85th percentile speeds obtained from the traffic counters are in excess of 50 MPH.
However, there are potential for conflicts with farm equipment, trucks and pedestrians near the south
end of this roadway near the dairy operation and the cemetery. There is a lot of dirt tracked onto the
roadway from the dairy operation and cemetery. The dirt can make this portion of the road slick
when it is wet and covers up the centerline pavement markings. The road surface throughout the
section has an average width of 22 feet, which is somewhat narrow at higher speeds. There are also
horizontal curves located near the middle of the section that have safe advisory speeds of 35 and 40
MPH. Due to these factors a speed limit of 40 MPH should be considered.
IX. Recommendations
It is recommended that CR 904 from SH 56 to CR 10 (WCR 46) be posted with a speed limit of 40
mph. It is also recommended that the reverse curve located near milepoint 3.7 be posted with reverse
curve warning signs with 35 MPH advisory speed plates.

IV. Physical Features

The design speed limit for this open county road is unknown. Currently the speed limit for this
stretch of CR 904 is not posted,therefore the statutory speed limits for the state of Colorado apply.
The statutory speed limit for open county roads is 55 miles per hour.
Measurable Physical Features:
This road segment is 1.008 miles in length, and contains six residential accesses, 2 field accesses,no
farm accesses,no business accesses,no private or subdivision road intersections and two county road
intersections. The two intersecting roads along this stretch of CR 904 are CR 10 (WCR 46) at
milepoint 4.018, and CR 12 (WCR 48) at milepoint 5.026.
Roadway Surface and Characteristics:
This road is maintained by Larimer County by re-grading the surface and coating with magnesium
chloride to control the dust. However, this stretch of road does not have the required six inches of
gravel at the surface to keep the road in good condition for a longer period of time. For this reason,
the surface of the road is usually muddy causing the road to be slippery in places. The road surface is

- also rough with potholes and bumps. Larimer County has plans to properly maintain this stretch as
soon as the east drainage ditch is moved. When this maintenance is performed, the road should wear
the same at the stretch from CR 12 (WCR 48)to SH 60. The required maintenance should be
performed either during the summer of 2002 or 2003. For more information about the status of this

V. Test Run Information
Test runs were performed in both directions using a two-wheel drive, full-sized,pickup truck. The
average test run speed was 30 mph with runs ranging from 20 mph to 40 mph at 5 mile per hour
increments. It should be noted that speeds less than 30 mph were excessively restrictive and difficult to
maintain.
This section of County Road 904 was traversed comfortably at 30 miles per hour and to a lesser extent at
35 miles per hour. No handling problems were experienced at this speed. Speeds in excess of 35 miles
per hour, however, produced the following difficulties:
1. The rear of the truck fish tailing
2. When the roadway is wet or the surface had degraded from traffic, the vehicle had other handling
difficulties.
Minor handling difficulties, including wheel bounce,were experienced at speeds in excess of 35 mph
throughout portions of the stretch due to surface irregularities.
VI. Accident Experience
Data contained in the Larimer County accident file shows the occurrence of two accidents on this stretch
of CR 904 (WCR 1)between 1/1/1996 and 11/30/2001. None of these accidents resulted in injury. A
brief description of each accident follows:
1. Milepoint 4.80, Property Damage Only, 11/12/1999:
Vehicle 1 was southbound on CR 904 and vehicle 2 was northbound on CR 904. Vehicle 1 drifted
into the northbound lane and struck Vehicle 2.
2. Milepoint 5.00, Property Damage Only, 2/11/2000:
Vehicle 1 was southbound on CR 904 and lost traction on some ice, skidded off the left side of
the road,and flipped over.

• VIII. Comments
If the road surface was in better condition, a speed limit of 40 mph would be appropriate. Since this is not
the case,a lower speed limit is warranted.
IX. Recommendations
It is recommended to post this section of CR 904 (WCR 1) at 35 mph. The speed limit should be
reconsidered once the east side ditch is relocated and the road surface is graveled and treated

This road segment is 1.124 miles in length, and contains fourteen residential accesses, no farm
accesses,no business accesses,two private or subdivision road intersections and two intersections at
each end of the section. The two intersecting roads at the ends of the section are CR 12 (WCR 48) at
milepoint 5.026, and SH 60 at milepoint 6.150.
Roadway Surface and Characteristics:
This road is maintained by Larimer County by re-grading the surface and coating with magnesium
chloride to control the dust. This type of treatment works very well on a road that does not see much
traffic.
Vertical Alignment Information:
There are no vertical curves that cause significant sight distance problems.

2. At speeds of 45 miles per hour or greater, traffic entering the roadway from residential driveways and
intersecting roads could cause problems.
3. When the roadway is wet or the surface had degraded from traffic, the vehicles had handing
difficulties.
Minor handling difficulties, including wheel bounce, were experienced at speeds in excess of 40 mph in
the pickup truck and in excess of 35 MPH in the small passenger car, due to surface irregularities.

Vehicle 1 was southbound on CR 904. A non-contact vehicle traveling northbound was driving
on the wrong side of the road. Vehicle 1 drove off the right side of the road and collided with a
fence.
2. Milepoint 5.15,Property Damage Only, 2-6-2000:
Vehicle 1 was traveling on CR 904. A non-contact vehicle was traveling towards Vehicle 1 on the
wrong side of the road. Vehicle 1 drove off the right side of the road and collided with a fence.
The directions were not specified.

VIII. Comments
The test drives in the pickup truck felt safe and comfortable at speeds up to 40 MPH on the majority of
this road section. The major restriction for speed along this stretch is the horizontal curves located near
the southern end of the road section. Since the advisory speeds for these curves is 20 mph, a speed limit
over 35 mph would require an abrupt drop in speed to negotiate the turns. The driver of the small
passenger car used in the test runs experienced handling problems due to the surface irregularities at
speeds greater than 35 MPH. There has been some new home construction along this section of road as
well as a new subdivision road access into Weld County on the east side of the road.
IX. Recommendations
It is recommended that this stretch of CR 904 (WCR 1) form CR 12 (WCR 48) to SH 60 be posted at 35
mph.
