ear Mr. Crews:
Thank you for your letter dated February 4, 2000, regarding the above referenced Site Specific
Development Plan and Special Review Permit. Although the gas compressor site is reduced in
size, the change to the boundaries of the permit will effect what was originally approved by the
Board of County Commissioners and what the surrounding property owners were notified of.
Referral agencies will need to be notified of the change and the original boundary must be vacated
and relocated. Based on these reasons,the Department of Planning Services'staff has determined
that the changes being proposed, would be considered substantial changes to the original permit
and require an amendment.
Please contact this Department if you need any assistance with the permit process. Thank you for
your cooperation in this matter.

North American Resources Company
Dear Julie:
As I had discussed with Eric German, North American Resources Company, the
successor to Vessels Gas Processing, Ltd.'s facilities under USR 264 in the SE%of
Section 31, Township 1 North, Range 65 West, has agreed with the owners of the
property, Charles L. and Vicky Wacker, that it will contract its operations to simply a
natural gas compressor site utilizing only about 2.5 acres instead of the original 61.57
acre parcel which was approved in 1974 for a gas processing plant and supporting
facilities.
Since the uses and impacts of such uses will be reduced manyfold, we believe that
such a change to only a compressor site would not require a full amendment to the
USR but rather may be handled as an administrative matter by the Planning
Department.
I have included a plat showing the original 61.2251 acre area and the actual area
required, which is shown on the plat as Space City Compressor Site. The site as shown
contains approximately 1.13 acres, but together with the access route indicated at the
bottom the site will totally comprise about 2.5 acres. Please note that the tank battery
and pad site shown on the plat are well-specific and do not involve the U.S.R.
Please let me know if this matter may be handled administratively. There is very little in
the way of a file in connection with this. I have enclosed a copy of the application from
1974 and the Resolution - both from the files of the Clerk to the Board.
