Approve Appointments of Certifying Officials for Environmental Reviews of
Community Development Block Grant Funded Projects
Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
Whereas, in accordance with the requirements of the U.S. Department of Housing and
Urban Development, the Weld County Community Development Block Grant (CDBG)
Program must provide environmental reviews of projects funded with CDBG funds, and
Whereas, the Weld County Board of Commissioners deems it advisable to appoint
Jennifer Oftelie, Department of Finance Budget Manager,to replace Cheryl Pattelli as the
Certifying Official, and to appoint Jill Scott, Chief Human Resources Officer and Director
of Administration, to replace Rusty Williams as the Alternate Certifying Official for Weld
County, and authorize both to execute a Request for Release of Funds and Certification,
along with the legal capacity to carry out the responsibilities of the National Environmental
Policy Act (NEPA) on projects funded with CDBG funds.
Now, therefore, be it resolved by the Board of County Commissioners of Weld County,
Colorado, that Jennifer Oftelie, be, and hereby is, appointed as the Certifying Official, and
that Jill Scott, be, and hereby is, appointed as the Alternate Certifying Official, both with
the authority to execute a Request for Release of Funds and Certification, along with the
legal capacity to carry out the responsibilities of the National Environmental Policy Act
(NEPA).
The Board of County Commissioners of Weld County, Colorado, approved the above
and foregoing Resolution, on motion duly made and seconded, by the following vote on
the 26th day of January, A.D., 2026:
