RESOLUTION gREELEY, COLD.
RE : Possible Conflict of Interest of Weld County District Attorney ,
Robert N. Miller
WHEREAS , on or about the 13th day of October , 1976 , The Weld
County Council received a letter from Weld County District Attorney ,
Robert N. Miller , in which he requested that the Weld County Council pro-
vide him with an opinion as to whether or not a conflict of interest
would exist for him if he were to pursue a planned business venture ; and ,
WHEREAS , the Weld County Council held a hearing and investigated
that question on October 2O, 1976 ; and,
WHEREAS , during said hearing and investigation the Weld County
Council made the following findings of fact :
1 . District Attorney , Robert N . Miller, is a partner in the
partnership known as CML Partners which owns a house located at
1622 11th Avenue , Greeley , Colorado .
2 . On October 11 , 1976 , a representative of an organization
known as Crossroads of Weld County contacted CML Partners and pro-
posed that the Crossroads of Weld County lease the partnership ' s
house located at 1622 1] th Avenue , Greeley , Colorado . The repre-
sentative of Crossroads of Weld County indicated that at that time
the organization was a private , non-profit organization that had
applied for non-profit corporation status . The representative
further indicated that the purpose of the Crossroads of Weld County
organization was to provide a co-ed living situation for youths
coming out of foster care , group homes, residential placements or
their own homes , who were in need of a less-structured and supervised
setting that would challenge them to learn skills necessary to live
independently . The representative further indicated that private
referrals for placement in Crossroads of Weld County would be made
through the In-take Unit of the Weld County Department of Social
Services , and that all referrals from the Weld County Department of
Social Services would be made through the youth ' s caseworker . CML
Partners were informed that funding for Crossroads of Weld County
came from contributions from the youths ' parents , the Department of

Social Services and from private contributions .
3 . As of the date of October 20, 1976, CML Partners had not
entered into a lease agreement with Crossroads of Weld County .
4 . If the contemplated lease were entered into CML Partners
would not come within the classification of an enterprise or or-
ganization doing business with Weld County, since the Crossroads of
Weld County organization is not an agency or department of Weld
County government .
NOW, THEREFORE , BE IT RESOLVED, that based upon the foregoing
findings of fact , there is , and must be, a finding that no conflict
of interest would exist for District Attorney , Robert N . Miller ,
if CML Partners were to enter into the proposed lease agreement
with Crossroads of Weld County .
The above and foregoing Resolution was , on motion duly made` and
seconded, adopted by the following votes on the 18th day of October,
1977 , effective the 2Gth day of October , 1976 .
