M. , with the following present: John Martin, Chairman Chuck Carlson, Pro Tem Norman Carlson, Commissioner, Excused C. W. Kirby, Commissioner June K. Steinmark, Commissioner Also present: Acting Clerk to the Board, Jeannette Sears Assistant County Attorney, R. Russell Anson Director of Finance and Administrative Services, Don Warden The following business was transacted: I hereby certify that pursuant to a notice dated November 8, 1982, duly published November 11, 1982 in the La Salle Leader, a public hearing was held regarding an application for a State of Colorado Community Development Block Grant (CDBG) . This program will make grants of up to $850,000 to cities and counties for community development projects. Activities eligible for funding by CDBG include: housing rehabilitation or weatherization; construction of senior centers; park improvements; upgrading of streets, sewer, or water systems, etc. The Wattenberg Improvement Association has requested that Weld County apply for a grant for the Association to improve Wattenberg's water supply system by adding a well, improving the distribution system, and adding other new equipment. Candellario Galicia, president of the association, stated that they are requesting funds to remodel and rework their water system. He commented on the system-as proposed and the current system. John Dickson, an associate engineer from Greeley, Colorado, stated that he prepared a report on the systems. On occasions the existing pumping system has failed and the residentgare without water until it is repaired. The request is for a stand )Sy well, the electrical switch over, a generator, meters, a distribution system, a six inch line, etc. The Town of Fort Lupton provides the fire protection, however, there is not adequate pressure for the fire hydrants. Commissioner C. Carlson questioned if Steve Black, a resident approximately one-fourth mile from town, could be hooked up to the new system. Mr. Galicia answered by saying yes if he will pay the hook up fees. Mr. Dickson stated that this grant is for 100% dollars without any reimbursement. He added that there are no matching funds. Commissioner Steinmark announced that Larimer Weld Regional Council of Governments will receive 10% for administering the grant application. This application is for state dollars rather than federal dollars. After discussion, Commissioner Steinmark discussed the request and made a motion to approve the Board's intent for Weld County to apply for a small cities community development block grant on behalf of the Wattenberg Improvement Association and authorized the Chairman to sign same. Commissioner C. Carlson seconded the motion. Commissioner Kirby questioned who the water taps will be made available to.
