RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES AT 71ST AVENUE AND
20TH STREET
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Department of Public Works has recommended to the Board
that "Stop" and "Stop Ahead" signs be installed at 71st Avenue and 20th Street to create a
four-way stop, to ensure safety to the traveling public, and
WHEREAS, the Board has determined that said traffic control devices are necessary for
the protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Department of Public Works be, and hereby is, directed to install "Stop"
and "Stop Ahead" signs be installed at 71st Avenue and 20th Street to create a four-way stop, for
the safety of the general public, and said signs shall conform to the State manual and
specifications.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 6th day of September, A.D., 1995.

Subject: Four-way stop at 71st Avenue and 20th Street
Because of a citizen's request, we have done research on the intersection of 71st Avenue and 20th Street. We have
taken traffic counts, speed counts, accident investigations, and a physical inventory.
Presently, 20th Street is stopped at 71st Avenue. Before we create a four-way stop at the intersection, certain
warrants outlined in the Manual of Uniform Traffic Control Devices must be met. They are as follows:
1. Warrants for traffic signals must be met.
2. There must be five accidents in a 12-month period that can be corrected by a four-way stop.
3. Certain traffic volumes must be met.
Signal warrants were not examined for this intersection, and I am certain signals are not necessary.
In the last 12 months, there were four right angle accidents at this intersection. Although there were others, right
angle accidents are usually serious and are specifically what we look for in four-way warrants.
Traffic volume requirements are affected by the speed of traffic approaching the intersection. If the 85th percentile
of traffic exceeds 40 MPH,the volume requirements are reduced. The 85th percentile on 71st Avenue is 54 MPH
southbound and 61 MPH northbound; therefore,the traffic volume warrant is 350 vehicles entering the intersection
in any one-hour period. Our count indicates a traffic volume of 362 vehicles per hour.
It is interesting to note that the northbound peak was at 6:00 AM and the southbound peak was at 3:00 PM. Also,
99%of the vehicles counted were passenger cars. Obviously,these peaks are created by commuters going to work
between 6:00 and 7:00 AM and returning home between 3:00 and 4:00 PM.
It is my recommendation to change the intersection of 7I st Avenue and 20th Street to a four-way stop. The traffic
volume warrant has been met, and the accident warrant is very close. I do not think that there is any question that
the traffic in this area will increase in the future.
Because of the traffic volume,large"stop" and "stop ahead" signs will be placed in all four directions. Orange flags
will be placed on all signs for a period of 30 days once they have been installed.

Brief description of the problem/issue: Attached is a memo recommending a four-way stop at the
intersection of 71st Avenue and 20th Street. Because this is a very high traffic intersection (1049
ADT 71st Avenue north leg; 939 ADT 20th Street east leg) and the fact that the public will not like
being stopped on 71st Avenue, I would like the Board to be aware of the recommendaiton before
placing it on the agenda.
What options exist for the Board? (Include consequences, impacts, costs, etc. of options)
The Board may accept or reject the recommendation.
Recommendation to the Board: Because the traffic volumes meet the warrants and the accident
history nearly meets the warrants, I recommend installation of a four-way stop. I believe it will
reduce serious right angle accidents.
