The State Trails Grants are a partnership between Colorado State Parks, Great Outdoors Colorado, the Colorado Off-Highway Recreation Fund, and the Recreational Trails Program. Small Grants: trail construction, improvements, and trailhead facilities. • Maximum grant request is $10,000. • Eligible applicants are local, state, and federal governments; school districts; special districts with recreation responsibilities; and non-profit organizations. • While eligibility is not restricted, the grants are targeted at smaller communities, rural counties, volunteer projects, and non-profit groups. • Grants require a 25% match by sponsor either in cash or value of documented contributions. • OHV and Snowmobile as well as non-motorized projects are eligible for this funding. 3. Trail Planning Grants: trail-related planning, research, or volunteer capacity building. • Eligible applicants are local, state, and federal governments; school districts; special districts with recreation responsibilities; and non-profit organizations. • Grants require a 50% match by sponsor either in cash or value of documented contributions. • OHV and Snowmobile as well as non-motorized projects are eligible for this funding. 4. Off-Highway Vehicle Grants: trail construction, improvements, trailhead facilities, and safety and education projects. • These projects must benefit ATV, trail motorcycle, and/or four-wheel drive recreation. • A match is not required, although points are given in the Project Selection Criteria for projects which provide some match, either cash or in-kind. • Local, state, and federal governments; school districts; special districts; and non-profits are eligible for this funding. Snowmobile projects are not eligible. What are the sources of funds? • Great Outdoors Colorado: GOCO Local Governments Fund • Colorado State Parks: State Parks allocates funds from its share of GOCO and Colorado Lottery funds for trails. • Colorado Off-Highway Vehicle Recreation Fund: ATV and trail motorcycle owners pay vehicle registration fees which go to motorized recreation projects. • Recreational Trails Program: A portion of federal transportation funding is earmarked for "recreational trails," both motorized and non-motorized. How do I know which application form to use? • If your project qualifies to receive OHV funds, there is no required match for the OHV Grants. OHV projects can also apply for Recreational Trail and Small Project Grants, but these require a match. • For land acquisition related to trails, use Recreational Trail Grants. • If the request is for $10,000 or less, it is eligible for the Small Project Grants. • If primarily for trail planing or problem-solving, use Trail Planning Grants. Some applicants may be asked to meet with reviewers to answer questions or concerns. • Applicants will be notified in mid-April whether their project was selected. The submitted materials are in compliance with the application requirements of Section 25.7 of the Weld County Zoning Ordinance. 2. It is the opinion of the Planning Commission that the applicant has shown compliance with Section 25.8 of the Weld County Zoning Ordinance, as follows: a. Section 25.8.1-- Reasonable efforts have been made to avoid irrigated cropland or to minimize the impacts on such lands in those cases where avoidance is impractical. The U.S.D.A. Soils Maps indicate that the soils on this property are designated "Other" lands. The site is planted in dryland winter wheat. No irrigated farmland will be taken out of production. b. Section 25.8.2-- The facility will not have an undue adverse effect on existing and future development of the surrounding area as set forth in applicable master plans. The City of Greeley is the applicant. The Town of Windsor indicated in a referral responses received September 25, 2000, that the pump station is consistent with the Town's Land Use Plan map due to the minimal development proposed. c. Section 25.8.3-- The design of the proposed facility mitigates negative impacts on the surrounding area to the greatest extent feasible. All structures will be buried except for a single story block structure. Berming and landscaping will be incorporated on site for a visual screen. d. Section 25.8.4--The site shall be maintained in such a manner so as to control soil erosion, dust, and the growth of noxious weeds. These concerns have been addressed in development standards. e. Section 25.8.5--The applicant has agreed to implement any reasonable measures deemed necessary by the Planning Commission to insure that the health, safety, and welfare of the inhabitants of Weld County will be protected and to mitigate or minimize any potential adverse impacts from the proposed facility. f. Section 25.8.6--The proposed facility will be supplied by an adequate water supply which has been evaluated with reference to the impacts of the use of such supply on agricultural RESOLUTION, USR-1286 City of Greeley Page 2 uses. All reasonable steps have been taken by the applicant to minimize negative impacts on agricultural uses and lands.Weld County Department of Public Health and Environment did not require a water source. g. Section 25.8.7--All reasonable alternatives to the proposal have been adequately assessed and the proposed action is consistent with the best interests of the people of Weld County and represents a balanced use of resources in the affected area. The City of Greeley studied three alternative sites.The other sites did not meet engineering criteria, had worse visual impacts, or would not be located near existing City of Greeley property. h. Section 25.8.8-- This application will not create demand for additional government services. Section 25.8.9-- It has been determined that the nature and location or expansion of the facility will meet Colorado Department of Health and Weld County air quality standards. j. Section 25.8.10-- Adequate electric, gas, telephone, water, sewage, and other utilities exist or can be developed to service the site. k. Section 25.8.11--The nature and location or expansion of the facility will not unreasonably interfere with any significant wildlife habitat and will not unreasonably affect any endangered wildlife species,unique natural resource,historic landmark or archaeological site within the affected area. Little if any, adverse long-term impacts are expected. L. Section 25.8.12--The applicant's engineer has certified that the drainage plans developed for, and to be implemented on the site, will prevent surface drainage from leaving the site which would exceed historic runoff flows. Additional drainage will be detained on site through the use of landscape berms utilized as detention holding ponds. m. Section 25.8.13-- Where a proposed power plant is to be located in an area where a sufficient housing supply is unavailable for the anticipated immigrant construction force,the applicant for the location of such a facility shall present plans showing how housing will be provided for such workers without creating major negative impacts on existing residents in the impacted communities. This criteria is not applicable for this proposed use. This approval is based, in part, upon a review of the application materials submitted by the applicant,other relevant information regarding the request, and responses from referral entities. This application has been determined to be in compliance with the proposed Amendment 24 to the Colorado Constitution of a new article XXVIII, as the development of land consistent with a valid development application which had been filed as of September 13, 2000 pursuant to proposed Article XXVIII §9 (2). The Planning Commission's approval is conditional upon the following: 1. The attached Development Standards for the Special Review Permit shall be adopted and placed on the Special Review Plat prior to recording. The completed plat shall be delivered to the Weld County Department of Planning Services and be ready for recording in the Weld County Clerk and Recorder's Office within 30 days of approval by the Board of County Commissioners. The applicant shall provide to the Weld County Department of Planning Services a copy of the access permit issued by the Colorado Department of Transportation (CDOT) which grants access to State Highway 34,or written evidence that the applicant has complied with the requirements of the Colorado Department of Transportation (CDOT). A Site Specific Development Plan and Special Review Permit for a Major Facility of a Public Utility (Water Pump Station) in the Agricultural Zone District, as indicated in the application materials on file and subject to the Development Standards stated hereon. Should noxious weeds exist on the property or become established as a result of the proposed development the applicant/landowner shall be responsible for controlling the noxious weeds, pursuant to Weld County Ordinance 169A. 11. The property owner or operator shall be responsible for complying with the Design Standards of Section 24.5 of the Weld County Zoning Ordinance. 12. The property owner or operator shall be responsible for complying with the Operation Standards of Section 24.6 of the Weld County Zoning Ordinance. 13. Personnel from the Weld County Departments of Public Health and Environment and Planning Services shall be granted access onto the property at any reasonable time in order to ensure the activities carried out on the property comply with the Development Standards stated herein and all applicable Weld County regulations. 14. The Special Review area shall be limited to the plans shown hereon and governed by the foregoing standards and all applicable Weld County regulations. Substantial changes from the plans or Development Standards as shown or stated shall require the approval of an amendment of the Permit by the Weld County Planning Commissioner before such changes from the plans or Development Standards are permitted. Section 25.8.2-- The facility will not have an undue adverse effect on existing and future development of the surrounding area as set forth in applicable master plans. The City of Greeley is the applicant. The Town of Windsor indicated in a referral response received September 25, 2000, that the pump station is consistent with the Town's Land Use Plan map due to the minimal development proposed. Page 3 c. Section 25.8.3-- The design of the proposed facility mitigates negative impacts on the surrounding area to the greatest extent feasible. All structures will be buried except for a single story block structure. Berming and landscaping will be incorporated on site for a visual screen. d. Section 25.8.4--The site shall be maintained in such a manner so as to control soil erosion, dust, and the growth of noxious weeds. These concerns have been addressed in development standards. e. Section 25.8.5--The applicant has agreed to implement any reasonable measures deemed necessary by the Planning Commission to insure that the health, safety,and welfare of the inhabitants of Weld County will be protected and to mitigate or minimize any potential adverse impacts from the proposed facility. f. Section 25.8.6--The proposed facility will be supplied by an adequate water supply which has been evaluated with reference to the impacts of the use of such supply on agricultural uses. All reasonable steps have been taken by the applicant to minimize negative impacts on agricultural uses and lands.Weld County Department of Public Health and Environment did not require a water source. g. Section 25.8.7--All reasonable alternatives to the proposal have been adequately assessed and the proposed action is consistent with the best interests of the people of Weld County and represents a balanced use of resources in the affected area. The City of Greeley studied three alternative sites.The other sites did not meet engineering criteria, had worse visual impacts, or would not be located near existing City of Greeley property. h. Section 25.8.8-- This application will not create demand for additional government services. Section 25.8.9-- It has been determined that the nature and location or expansion of the facility will meet Colorado Department of Health and Weld County air quality standards. j. Section 25.8.10-- Adequate electric, gas, telephone, water, sewage, and other utilities exist or can be developed to service the site. k. Section 25.8.11--The nature and location or expansion of the facility will not unreasonably interfere with any significant wildlife habitat and will not unreasonably affect any endangered wildlife species,unique natural resource,historic landmark or archaeological site within the affected area. Little if any, adverse long-term impacts are expected. Section 25.8.12--The applicant's engineer has certified that the drainage plans developed for, and to be implemented on the site,will prevent surface drainage from leaving the site which would exceed historic runoff flows. Additional drainage will be detained on site through the use of landscape berms utilized as detention holding ponds. m. Section 25.8.13-- Where a proposed power plant is to be located in an area where a sufficient housing supply is unavailable for the anticipated immigrant construction force, the applicant for the location of such a facility shall present plans showing how housing will be provided for such workers without creating major negative impacts on existing residents in the impacted communities. This criteria is not applicable for this proposed use. Page 4 This recommendation is based, in part, upon a review of the application materials submitted by the applicant, other relevant information regarding the request, and responses from referral entities. The Department of Planning Services's staff recommendation for approval is conditional upon the following: 1. The attached Development Standards for the Special Review Permit shall be adopted and placed on the Special Review Plat prior to recording. The completed plat shall be delivered to the Weld County Department of Planning Services and be ready for recording in the Weld County Clerk and Recorder's Office within 30 days of approval by the Planning Commission. (Dept. of Planning Services) 2. Prior to recording the plat: A. The berm and landscape plan referred to in the application shall be indicated on the plat. The plan shall identify the number, size and species of landscaping materials/buffering materials and shall be submitted to the Weld County Department of Planning Services for review and approval. The applicant shall provide to the Weld County Department of Planning Services a copy of the access permit issued by the Colorado Department of Transportation (CDOT) which grants access to State Highway 34, or written evidence that the applicant has complied with the requirements of the Colorado Department of Transportation (CDOT). Dear Planner; Attached, please find the completed application for the above named project. This project will provide water to the rapidly developing areas in the Promontory Development in West Greeley, including State Farm and Conagra. Because these projects are being "fast-tracked", it requires us to also be "fast-tracked"in order to meet their time frame and meet their needs for water. To serve this area of approximately 17 square miles, a new water distribution system needs to be constructed and will consist of a pump station and pipeline. The design and property acquisition phase of this project is nearing completion and a contractor has been hired to begin construction. Because of the urgency of this project, we arc requesting to begin preliminary construction while this application is being reviewed. A letter to Monica Daniels-Mika was delivered on August 3 to make that request. The pump station will be located on an existing one-acre facility approximately one mile west of the present Greeley City limits. An additional three acres will be added to that site. We propose to begin preliminary site work, erosion control, surveying, and minor excavations immediately and wait to hear any of staffs concerns before we begin permanent construction. The City is currently reviewing building permits and the County has a complete set of plans for their use. We trust that you will agree that we have made extensive efforts to make this facility as unobtrusive as possible. One of the major reasons for locating the pump station on an existing water distribution site and burying the pumps was to avoid the need for a lengthy review period. We do appreciate that because of the expansion of the use of this facility a review is necessary. This project was designed to assure that impacts on the surrounding area are minimal and do not significantly affect the future use of the surrounding properties. SUMMARY STATEMENT FOR GREELEY ZONE 4 WATER BOOSTER PUMP STATION The purpose of this 1.7 million-dollar pump station is to pump water from existing water transmission pipes into a new water distribution system. This new service area is located between and will serve portions of Windsor, Milliken, Greeley, and some as of yet unincorporated Weld County. Even though existing water transmission pipes and reservoirs are located in This area, these pumps will provide additional pressure needed to provide the service needed for domestic water use in this higher elevation area. This underground pump station could provide as much as 18 million gallons of water per day for ultimate buildout capacity anticipated around the year 2030. A 24-foot by 34-foot single story electrical building will supply power to the site. The pump station location was chosen to be near existing City of Greeley water facilities for best functionality and to minimize impact on existing land uses. The pump station will be buried to minimize the visual impacts and for security reasons. All efforts will be made to assure that the electrical building will blend into the existing landscape as much as practical. Three other options were considered but they did not meet standard engineering criteria, would have worse visual impacts, or would not be located near existing City of Greeley property. A landscape artist has been employed to create attractive buffering and visual screening. He has been involved in the selection of color and texture for the building's exterior and also plans to incorporate landscape berming throughout the site. Any additional runoff generated by the building roof surface beyond the 5-year historic average will be detained on site. Additional power cables required to serve this site will be buried also. To the extent possible, areas not being utilized on this 4-acre site will be returned to existing dryland winter wheat farming. After construction of the pump station, building, and site is complete in November of 2000,there will be no personnel attached to this site on a full time basis. Other than for occasional planned or emergency repairs and maintenance,this site will only be visited for about one hour per day to assure proper operation. The need for water on this site itself will be very minimal. Water may be used occasionally for cleaning or for landscape start-up. Xeriscaping,to the greatest extent possible, will be utilized for landscaping. My water that is necessary for these purposes is available on site. This will not be a public place and restroom facilities will not be necessary after construction. All equipment on site will be operated by electricity. There will be a diesel powered emergency electrical generator with a self-contained fuel tank on site in case of power outages. This generator will be removed in about two years when a remotely located elevated storage tank is installed. There will be no waste or other by-products generated by the operations on this site. My containers used for materials used for maintenance on this site will be removed from the site and disposed of properly. This will be very minimal and may consist of lubrication tubes and other small supplies. DETAILED REPORT FOR GREELEY ZONE 4 WATER BOOSTER PUMP STATION The following report will address items of information requested of a detailed report in the MAJOR FACILITY OF A PUBLIC UTILITY USE BY SPECIAL REVIEW APPLICATION, in a point by point format. a) The existing 1-acre water distribution facility will be expanded to 4-acres to include a pre-manufactured pump station and an electrical building. The location of this facility is approximately 550 feet north of Highway 34 and 1 mile west of Highway 257. This underground water booster pump station, which will eventually pump as much as 18 million gallons per day, will draw its water from existing water transmission pipes located on the site. This water will be pumped into a new 24-inch water pipe, which will initially deliver water to the new State Farm and Conagra facilities at the Promontory Development in West Greeley. The pipe will be located in private City easements just south of the Highway 34 R-O-W. All structures will be buried except for a single story brownish split-faced block structure approximately 24-feet by 34-feet in size. This pump station can potentially serve a large area not presently served between Windsor, Greeley, and Milliken along Highways 34 and 257. The value of these new facilities will be approximately 1.7 million dollars. b,c) The size and location of the service area was determined by the immediate and future needs as well as by elevation. Three other pump station locations were evaluated. However,this location was chosen because it was the only one that met the criteria based on engineering feasibility, existing facilities, lowest site impact, and most efficient use for the population base. d) This site will be located on non-irrigated agricultural land. It is estimated that as much as 2 out of the 4 acres of the site will be returned to dryland winter wheat. The vast majority of land in and around this site is classified as dryland ag. The existing 1-acre site is classified as exempt political subdivision land. There is also road right-of-way, waste ground, and grazing land ag in the vicinity. e) Construction costs were not developed for any other alternatives as they were determined to be not feasible for engineering, political, or practical reasons. f) The proposed use of this site will not have any impacts on any existing,proposed,or future uses of mineral resources. This area is not classified for gravel mining and any oil or gas exploration or development will not be adversely affected. g) There is no impact on wildlife habitat as this is presently being cultivated and no game trails exist. To our knowledge,no endangered species of animal or plant life exist on this site. h) There does not appear to be any historical,archaeological,or scenic resources on this site and therefore this project should not affect those. i) There will be a single-story electrical building,which will be visible from certain locations along Highway 34. Directly south of the building is a small hill, which obstructs the view from that part of Highway 34. In prior years,a 25-foot high blue and gold water tank was located on this site. The pump station will be placed underground to avoid visual impacts. The electrical building,by necessity must be located above ground for safety reasons. Efforts are being made now to lessen its visual impact by minimizing the size,partially burying the structure,using earth tone and non- reflective block on the exterior,and utilizing landscape berms to soften the effect. j) To our knowledge, there are no geologic or flood hazards present on this site. This is one of the highest spots in Weld County. k,l) Items pertaining to route selection were addressed in paragraph b and c above. For more extensive detailed information, please contact Dan Moore at 970-350-9814. m) Mitigation efforts for visual impacts have been explained in paragraph i above. Minimal drainage impacts due to impervious roof of building will be detained on site through use of landscape berming as detention ponds. The increase in impervious surface is less than 1 per cent. n) The overall time frame for the construction of this project will be from August through November of 2000. By agreement with City and County, the City will do permit and inspection for Greeley buildings on City property in Weld County. o) No public meetings have been conducted for this project. p) No fire,explosion or chemical hazards exist at this site. Small volumes of diesel fuel are contained within the protective housing of the generator. This remotely located station is not a public facility and employee visits are minimal. This project has been reviewed by the Union Colony Fire and Rescue Authority. q) This facility as with our other facilities will be equipped with numerous alarms to report hazardous conditions. Alarm status is transmitted directly to the Greeley Water and Sewer Department central SCADA system as well as the Police dispatch. Power failure,high pressure,low pressure, and high water levels are monitored. There will be no chlorine located on this site. City staff will be dispatched in the same manner as they would for emergencies which may exist at the Gold Hill site one mile to the south. This facility will be located in the Windsor/Severance Fire district. Union Colony Fire and Rescue will also respond for fire and haz-mat emergencies in accordance with their mutual aid agreement. Should all that fail, Frank Brooks at 350-9817work and 351- 6265home or Paul Wood at 350-9324work and 352-5649 are designated to respond. r) No irrigated land is involved in this project. s) Because of the small size of this project, 4-acres and with only one small building,it does not appear that there will be a large impact on the Weld County Comprehensive Plan. This area is likely to be annexed into the City of Greeley in the near future as some pre-annexation agreements have been already been written. This pump station will make development more feasible in this industrial corridor along Highways 34 and 257. 4111 t) Landscape berms utilizing native low water use grasses will be planted in areas that cannot be returned to winter wheat. This will keep soil and dust erosion to a minimum. Noxious weeds, should they develop, will be controlled using the same standard practices employed elsewhere at City facilities. u) The minimal additional runoff that would be generated by the roof on the building will be detained in the landscape berms. Roadway surfaces will be gravel and should not increase historical runoff. After construction,the percentage of impervious surface will increase from 0 to less than 1 percent of the total 4-acre area. Precipitation runoff in excess of historical will be detained on site and water quality will not be diminished by this project. There will be no routine"haul"routes per se. During construction, vehicles will travel on an existing graveled road used by farmers, oil well maintenance, and Greeley water personnel. This 600 foot section of roadway that will be traveled by the Contractor, travels north from Highway 34 and is located between Sections 9 and 10 of T5N,R67W. It does not appear to be publicly maintained. The subject property is located within the Town's Growth Management Area and is depicted as Community Separator on the Town's Land Use Plan map. The Windsor Comprehensive Plan states that the Community Separator land use depiction provides for areas of open space and open lands which generally have little or no development, with the exception of agricultural activities.
