Amount delivered to account number 39911, in 1999, of 1,577,000 gallons is 209,000 gallons
over the "grandfathered" amount of 1,368,000 gallons which is 1 (one) additional P.I.F. (Plant
Investment Fee.) Each additional P.I.F. is $5,000.00 + $100.00 per mile from Highway 257 and
Highway 14 intersection, which in your case is $1,900.00 for a total of$6,900.00 per P.I.F.
If your usage were to double from the 1,368,000 gallons, this would require 4 (four) additional
P.I.F.s at $6,900.00 each for a total of$27,600.00.
Increasing the Plant Investments would address the line and filter plant capacities needed to
supply this meter, but would not change the amount of raw water attached to this meter. The
District requires only 1 (one) acre foot of raw water to be supplied/purchased with a water tap.
More raw water can be permanently transferred or seasonally transferred for a tap up to the
amount of the class of the meter.
Example:
Current P.I.F. =4 (1 AFU raw water attached)
Double P.I.F.'s to 8 —can purchase/transfer up to 7 AFU.
A Class 8 meter can use up to 1,824,000 gallons at the current rate of$1.48 per
thousand gallons and an additional 2 AFU (228,000 x 2 = 456,000) for a cost of
$1.48 per thousand gallons plus $.50 per thousand gallons surcharge. Anything
used past the Class 8 amount of 1,824,000 gallons plus the 2 AFU grace amount
of 456,000 for a total of 2,280,000 gallons would require more current P.I.F.s.

This letter is to inform you of the projected costs that could be incurred in the upcoming water year beginning in
April of 2000.
North Weld County Water District has experienced low pressures in large areas the past couple of summers. The
reason for the low water pressure is the increased demand/usage placed on the distribution system. A few years
ago the pressure problems were isolated to a few areas,but the areas have increased dramatically in the last two
to three years. Also, the Soldier Canyon Filter Plant, which treats water from Horsetooth Reservoir,has been
undergoing major construction to provide filtration for the additional usage. To solve the problem, major
construction is needed throughout the District. To recover costs for such construction the District is going to
apply Plant Investment Fees to customers whose usage is more than 2 Acre-Feet Units(456,000 gallons)beyond
the amount of water that was purchased with the meter, or the customers 1998 usage, whichever is greater. The
Plant Investment Fee is based upon the cost associated with constructing new infrastructure to filter and deliver
an additional Acre-Foot Unit of water. All new taps are required to pay Plant Investment Fees, according to the
anticipated usage. For normal household use, 1 Acre-Foot Unit(228,000 gallons) is rarely exceeded.
Your meter was originally purchased as •Meter. With a 5/8"meter, only 1 Acre-Foot Unit should have
been supplied and delivered to the meter. n 1998, 907,000 gallons was delivered through this meter,which is
equivalent to 4.0 Acre-Feet Units. Usage had exceeded the meter size by 3.0 Acre Feet Units (679,000 gallons)
in 1998. However, the District will grandfather the meter in based on the 1998 usage for delivery. The meter
still has 1 Acre-Foot Unit attached to the meter (Water Class of 1). Usage beyond 1 acre-foot unit will have to be
supplied through a transfer of water or water rental. If water is not supplied, the water delivered will be in
surcharge. The following table represents projected Plant Investment Fees (PIF) that could be incurred if usage
in the upcoming water year is the same as in the calendar yea,of 1999.
