RE: APPROVE REVISIONS TO OPERATIONS MANUAL, SECTION 12.000, TRAINING
AND STAFF DEVELOPMENT POLICIES AND PROCEDURES
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Department of Social Services has presented revisions to the
Operations Manual, Section 12.000, Training and Staff Development Policies and Procedures,
to the Board of County Commissioners of Weld County, for consideration and approval, and
WHEREAS, after review, the Board deems it advisable to approve said revisions, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex-officio Board of Social Services, that the revisions to the Operations
Manual, Section 12.000, Training and Staff Development Policies and Procedures for the
Department of Social Services be, and hereby is, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 28th day of August, A.D., 2000.

Policies and Procedures, Weld County Department of Social
Services Operations Manual
Enclosed for Board approval are revisions to Section 12.000, Training and Staff
Development Policies and Procedures, Weld County Department of Social Services
Operations Manual. The primary purpose of the revision was to update our policies and
procedures as a result of State and County policy and procedures changes.
Another major purpose of the revision is to change the numbering sequence of 10.000 to
12.000.

12.001 New Employee Orientation
New employees will be provided an opportunity to acquire information about the
Department through induction procedures and orientation sessions. Groups will
be organized on a periodic basis and as the need arises.
Selected staff will be assigned the responsibility of presenting information about
programs and policies in their respective divisions.
12.001.1 Objectives
Objectives of the orientation sessions are for each staff member to:
1. Receive a basic understanding of the purpose and goals of the Department
of Social Services, its laws and regulations, and of its organization to
fulfill this purpose.
2. Receive enough basic knowledge of Department programs and method o
operations so that each employee can function effectively and provide
accurate information about programs and policy to clients and the public
3. Understand how each employee's job is important and how each jot)
relates to the total organization.
4. Identify formal intra-departmental communication channels and how they
are to be used.
5. Receive information about services provided by some of the major
community agencies.
12.002 Employee Training Requests
The Department's objective is to promote and provide adequate training
opportunities for employees. These opportunities may arise from the State
Department of Human Services, Weld County, from private entities, or from the
individual employee. Employees are required to attend eight (8) hours of job
related training each year. Supervisors are to attend a minimum of eight (8) hours
of supervisory related training each year.

Training and Staff Development Policies and Procedures
When an employee signs up for any training, they are expected to attend any and
all classes for which they register. Even if the training session is "voluntary," a
commitment has been made to attend and costs for participation have been
appropriated. Once an employee has indicated their commitment to attend a
training, they are expected to attend. Employees are reminded that if for some
reason they cannot attend a class, session, etc., they are to notify their supervisor
immediately, who in turn will ensure that an alternate is sent to the training.
Failure to do so will be considered a performance issue.
Advance approval for attendance is required from supervision and the division
head. Supervisor must ascertain that adequate staff coverage for Department
services is available when the employee is absent and must also ascertain whether
adequate funds are available for training. Division heads will receive a staff
development allotment each year and it will be the responsibility of the supervisor
to track these funds.
Staff Development Request forms (Exhibit A) and instruction for use are available
from supervisors. Forms need to be completely filled out and signed before
sending copies to Personnel and the Business Office. The Staff Development
Request form is a 3-part form; original for supervisor, pink copy for Personnel.
and yellow copy for the Business Office.
12.002.1 Staff Development Records
The completion of training for staff is recorded by the Personnel Officer as par: of
the personnel records for each employee. Recording assists the Department in
provided appropriate training opportunities and ascertaining whether employees
are meeting the requirements for staff development as set by the Department and
State.
