L/ RE : Possible Conflict of Interest of Weld County Commissioner coo June Steinmark WHEREAS , the Weld County Council received a request from certain citizens to investigate the possible conflict of interest of Weld County Commissioner June Steinmark based upon the following allegations : A. She was alleged to have given improper testimony at legislative hearings . B . She was alleged to have written improper letters to U. S . Senate and House members regarding the Narrows Dam Project . C. She was alleged to have prevented a citizens group from meeting with the county commissioners . D. She was alleged to have improperly certified taxes for the Central Colorado Water Conservancy District ; and, WHEREAS , the Weld County Council has held hearings and investigated those questions ; and, WHEREAS , during said hearings and investigation the Weld County Council has made the following findings of fact : 1 . The content of the testimony given by Commissioner Steinmark at legislative hearings was submitted with the approval of the Board of Weld County Commissioners . 2 . The contents of the letters which Commissioner Steinmark wrote to U. S . Senate and House members regarding the Narrows Dam Project voiced the position taken by the Board of Weld County Commis- sioners on that subject . 3 . There was no evidence presented to the Weld County Council indicating that Commissioner Steinmark ever prevented any citizens group from meeting with the Weld County commissioners . 4 . Commissioner Steinmark ' s certification of taxes for the Central Colorado Water Conservancy District was proper . Mr. Roderick Elliott and Mr. Guy Reasoner have been notified by letter that the Board is available to meet with them in open session to discuss the water district issue or any other issue effecting the citizens of Weld County. We asked that they contact this office in writing should they desire time on a work session agenda. Mr. Ed Dunbar Chairman of the Board 915 10th Street Greeley, Colorado 80631 Dear Sir: On June 30, 1978 Mr. Roderick Elliott et al. attended the Council meeting and presented material regarding a possible conflict of interest between June Steinmark, Commissioner and Alvin Steinmark, lawyer. On July 18, 1978 written requests for a County Council investigation were presented by Mr. Elliott and Mr. Guy Reasoner. The Council requested Mrs. Steinmark to present testimony pertinent to the allegations made by Mr. Elliott and Mr. Reasoner. Following Mrs. Steinmark's testimony on August 1, 1978 the Council convened into an executive session and upon resumption of the regular meeting, a decision was made to allow the Councilmembers until the August 15th meeting to study the material presented. At the August 15, 1978 meeting the issue of the Steinmark conflict of interest was discussed and it was determined by a vote of four to one that there was not a conflict of interest. There is one aspect of the allegations that still concerns Councilmembers. The Council understands that the Commissioners were expecting to meet with Mr. Elliott and other concerned citizens in an open session on August 8, 1977, and that there was a misunder- standing that the meeting was cancelled. The Council realizes the limitations of the Commissioners regarding water districts, but feels that it is in the best interest of Weld County that all concerned NANCY CLARK, PRESIDENT - PHONE 353-3183 BOB E.
