HomeMy WebLinkAbout810693.tiff RESOLUTION RE: APPROVAL OF CHANGE ORDER FOR THE DESIGN OF WELD COUNTY ROAD 66 BY ARIX WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, on February 19 , 1980, Weld County and ARIX entered into an agreement concerning the design of a one-mile extension of Weld County Road 66 between State Highway 257 and Weld County Road 17, and WHEREAS, on June 18, 1980 , ARIX was directed to stop work on the project because the estimated construction costs were higher than anticipated, and in early July, 1980 , ARIX was directed to redesign the project along the north quarter. The work has been finished and the final plans are complete and indicate a substantial savings over the southern route, and WHEREAS, ARIX has requested payment beyond the contract in the amount of $3,479 . 99 , and WHEREAS, the Weld County Engineer has requested that a change order in the amount of $3,479 .99 be approved for payment to ARIX. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commis- sioners of Weld County, Colorado that the change order to ARIX in the amount of $3,479 . 99 be, and hereby is, approved. Smyth_ Director of Engineering subject: Recommendation For Change to ARIX on Weld County Road 66 Design Cu February 19, 1980, ARIX entered into a contract with Weld County to design one (1) mile of extension of Weld County Road 66 between State Highway 257 and Weld County Road 17. In accordance with our contract, ARIX examined three (3) alternative routes within a quarter outlined by the County. They presented the three (3) routes to the County at a meeting held on April 29, 1980, and were directed to proceed on an alignment south of the Whitney Ditch. ARIX completed the preliminary engineering and estimates on that southern alignment. On June 13, 1980, ARIX was directed to stop work on the pro- ject because the estimated construction costs were higher than anticipated. At that time an alternate route north of the Whitney Ditch and consid- erably north of the section line was considered in order to avoid an area with poor soils and in turn reduce construction costs. In early July, 1980, ARIX was directed to redesign the project along the north quarter. That work has been finished and the final plans are complete and indicate a substantial savings over the southern route. ARIX is requesting payment beyond our contract in the amount of $3,479.99 to cover the preliminary design cost on the southern route that was discarded and the extra surveying and investigation costs required by shifting the alignment to the northern route. This increase will amount to 11.5% increase over our original design contract. Considering the extra work required of the designer, this change order is considered to be a fair and equitable adjustment. It is recommended that the Board approve this change order. Box 758 Greeley, CO 80532 Dear Mr. Smyth: SUBJECT: WELD COUNTY ROAD 66, ARIX PROJECT NO. 80115.00 ARIX would like to request additional compensation on the design of the Weld County Road 66 project south of Windsor. This additional compensation is based on the work performed on the yellow line, that was south of the Whitney Ditch, from the meeting of April 29, 1980 (see memo) where the yellow line was approved by the County, to the June 18, 1980 letter from you stopping work on that alignment. Between these periods $2,348.77 worth of services was performed and then discarded. Also, additional survey work was required to accommodate the'northern shift of the roadway which required an additional $1 ,131 .22 to accomplish. This cost was arrived at by subtracting the total expended on the project accounting to the week ending May 2 , 1980, from the accumulative amount expended to the week ending June 13, 1980. All survey work after July 25, 1980 was included as survey cost. I told them the swampy area near the old Windsor sewer plant is eight feet of muck and would require removal . The swamp eliminated the Green alignment completely because of the high cost. The Red alignment is slightly more expensive and requires the construction of the Whitney ditch embankment which would be an undesirable feature. The Yellow line was recommended and they seemed to back that recommendation. Drew recommended that we use a typical section that is composed of a 24 foot pavement, 12 feet on both sides for future pavement , and an 8 foot shoulder. Where the pavement will be widened acceleration-deceleration lanes , he sug- gested a 4 foot shoulder. As you know those costs are substantially higher than the Commissioners anticipated. A designation was not made to eliminate the project, but to place it on hold until further examination of available funds has been made. Therefore, you are directed not to proceed to the final design at this time. This is not to be considered as a notification of termination of the contract, but will be a delay.
