RESOLUTION
RE: CONFLICT OF INTEREST--JUDY GRIEGO
WHEREAS, the Weld County Council has been notified of a
relationship which may have the appearance of a conflict of interest in
Judy Griego's official duty as the Director of The Weld County
Department of Social Services; and,
WHEREAS, it is Ms. Griego's membership on the Board of
Directors for the Weld County Community Center Foundation, D/BIA
Centennial Developmental Services, Inc. ("CDSI") that has been
questioned; and,
WHEREAS, specifically, it is Ms. Griego's role as the Weld
County Department of Social Services (WCDSS) Director with respect
to overseeing the Department's Adult Protection Unit, and a few of the
Unit's clients are receiving services through CDSI that has caused her
role to be questioned; and,
WHEREAS, the Home Rule Charter for Weld County provides
in Section 16-9- as follows:
Section 16---Conflict of Interest
(1) General: No County officer, member of an appointed Board,
or employee shall have an interest in any enterprise or
organization doing business with Weld County which might
interfere with the unbiased discharge of his duty to the public
and the best interest of the County. This restriction shall not
apply where the officer, member of an appointed board, or
employee's department has no direct contact nor business
transaction with any enterprise or organization. And,
WHEREAS, pursuant to Colorado Revised Statutes 24-18-
109(3)(b) and 24-28-110, Ms. Griego has disclosed (in writing) a
relationship which may have the appearance of a conflict of interest in
her official duty as the Director of WCDSS to the Secretary of State of
Colorado; and,
WHEREAS, the Weld County Council, furthermore does not
perceive any personal benefit pursuant to CRS 24-18-109, for Ms.
Griego in serving as both the Director of WCDSS and as a member of
the CDSI Board of Directors; and,
WHEREAS, it has been a long-standing practice for the
WCDSS Director to serve on the CDSI Board to fulfill the CDSI Bylaws
calling for the membership of the CDSI Board of Directors to include
"individuals with substantial management or policy making
responsibilities"within Social Services; and,
WHEREAS, the Weld County Council, in interpreting the Weld
County Home Rule Charter, does not find this matter to be within the
purview of the Conflict of Interest, providing that Ms. Griego will not

participate in any decision relating to a specific client referred to CDSI
by WCDSS, or if she has a personal or private interest in the
decisions which would prohibit such participation;
NOW, THEREFORE, BE IT RESOLVED, that Weld County
Social Services Director Judy Griego, is not in a position of conflict of
interest in serving on the Board of Directors of CDSI.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted unanimously on the 4th day of September,
1996.

RE: CONFLICT OF INTEREST--Commissioner Connie Harbert
WHEREAS, the Weld County Council has been notified of a relationship
which may have the appearance of a conflict of interest in Commissioner Connie
Harbert's official duty as a Weld County Commissioner; and,
WHEREAS, it is Commissioner Harbert's membership on the Board of
Directors for the Weld County Community Center Foundation, D/B/A Centennial
Developmental Services, Inc. ("CDSI") that has been questioned; and,
WHEREAS, specifically, it is Commissioner Harbert's decision-making
role as a Commissioner with respect to Weld County's budget (and the amount
of the budget contributed to CDSI on an annual basis) that is in question; and,
WHEREAS, the Home Rule Charter for Weld County provides in Section
16-9- as follows:
Section 16---Conflict of Interest
(1) General: No County officer, member of an appointed Board, or
employee shall have any interest in any enterprise or organization doing
business with Weld County which might interfere with the unbiased

Conflict of Interest, providing that Commissioner Harbert will not participate in
any decision relating to a specific matter in which she has a personal or private
interest in the decision which would prohibit such participation;
NOW, THEREFORE, BE IT RESOLVED, that Weld County Commissioner
Connie Harbert is not in a position of conflict of interest in serving on the Board
of Directors of CDSI.
