HomeMy WebLinkAbout881119.tiff RESOLUTION RE: DENY REQUEST FROM SHANE GRIFFIN FOR INSTALLATION OF TRAFFIC CONTROL DEVICES IN ANTELOPE HILLS WHEREAS , the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS , the Board did, by Resolution dated October 31 , 1988 , refer the request of Shane Griffin, for installation of traffic control devices in Antelope Hills to the Engineering Department for recommendation, and WHEREAS, the Engineering Department, after inspection, has advised the Board that the installation of traffic control devices in Antelope Hills is not advisable, and WHEREAS, after review, the Board deems it appropriate to deny said request. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the request of Shane Griffin for the installation of traffic control devices in Antelope Hills be, and hereby is, denied. Traffic Control Request - Shane Griffin - Antelope Hills Sublecr. -'----.-. On October 27, 1988, the Commissioners received a request for speed limit and "children playing" signs in Antelope Hills subdivision. The request states concerns about speeding vehicles on streets where children play. Traffic counts and vehicle speed information were gathered on Cliff Road and Siasconset Road. There was an average daily traffic count of 266 vehicles on Siasconset and 77 vehicles on Cliff. One traffic counter on Siasconset was set to measure all traffic that exceeded 30 miles per hour. Six percent of the vehicles exceeded 30 miles per hour. I recommend not placing speed limit signs for two reasons. Only six percent of the vehicles exceed 30 miles per hour, when commonly, fifteen percent of the traffic exceeds the speed limit. The statutory speed limit for residential areas is 35 miles per hour. Also, as we have discussed many times in the past, without regular law enforcement, the placement of traffic control devices is futile. Also, I do not recommend the placement of "children playing" signs. First of all, children should not be playing in the street. State law allows for pedestrian use of roadways and is also specific in how pedestrians use the roads. It is my opinion that placement of this type of warning sign does not affect the irresponsible driver, and gives a false sense of security to those who believe the sign will help. Law enforcement is the only deterrent to the irresponsible driver. I am writting a letter concerning the idea of having speed limit signs, and chidren playing signs put up on our streets. There has been many concerns about cars speeding on the streets that our youngsters play on . I have gotten the signatures of all , or most of the residents.
