Home My WebLink About870239.tiff RESOLUTION RE: ACTION OF BOARD CONCERNING REQUEST FOR ADVISORY SIGNS - TOWN OF FREDERICK WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board did, by Resolution dated March 4 , 1987, refer a request to the Engineering Department from the Town of Frederick concerning the installation of advisory signs, said signs to be placed within Weld County' s right-of-way for Old Weld County Road 13, and WHEREAS, the Engineering Department recommends that permission be granted to the Town of Frederick to install said advisory signs, with the dimensions of those signs to be approximately three feet in height by eight feet in length, to be placed twelve feet east of the pavement on Old Weld County Road 13 and adjacent to the northern right-of-way line of State Highway 52, and WHEREAS, after review, the Board deems it advisable to approve the installation of said advisory signs by the Town of Frederick. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the installation of advisory signs by the Town of Frederick be, and hereby is, approved . BE IT FURTHER RESOLVED by the Board that said installation is to be in conformance with the Manual on Uniform Traffic Control Devices and the Colorado Department of Highways Standards for Signs Construction. Scheltinga, County Engineer ' COLORADO From Resolution for Frederick Signs Subject: As you are aware, the Town of Frederick has requested the county to allow the placement of official advertising signs for Frederick within Weld County rights-of-way. In order for a sign to be placed in the Old Road 13 right-of-way adjacent to SH-52 a Resolution from the Commissioners is required by the State Highway Department. Would you please place this topic on the Commissioners' agenda. highway Department personnel have recommended certain aspects be addressed in the Commissioners' Resolution. I recommend the following verbiage be included in the Resolution: WHEREAS, The Town of Frederick has requested permission to place a sign within Weld County's right-of-way for Old Road 13 adjacent to and north of the right-of-way of Colorado State Highway 52, and WHEREAS, the sign is necessary to direct the general public to the Town of Frederick, and WHEREAS, the sign would be official advertising that would bare the word "FREDERICK" along with a directional arrow, and WHEREAS, the dimensions of the sign are to be approximately three feet in height by eight feet in length and will be located 12' east of the pavement on Old Weld County Road 13 and adjacent to the northern right-of-way line of Colorado State Highway 52, and WHEREAS, the Town of Frederick will erect such a sign in conformance with the "Manual on Uniform Traffic Control Devices" and the Colorado Department of Highways Standards for Signs Construction. Box 435 Frederick, CO 80530 Dear Mr. McGinn: I presented your request for placing signs in Weld County rights-of-way to the Board of Weld County Commissioners at a work session. The Commissioners have no objection to signs being placed. However, the signs must be placed by the Town of Frederick at the town's expense. Also, the signs must be in conformance with the Manual on Uniform Traffic Control Devices and because of the size of the proposed signs they must be erected in conformance with the Colorado Department of Highways standards. A copy of the signs standard is attached. I contacted Dewey Norfleet of the Colorado Highway Department in Greeley. Mr. Norfleet would handle the issuance of permits for our area. He recommends all signs be placed within Weld County rights-of-way adjacent to State Highway 52. That will keep the permitting effort at a minimum. As you know, a Resolution from the Board of Weld County Commissioners will be required. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the letter from the Town of Frederick concerning the above mentioned signs be, and hereby is, referred to the Engineering Department for its recommendation. Kirby 4' Weld County Courthouse 9th Street & 9th Ave. Greeley, Colorado Dear Commissioner Kirby; In accordance with our discussion regarding signs , the Town Board requests the installation of signs for two intersections because motorists have been confused regarding turns to the Town of Frederick. 1 . Intersection of new County Rd. 13 at County Rd. 16 A sign should be placed on the west side of Rd. 13 for south bound traffic approximately 200 ft. north of the intersection of County Rd. 16. Another sign should be placed on the east side of County Rd. 13 for the north bound traffic at a location approximately 200 tt. south of County Rd. 16. Both of these signs shall have an arrow on the east side of the sign pointing eastward and shall read 'Frederick' in 12 inch letters in white on green background. The next line shall read 'Central Area' in 6" white letters. 2. At the northeast corner of the intersection at State Highway 52 and old County Rd. 13 a similiar sign visiable from both directions should be placed in accordance with the State of Colorado, Division of Highways Rules and Regulations pertaining to outdoor advertising effective January 1 , 1984. In this , III , GG specifies that the county commission may pass a resolution stating that:. a. Such a sign is appropriate. b. That the county requests a license for the installation of such a sign. c. That the city or the county will errect and maintain the sign. This resolution should be forwarded to the State Highway Department for processing. Since the Town Board feels that these signs are very important, it is hoped that these requests can be processed forthwith. Thank you for your cooperation in this matter.
