RE: APPROVAL OF AGREEMENT BETWEEN THE WELD COUNTY PARAMEDIC
AMBULANCE SERVICE, THE DACONO AREA FIRE PROTECTION DISTRICT
AND THE TRI-AREA AMBULANCE SERVICE AND AUTHORIZATION FOR
CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS , the parties hereto maintain paid and/or volunteer
Emergency Services Organizations, fire rescue, medical and
ambulance, together with personnel and equipment therefore needed,
and
WHEREAS, it is and will continue to be to the mutual benefit
of each of the parties to assist the other whenever necessary in
providing personnel and equipment for the purpose of rescue,
extrication, and medical attention to all the persons within the
boundaries of the Dacono Area Fire Protection District, and in
turn receive such assistance, each from the other.
WHEREAS , an agreement between the Weld County Paramedic
Ambulance Service, the Dacono Area Fire Protection District, and
the Tri-Area Ambulance Service has been presented to the Board
of County Commissioners, a copy of which is attached hereto and
incorporated herein, and
WHEREAS , the Board, after study and review of said Agreement,
deems it advisable to approve the same.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County that the Agreement between the Weld
County Paramedic Ambulance Service, the Dacono Area Fire Pro-
tection District, and the Tri-Area Ambulance Service, be, and
hereby is , approved.
BE IT FURTHER RESOLVED by the Board of County Commissioners
that the Chairman of the Board be, and hereby is , authorized to
sign said Agreement.

AGREEMENT
THIS AGREEMENT, made and entered into this day
of Ai R , 1984, by and between the Dacono Area Fire Protection District, 100
Fore Street, Dacono, Colorado, and the Tri-Area Ambulance Service of Frederick,
Colorado and the Weld County Paramedic Ambulance Service of Greeley, Weld Co.,
Colorado;
WITNESSETH THAT:
Whereas the parties hereto maintain paid and or volunteer Emergency
Services Organizations, fire rescue, medical and ambulance, together with personnel and
equipment therefore needed, and,
Whereas, it is and will continue to be to the mutual benefit of each of the
parties to assist the other whenever necessary in providing personnel and equipment for
the purpose of rescue, extrication, and medical attention to all the persons within the
boundaries of the Dacono Area Fire Protection District, and in turn to receive such
assistance, each from the other;
NOW THEREFORE, in consideration of the premises and the mutual
covenants, performances and agreements hereinafter set forth, it is mutually understood
and agreed by and between the parties of this agreement as follows;
(1) This agreement shall supercede and take the place of any and all
agreements now in effect between the Dacono Area Fire Protection
District and the Tri-Area Ambulance Service, and shall be in addition to
the agreements between the Dacono Area Fire Protection District and
the Weld County Paramedic Ambulance Service;
(2) As per Section 32-5-314, of Title 32, Article 5, Part 3 of the laws for
Colorado Fire Protection Districts, and the Powers therein granted,
Specifically sections (d), (f), (h), and (i) of this section, the parties to this
agreement herein agree to the following conditions and standards of
operations within the boundaries of the jurisdiction of the Dacono Area
Fire Protection District;
(3) Each of the parties, upon receiving a call for medical service or
extrication or the need for each or the other to respond into the
jurisdiction of the Dacono Area Fire Protection District, shall
immediately after giving said notice of the need to respond to their own
agency or organization, then give notice of the need to respond to the
other agencies or organizations to this agreement, in keeping with the
requirements of this agreement, and
(4) Each of the parties to this agreement shall to the best of their
capability, keep the other informed of the demands, type and needs of
the call or response by a previously designated method of
communications.
(5) Dacono Area Fire Protection District, by virtue of its personnel,
training, and equipment shall furnish first responder Emergency Medical
Services and stabilization of the patient, and all extrication, fire
fighting, fire protection and rescue as needed, and the Tri-Area
Ambulance Service shall upon its arrival take charge of the Medical
treatment and the Transportation of the patient or patients,

(6) Tri-Area Ambulance Service will respond to all calls within the
established district, namely the Dacono Area Fire Protection District,
and upon arrival or notification prior to arrival, of the need of further
assistance or expertise, and or the need of Air Transport Services, shall
through mutual and co-operative agreements, make necessary calls to
receive the additional needed equipment or personnel, and shall keep
each of the responding agencies completely advised of any and all such
calls for additional responding units,
(7) In order that this agreement shall remain in full force and effect, it is to
be understood that the Weld County Paramedic Ambulance Service will
be the designated back up service agency for assisting Tri-Area
Ambulance Service and the Dacono Area Fire protection District on all
calls where response time of not more than seven minutes may be
reasonably anticipated. However, when circumstances prevent such
response time, Weld County Paramedic Ambulance Service shall decline
back up and notify Greeley Communications to dispatch Saint Anthony's
Flight For Life or Colorado Medical Center Helicopter Support Service
(Air Life), as may be required and declared to be most available and
fastest in the area needed, and,
(8) All calls for either of the Helicopter Air Transport units, as may be
needed, will be filtered through the Dacono Area Fire Protection District
Officer on scene, and all air support units will be requested through the
normal communications channels utilized by the parties to the
agreement, Weld County Communications Center, and all incoming
Helicopter units will be palced on the Weld County Fire A Channel, or in
emergency cases, on the FERN Channel, 154.280, but only in the event
that Weld County Fire A for any reason is incapable of handling the
traffic or communications, and the Dacono Area Fire Protection District
Officer or Unit on scene will be delegated as landing zone co-ordinator
for the scene, in keeping with the standards of operations and
communications now in effect in the Weld County Communications
Center, and,
(9) It shall also be understood that throughout the duration of this
agreement, the Tri-Area Ambulance Service will be the primary
transport agency for the Dacono Area Fire Protection District, and Tri-
Area Ambulance Service will be required to have on its staff during the
daytime hours of operations, one EMT or qualified driver, and one
Certified Paramedic, seven days a week, working out of a fully equipped
Advanced Life Support Ambulance, beginning no later than June 30,
1984, and beginning no later than January 30, 1985, they shall have no
less than one EMT or qualified driver and one Certified paramedic on
said ambulance at all times, 24 hours per day, and,
(10) In the event of sickness or other emergency for short term duration, not
to exceed two working days, the above requirements may be exempted,
but only if the Dacono Area Fire Protection District is notified
immediately of the absence and if the Weld County Paramedic
Ambulance Serivce is duly notified as the need to be available to cover
all calls as needed, and

(11) Further, it shall be the requirement, to keep this agreement in full force
and effect, that the Tri-Area Ambulance will, beginning in June, 1984,
have in its employ at all times a Certified Paramedic Attendant, and in
January 1985, shall improve the service to full time Paramedic service as
above stated, and,
(12) Failure to maintain the above agreed minimums, shall immediately upon
notification, Revoke and Declare this and all other agreements, between
the Tri-Area Ambulance Service and the Dacono Area Fire Protection
District as to be finally terminated and void, and by this action will
automatically designate the Weld County Paramedic Ambulance Service
as the sole and only responding ambulance service serving the agreement
with the Dacono Area Fire Protection District, and
(13) The equipment and employees of each of the parties, while engaged in
performing any mutual aid service, activity, or undertaking under
provisions of this agreement, shall have and retain all rights, privileges
and immunity of and be deemed to be engaged in the service and
employment of such party, notwithstanding that such mutual aid service
is being performed in or for the other party.
IN WITNESS WHEREOF, the parties have hereunto set their hands and seals
the day and year first above written.

Subject: Agreement with Dacono and Tri-Area Ambulance Service
Attached is an agreement that has been prepared by Dacono Fire
Department regarding ambulance service in their fire district.
This agreement makes Tri-Area the primary responder and WCAS
the backup service. It also requires Tri-Area to have a
paramedic available during the daytime starting June 30, 1984.
They are further required to have full time paramedic service
after January 1985. I believe this is the best way to serve
the area and I recommend it to the Board for approval. If
you will advise me of the meeting date, I will plan to be there.
Chief Fuss also reported that Tri-Area is still reworking their
proposal for a tax district. He expects they will be contacting
the Commissioners in the very near future. He said the latest
proposal was approximately 31/2 mills.
