RE: RECOMMENDATION CONCERNING REQUEST FROM COLORADO STATE PATROL
FOR SIGN ON WELD COUNTY ROAD 390
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Board did, by Resolution dated January 4, 1989,
refer a request from the Colorado State Patrol to the Road and
Bridge Department for installation of a traffic control device to
be placed on Weld County Road 390, north of State Highway 14, said
device being "Curve Ahead" signs, and
WHEREAS, after inspection of the site, the requested sign was
installed on January 3 , 1990 , with additional signs to be posted
in the near future.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that because of the
installation of said sign, no further action is necessary
concerning this matter.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 2nd day of
July, A.D. , 1990 .

RE: ACTION OF THE BOARD CONCERNING REQUEST FOR TRAFFIC CONTROL
DEVICES ON WELD COUNTY ROAD 390
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Board has received a request from the Colorado
State Patrol for the installation of traffic control devices on
Weld County Road 390 , north of Colorado Highway 14 , and
WHEREAS, the Board deems it advisable to refer said request
to the Engineering Department for its recommendation.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the request of the
Colorado State Patrol for the installation of traffic control
devices on Weld County Road 390 , north of Colorado Highway 14 be,
and hereby is, referred to the Engineering Department for its
recommendation.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 4th day of
January, A.D. , 1989 .

The State Patrol has been made aware of a hazardous curve on
Weld County Road 390, 0.1 mile North of Colorado 14 by a letter
from Dorothy Edwards of Sterling, Colorado. (see attached)
I drove through the location on December 22, 1988 and agree
that the curve is dangerous and in need of a "curve ahead" warning
sign. Driving South on County Road 390 the road abruptly makes a
Roy Romer sharp right curve just prior to the intersection with Colo. 14.
GOVERNOR There is no warning prior to the curve, and an optical illusion
DavidJTflomae exists that the road continues straight because Colo. 14 is elevated

of Investigation at the location which indicate drivers are not perceiving a curve

Dear Administrator :
Friday night on December 2nd , my grandaughter played basketball
in Grover Colorado .
My family and I left Sterling to watch the game . We took the
Hereford Grover exit to get there . NO . problem.
Coming home we were driving along and withoutel4warning at all
we were upon a curve just before you get back on highway 14 . Our
car went into the ditch we were lucky that we didn ' t go end over end .
I called my son to let him know we were home and he told me the
exact same thing happened to him at the same corner in his Federal
Express van
We stopped at the Village Inn and saw some people we knew and two
of them said they had the same experience .
Today a girl that works with me told me that the exact thing happened
to her and her family .
I felt it important enough to advise you of this because most people
besides the people that live there are people that go to Grover
because of school functions there . I shudder to think of a school
bus doing what we did . The Sterling School bus was quite aways ahead
of me and he evidently was aware of the curve .
I honestly feel that it is worth checking in to and appreciate your
fine cooperation .

I also want to mention that Highway 14 is surely a joy to drive
now compared to what it used to be . Thanks .

Referrals to Road & Bridge and Engineering
Subject:
Clerk to the Board has reviewed their files and identified eleven items
that were referred to Road & Bridge or Engineering by resolution, but had
no resolution by the Board resolving the referral. The purpose of this
memo is to briefly describe each referral, and how the issue was resolved
or the present status. With this memo and an action by the Board of Weld
County Commissioners, the Clerk to the Board's files can be closed. I
will address each item by date of the resolution referring it to Road &
Bridge or Engineering.
October 31, 1988 - Traffic control request by Shane Griffin, Antelope
Hills Subdivision. This was a request for speed limit and "children
playing" signs in Antelope Hills Subdivision. A traffic study was
performed, including traffic counts and vehicle speed investigation. A
memo recommending denial was sent to the Board of Weld County
Commissioners on November 18, 1988, with copies to Shane Griffin and Clerk
to the Board. No further action is necessary. p_esnlA+ion -lodeny 1'/. R/gg,
, January 4, 1989 - Colorado State Patrol request for sign on Weld County
Road 390. A curve sign was installed on January 3, 1989 addressing the
State Patrol request. This is not a regulatory sign and does not require
a resolution by the Commissioners. No further action is necessary.
vApril 12, 1989 - Request from School District RE-10J to extend Weld County
Road 88. This request was denied by a letter from George Goodell dated
April 24, 1989. No further action is necessary.
April 12, 1989 - Petition requesting closure of Weld County Road 380 east
of Hardin. This request came as a result of heavy truck traffic during
the construction of National Hog Farms facilities. On May 15, 1989, the
Commissioners passed a resolution temporarily closing Road 380 for road
construction. The road has reopened and the construction traffic has
decreased. No further action is necessary.
,,July 7, 1989 - Request for traffic control devices and alley grading in
Wattenberg. A request for services, along with a petition was received
from Cynthia Gulbrandson. The Road and Bridge complaint form indicates
the grading was performed on 9/20/89 and the request for speed limit signs
was denied. No further action is necessary.

,September 6, 1989 - Request from Miller family on Weld County Road 54. On
September 19, 1989, Maintenance-Support Supervisor Marc Street met with
Mr. Miller and informed him access culverts are the responsibility of the
property owner. No further action is necessary.
,October 23, 1989 - Petition requesting re-routing of trucks and speed
limit signs. A petition was received by the landowners on Weld County
Road 16.5 between Weld County Roads 1 and 3 requesting speed limit signs
and the re-routing of heavy trucks. The Weld County Road and Bridge
complaint form indicates Assistant Road and Bridge Director, Dave Becker,
responded on October 30, 1989 that truck traffic has been re-routed to
County Road 3 south of Road 16.5 and that no speed limit signs are
necessary. No further action is necessary.
✓December 6, 1989 - Request from Town of Hudson for traffic control
devices. The Town of Hudson requested truck route signs on Weld County
Road 45 and Weld County Road 12 in the Hudson area. Marc Street,
Maintenance-Support Supervisor, in a letter of February 12, 1990, wrote to
the Town of Hudson indicating he had not been able to reach them by phone
and asked them to contact him. No further word has been heard from the
Town of Hudson. No further action is necessary.
/January 8, 1990 - Request from Windsor Reservoir and Canal Company
regarding Weld County Road 74. The Windsor Reservoir and Canal Company
requested the cooperation of Weld County regarding the abandonment of the
Thompson Lake Dam and the realignment of Weld County Road 74 east of State
Highway 257. A work session has been held with the Windsor Reservoir and
Canal Company and their engineer, Woodward Clyde. A request for Federal
funds through the Hazard Elimination Program is pending. The Windsor
Reservoir and Canal Company is also in complex legal and engineering
negotiation with the Colorado State Engineer regarding the dam. Different
agreements and resolutions may be required over a two-year period before
this project is completed. No action is necessary at this time and the
Clerk to the Board's file regarding the initial referral can be closed.
February 12, 1990 - Request for stop sign warning grooves on Weld County
Road 35. A request was made by Jonathan Kepler to place warning grooves
in the pavement on Weld County Road 35 at Seeley Lake. In a letter dated
March 6, 1990, Director of Road and Bridge, George Goodell, responded
rather than installing stop sign grooves, we would improve the signing at
the intersection with barricades. The work has been completed and no
further action is necessary.

May 4, 1990 - Request from the United States Postal Service to install
cluster boxes on 37th Street. Donna M. Small, Evans Post Master,
requested permission to install four neighborhood delivery and collection
box units within the County right-of-way on 37th Street. A letter dated
April 19, 1990 by Gene Brantner, Chairman of the Board of Weld County
Commissioners, responded to the request outlining several conditions. A
letter was received from the Evans Post Office on June 21, 1990 regarding
the above. The mailboxes will be installed on McAvoy Avenue rather than
on 37th Street. The new installation will be within County right-of-way,
and will be approximately 100' south of 37th Street on McAvoy Avenue.
This will be done after the Road and Bridge Department upgrades McAvoy
Avenue to a more improved gravel road. No further action is necessary
and the Clerk to the Board's records on this referral can be closed.
