WHEREAS, pursuant to an inquiry from the Depart- ment of Social Services of Weld County, Thomas O. David, County Attorney, in a letter dated January 13 , 1977 , requested the Weld County Council to render an opinion • under Section 16-9 of the Weld County Home Rule Charter regarding Edward Dunbar, and WHEREAS, the Weld County Council has considered all facts and testimony presented to it, including the fact that Mr. Dunbar as a Weld County Commissioner is an elected official and that funds of Weld County are expended for Mr. Dunbar ' s foster child, and WHEREAS , regulation A-7218 . 91 .g. (2) of the State Department of Social Services defines as a conflict of interest any situation where a public official acts as a foster parent to a child under the care, custody, or guardianship of the County department of social services when that elected offical is involved in the decision, administration and disposition of the child ' s care, and WHEREAS , Mr. Dunbar as Weld County Commissioner would be involved in the decisions , administration and and disposition of his foster child and other related social services programs. NOW, THEREFORE, BE IT RESOLVED, that a conflict of interest does exist for Mr. Edward Dunbar when he receives any Weld County funds for the care of his foster child. 770051 The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote : /1; Ayes: y t c.�,4 ( . / • i' •/ Dated: February , 1977 Hello
