The proposed use of this property is for a commercial boarding kennel, primarily for dogs and cats. Within the kennel building we would also provide grooming services and retail space for pet supplies. Kennel space would be made available to pets whose owners are-displaced from their homes after a natural disaster. The business could expand to include a separate building, which would house a veterinary office with additional space being used for training classes and guest lectures. This secondary building would also be made available t local clubs for meetings and special pet related functions. 2) Explain how this proposal is consistent with the intent of the Weld County Comprehensive Plan. This property is non-productive agriculture land, less than 10 acres. This proposal would not use any prime agricultural land. There are currently only 3 full service boarding kennels within a 15-mile radius of the proposed site. A commercial boarding kennel would provide a useful service for the growing communities in this area. 3) Explain how this proposal is consistent with the intent of the Weld County Zoning Ordinance and the zone district in which it is located. A boarding kennel is one of the uses allowed by special review. The location is near a paved arterial road. The business would have no damaging impact on current activities surrounding the site. 4) What type of uses surrounds the site? Explain how the proposed use is consistent and compatible with surrounding land uses. The property is surrounded on 3 sides by ranch land used for cattle. The land south of the property is farmland. A commercial boarding kenne would provide a valuable service to the surrounding communities and would have no negative impact on the farming and ranching operations currently bordering this property. 5) Explain: a)How many people will use this site? It is anticipated that there will be approximately 20 customers per day visiting the boarding kennel. Classes and lectures would bring approximately 30 people to the property. The veterinary office would have approximately 2€ customers per day. b)How many employees are proposed to be employed at this site? Initially there will be only 2 employees. As we expand the business we anticipate employing up to 12 people in the kennel operation. The veterinary office would employ up to 8 people. The employees would work shifts of up to 8 hours with approximately 3 different shifts available each day. c) What are the hours of operation? The kennel would be open to the public Monday through Saturday 6:00AM- 6:00PM and Sunday 10:00AM-4:00PM. Arrangements outside of normal operating hours would be available for an additional charge and be by appointment only. Classes and guest lectures would end by 10:00 PM. The veterinary office would have hours similar to the boarding kennel. d) What type and how many structures will be erected on this site? We propose to erect 2 buildings on the property. Both buildings would be frame, metal and cinder block construction. One building will house the main kennel, grooming and retail business. The second building will house a veterinary office and classroom space. e) What type and how many animals will be on the site? Up to 150 dogs in individual indoor/outdoor runs. Up to 40 cats in indoor kennels. 0 What kind of vehicles will access this site and how often? Passenger vehicles including pick up trucks and sport utility vehicles, (up to approximately 30001bs), will access the site daily. g) Who will provide fire protection to the site? Mountain View Fire District h) What is the water source on the property? Mountain View Water Users i) What is the sewage disposal system on the property? Septic system complying with all Weld County ISDS regulations. j) If storage or warehousing is proposed, what type of items will be stored? There may be a very small storage area for pet food and some retail items. There is already an existing storage building on the property, (50"x 16"1. 6) Explain the proposed landscaping for the site. Trees, bushes and drought tolerant grasses will be used to landscape. We would plant a conifer screen for noise reduction, using dense hedges and trees like Rocky Mountain Juniper, (Juniperus scopulorum), Eastern Red Cedar, (Juniperus virginiana), Castlewellan, (Cupressocyparis leylandii), or a combination based on availability and prices. We estimate that it will take 15 to 20 plants on each side of the exterior kennel runs to create an effective sound barrier and windbreak. We intend to begin planting prior to construction so that the hedge wi.l be well established once we open the business. We will plant berry producing shrubs or trees to attract birds, American Plum, (Prunus americana), Sweet Cherry, (Prunus avium), or Native Chokecherry, (Prunus virginiana) for example. These trees and shrubs would be planted near the front of the kennel to create an inviting and attractive entrance. Trees for shade would be planted near the parking area using the fast growing Sargent Cottonwood, (Populus sargentii), or something similar. 7) Explain any proposed reclamation procedure when termination of the Use by Special Review activity occurs. None proposed. 8) Explain how the storm water drainage will be handled on the site. Anticipated use of pre-existing but currently unused irrigation ditch to direct runoff to the irrigation ditch, (Bull Ditch), along Road 6. 9) Explain how long it will take to construct this site and when construct ion and landscaping is schedule to begin. Construction will take place in stages based on financing and the amount of business generated. The first stage would begin sometime between summer 2001 and summer 2003. We would initially construct a building to board approximately 50 dogs and 20 cats. The remaining kennels would be added as business increases. The final stage would involve constructing the, auxiliary building and adding the veterinary office. 10)Explain where storage and stockpile of wastes will occur on this site.
