Weld County Commissioners ILI Box C GREELE C4SLV: Greeley, Colorado 80632 Gentlemen: On July 19, and 24, 1984, Mr. Scott Winters of this Division performed an inspection of the Road 54 E-Vap Project in Weld County, Colorado. The purpose of this inspection was to assess the condition of the excavated pond surface prior to placement of any pond liner. Our inspection revealed that while some areas of the pond bottom were composed of a silty, sands, the majority of the area was composed of sandy clays or weathered claystone. According to Mr. Pankonin, a site inspector with Norton, Underwood and Lamb, the unsuitable silty, sands were to he over-excavated by two feet and replaced with compacted liner material. Our inspector, Mr. Winters, does have concern that the contractor ensure that only the more suitable soils with appropriate clay contents and physical properties as approved by the quality control consultant, Norton, Underwood and Lamb be used for liner materials. These concerns have been expressed to Norton, Underwood and Lamb. We request that copies of the as-built plans and specifications and the quality control consultants inspection reports be provided to this office within 60 days after completion of construction of each evaporation unit. Furthermore, precautionary measures should be taken to ensure that the pond liners do not dry out and crack prior to the placement of wastes. Respectfully, Kenneth L.
