RESOLUTION i MAR 71985
RE: Audit of the Weld County Engineering Departmen I%/_ y5:0y„,
WHEREAS, Sections 13-8-(6) and 13-8-(7) of the Weld County )tome
Rule Charter allow the Weld County Council to audit all aspects of county
government; and
WHEREAS, the Weld County Council appointed Hyland Associates to
audit the performance of the Weld County Engineering Department; and
WHEREAS, the Weld County Council finds that this audit identifies
the following areas of concern:
Category A: Favoritism
1 . Favoritism in relation to assignments, promotions
and bonuses in the Road and Bridge Department.
2. Unfairly administered bonus plan.
Category B: Lack of Supervision
1 . Low pay and poor supervision.
2. Lack of or poor training in operation of equipment.
3. Assignment of too many miles of road to maintain.
4. Poor assignment of duties to get the most out of an
individual worker and his equipment.
5. Inefficiencies in the supervision of management.
6. Cutting weeds with grader blades instead of mowing
weeds is a poor system and damaging to the roads.
7. Blade patching of potholes in our blacktopped roads
is a waste of time and material .
8. Unnecessary narrowing of the roads.
Category C: Low Productivity
1 . Inaccurate reporting of work accomplished.
2. Lack of or poor inspection of work.
3. Loafing on the job.
Category D: Prudence in Purchasing
1 . A possible excessive purchase of expensive equipment,
(e.g. : pickups. )
WHEREAS, the foregoing enumeration of problem areas is tendered to
the Board of County Commissioners for their use in the administration of the
Road and Bridge Department.
NOW, THEREFORE, BE IT RESOLVED, that the Weld County Council requests
that the Weld County Board of Commissioners earnestly review these problem areas
within the Weld County Engineering Department.
The above and foregoing Resolution was, on Motion duly made and
seconded, adopted by the following vote on the seventh day of February, 1985.
