Re: Paving the Southern 8/10 Mile of Weld County Road (WCR) 23'/2
Dear Mr. Eiberger:
I have reviewed your request for immediate paving of the referenced section of roadway with the Director
of Public Works, Frank B. Hempen, Jr.
In 1999, this road was approved by the Board of County Commissioners for inclusion in future roadway
improvement plans. The intent was to plan (survey, design, acquire right-of-way, and move utilities) for
the upgrading WCR 23'/2 from WCR 2 to WCR 6 in 2001. The south mile of the project is planned for
construction in 2002 and the north mile in 2003. The 2000 update to our Roadway Improvement Plan
continues to hold these dates.
To move the project into next year's schedule would require other worthwhile projects to be delayed and
create difficulties in development of plans, acquiring right-of-way, etc.
I have asked Mr. Hempen to review the maintenance schedule on your road and attempt to improve its
"driveability." You can contact him at (970) 356-4000, Extension 3750.

Commissioner Kirkmeyer:
(Re): Paving the Southern 8/10 of a mile of road 23 %.
While the south end of road 23 '/s intersects the Weld and Adams County line—
168tM,a.k.a. Road 2 in Weld County: (the furthest point(Southern Tip)of Weld
County, it is in dire need of repair and should not be ignored. The southern 8/10 of
a mile is straight and could be paved in a day.
At this time road 23'/: is graded twice a week. However, due to the chemical placed
on the road to reduce the amount of dust, the washboard/rippling of the road
cannot be removed by grading it.
This past week,we have been unable to drive over 5 mph on the road without
violently shaking the automobiles and motorcycles.
If a picture were worth a thousand words,than 1 drive down the road would be
worth 1,000,000.
