Dear Jana:
The Central Weld County Water District was duly organized and began operation in the early 1960's.
The Water District provides potable water service to a large rural area generally South of Greeley
along the Highway 85 Corridor and eight Towns in Weld County. The water source is from Carter
Lake. Carter Lake is a part of the Big Thompson Water Project, which is managed and operated by
the Northern Colorado Water Conservancy District. Major facilities include two water treatment
plants at Carter Lake, storage tanks, transmission mains and distribution mains. An 18" water line
provides water along the proposed development. Off of the 18" line extends an 8" into the P:U.D. In
addition, fire hydrants are planned within the development to insure potable water service and fire
protection to all lots. The Water District can provide potable water and fire protection to the proposed
development within the limits of the system and is amendable to the water system plan. The water
system and meters will be installed in accordance with the Water District's standard and extension
policies. Taps for each facility within the proposed development will be purchased in accordance with
Water District's policy. A portion of the Tap Fee is used by the Water District to purchase water
rights in the Colorado-Big Thompson Water Project.

Re: Treatment System Description and Commitment to Serve
Eear Ms. Chameroy:
This letter is in reference to the following described real property:
Flatirons Structures Industrial Park, approximately 6 acres in
the EJ/4 of Section 11, T2N, -R68W of the 6th P.M. , Weld County,
Colorado.
Referenced property can be served by this District's municipal type
collection system and aeriated lagoon treatment plant constructed to
Colorado Department of Health and Environment standards and operated
subject to the Lolorado Discharge Permit system. A -District's line is
available along the East and South perimeters of said property.
St. Vrain Sanitation District has 1852 SFE (single family equivalent) taps,
of which 348 have been purchased, resulting in 1504 available for purchase.
These taps are available to referenced property and -other eligible
properties on a first—came, first-serve basis. As the present supply of
taps is consumed, the District plans to increase the size of its treatment
plant to serve 5,555 -SFE taps. These additional taps would also be made
available on -a first-cane, first-serve basis.
The above-referenced property is eligible to utilize the available supply
of taps on a first-came, first-serve basis, subject to the following:
a. Installation of -an on-site lateral pursant to District standards
and connection to the system by the applicant;
b. Execution of a Service Agreement;
c. purchase of the required number of taps, as needed; and
d. compliance with the District's Rules and Regulations.

Should this property wish to obtain an absolute coati tment to -serve, taps
may be prepurchasid and held _until needed. Monthly service charges will be
assessed upon connection to new construction or twelve months after
purchase, whichever races first.

Subject: Mineral Resources Statement, Flatirons structures PhD
Dear MB. Chameroy:
As requested, Goodson and Associates, Inc. is providing this letter
to address economic mineral resources on the referenced property.
We performed a geotechnical investigation -for this property
recently, our project number 67573. 01, dated august 24, 1994 .
Our test borings -were performed in the area of the existing
Flatirons Structuresbuildings. Our 4 borings indicated that 5.5 to
11.5 feet of sand and gravel (average of 7 .75 feet thickness)
existed at a depth of 8 to 11 feet (average of 9.75 feet) .
Based on the eize of the parcel and the relative thickness and
depth of the sand and gravel layer, in our opinion there does not
appear to be en economic resource present on the site. We believe
that the issues of property setbacks, pit side slopes, end
provisions for leaving some gravel in place due to hydrologic
issues are all factors which point to this parcel being non-
economic to develop. We believe that the amount of gravel available
from this property -would not have a substantial effect of the price
or availability of gravel it the local market, and would probably
not cover the costs associated with it's development.
