HomeMy WebLinkAbout972448.tiff RESOLUTION RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES AT 83RD AVENUE AND 20TH STREET WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Weld County Department of Public Works has recommended to the Board that "Four-Way Stop" signs and signs be installed at the intersection of 83rd Avenue and 20th Street, to ensure safety to the traveling public, and WHEREAS, the Board has determined that said traffic control devices are necessary for the protection of the general public. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to install "Four-Way Stop" signs at the intersection of 83rd Avenue and 20th Street, for the safety of the general public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 24th day of November, A.D., 1997. SUBJECT: Intersection of 83rd Ave. And 20th St. Placement of Four-way Stop Signs The Weld County Engineering Department has been asked to consider the placement of a four-way stop at the intersection of 83rd Ave. and 20th St. A recent traffic study revealed that there are sufficient warrants to change the signing from a two- way stop to a four-way stop intersection. The following is in reference to the Manual on Uniform Traffic Control Devices, Section 2B-6. The manual states that multi-way stop signs should be placed only where the traffic on the intersecting roads is approximately equal. Any of the following conditions may warrant a multi-way STOP sign installation. The warrants are: 1. Where traffic signals are warranted and urgently needed, the multi-way stop is an interim measure that can be installed quickly to control traffic while arrangements are being made for the signal installation. 2. An accident problem, as indicated by five or more reported accidents of a type susceptible of correction by a multi-way stop installation in a twelve month period. Such accidents include right and left turn collisions as well as right angle collisions. 3. Minimum traffic volumes: A. The total vehicular volume entering the intersection from all approaches must average at least 500 vehicle per hour for any 8 hours of an average day, and 912448 Memorandum to Clerk to the Board November 19, 1997 Page 2 B. The combined vehicular and pedestrian volume from the minor street or highway must average at least 200 units per hour for the same 8 hours, with an average delay to the minor street vehicular traffic of at least 30 seconds per vehicle during the maximum hour, but C. When the 85-percentile approach speed of the major street traffic exceeds 40 miles per hour, the minimum vehicular volume warrant is 70 percent of the above requirements. The Colorado State patrol has reported that five accidents have occurred between February 6, 1997, and November 3, 1997 at this intersection. Therefore,the warrant for the accident history has been met. It is my recommendation that a four-way stop be installed.
