USE BY SPECIAL REVIEW QUESTIONAIRE
1. Explain, in detail, the proposed use of the property..
This is an 80 acre parcel that is currently a crop producing farm. It includes water rights, and an 8 tower
pivot sprinkler. At this time it is producing alfalfa, and will continue to be used for crop production.
We plan to build a single family dwelling which will be used as the sole residence of our family -Jimmie,
Shari, Alisha and Nicolaus Wolfrum. Incorporated into our house design will be an oversized attached garage/shop
of approximately 20011 square feet.
The Use by Special Review application involves the proposal to relocate Jim's Automotive Machine Shop,
Inc.to this land in the attached garage/shop of our house. Currently Jim's Automotive Machine Shop, Inc. is located
at 521 8th Street in Greeley,and has been in business there since 1983. We are an engine rebuilding business
serving automotive and agricultural customers of Weld County. As an automotive machine shop we specialize in the
precision machine work required to remanufacture internal combustion engines. We are not a general repair shop
We would like to consolidate our home, agricultural interests, and machine shop business in one location
for practical and economic reasons. We believe that by living and working in close proximity we will be able to
maintain a healthy family, raise our children with strong work ethic,and foster a profitable business of farming and
engine rebuilding.
2. Explain how this proposal is consistent with the intent of the Weld County Comprehensive Plan.
The Weld County Comprehensive Plan strives to preserve prime farmland for agricultural purposes which
foster the economic health and continuance of agriculture. In addition, it allows commercial and industrial uses
which are directly related to or dependent upon agriculture to locate within the agriculture zoning district when the
impact to the surrounding properties is minimal and where adequate services and infrastructure are available.
Agriculture business and industry will be encouraged to locate in areas that minimize the removal of prime
agricultural land from production. Agriculture business and industries are defined as those which are related to
ranching, livestock production, farming and agricultural uses.
Locating Jim's Automotive Machine Shop, Inc. on this 80 acre parcel is consistent with the Weld County
Comprehensive Plan for several reasons. There will be no prime farmland removed from crop production as the
shop would be located on a non-productive corner of the parcel. Jim's Automotive Machine Shop, Inc. can he
considered an agricultural business because it derives a significant portion of its income from agricultural related
repairs. Finally, there would be minimal impact to surrounding properties since the proposed shop is incorporated
into the design of our home and garage. Customer traffic is anticipated to not exceed six vehicles per day.
3. Explain how this proposal is consistent with the intent of the Weld County Zoning Ordinance and the
zone district in which it is located.
Jim's Automotive Machine Shop, Inc. can be defined as an agricultural business because it derives a
significant portion of its income from agricultural related repairs. The proposal to locate Jim's Automotive Machine
Shop, Inc. on this 80 acre parcel is an allowable activity in the agricultural zone district with the approval of the Use
by Special Review Application.
4. What type of uses surround the site? Explain how the proposed use is consistent and compatible with
surrounding land uses.
All adjoining properties are in crop production or are pasture land.
The proposed use is consistent with the surrounding land uses because the proposed shop structure would
be incorporated into our home and garage. The land currently in crop production will remain so. The area proposed
for the home and shop is a non-productive corner which the pivot sprinkler does not reach and cannot be farmed
profitably.
Virtually all of the farmers who border our property have been or currently are our customers. We provide
a necessary and valuable service to many farmers in Weld County as we rebuild engines and perform machine work
on engine components for farm trucks,pickups,tractors and other farm machinery. This business will produce
minimal traffic, minimal noise, and will not be recognizable as a business from the road. Therefore,we will not be
disruptive to any surrounding farming activities.
5. Describe, in detail, the following:
a. How many people will use this site?
The shop is currently a one man operation and based on current customer traffic we would anticipate
approximately six customers per day.
b. How many employees are proposed to be employed at this site?
In the past five years we have never had more than three full time employees including the owner. At our
Greeley location we are currently a one man shop. We would open our proposed new location as a one man
operation and are planning to keep it that way in the foreseeable future, but we would like to have the option of
having as many as three full time employees.
c. What are the hours of operation?
Hours of operation would not be more than 7AM to 6PM Monday thru Saturday.
d. What type and how many structures will be erected(built)on this site?
One single family dwelling with an oversized attached garage/shop of approximately 2000 square feet.
e. What type and how many animals, if any, will be on this site?
No animals will be located on this site in connection with the machine shop. However, because this is also
the location of our home and agricultural interests we will have family pets and farm animals.
f. What kind (type,size, weight) of vehicles will access this site and how often.
Generally speaking, customers deliver and pickup engines and engine components in pickup trucks. As a
one man shop we are anticipating approximately six customers per day. Occasionally there would be a delivery from
a service such as UPS.
g. Who will provide fire protection to the site?
Galeton Fire Protection District.
h. What is the water source on the property?(Both domestic and irrigation).
Domestic water for the home, garage/shop, and landscape irrigation will be provided by a well.
What is the sewage disposal system on the property?(Existing and proposed).
There is currently no sewage disposal system on the property. The proposed sewage disposal system will
be an engineered septic system designed for use by the house and the shop.
Currently, Jim's Automotive Machine Shop, Inc. does not dispose of any waste water used in the course of
the rebuilding of engine components into the Greeley City Sewer System. Waste water is captured and reused by
means of an in--shop water recycling system. It is our intent to continue to utilize the same water recycling system at
the proposed new location ofJim's Automotive Machine Shop, Inc.
j. If storage or warehousing is proposed, what type of items will be stored?
We are a custom engine rebuilding shop, not a production shop. Therefore we do not have large quantities
of engines and engine components to warehouse. However, any completed work that is on hand will be stored inside
the shop building until the customer picks it up.
6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a
landscape plan map as part of the application submittal.
Landscaping for this site would include a gravel drive access from County Road 57, concrete drive in front
of the garage/shop access doors, and gravel yard. There would be native grasses and flowers maintained along the
access from road 57, and lawn grass and trees around the house/shop. Parking areas will be gravelled.
7. Explain any proposed reclamation procedures when termination of the Use by Special Review
activity occurs.
No reclamation procedures will be needed because the shop building can easily revert to use as a garage.
Our Use by Special Review Activities will produce no changes in the property that will make it any different than a
typical well maintained farm home.
8. Explain how the storm water drainage will be handled on the site.
Storm water drainage from this site will be handled as it is now. Drainage from the building and the yard
will flow into the irrigation pond where it is captured for farm irrigation use.
9. Explain how long it will take to construct this site and when construction and landscaping is
scheduled to begin.
Construction of the home/shop building is estimated to take 6 months.
Construction and landscaping will begin when financing is obtained. Relocation ofJim's Automotive
Machine Shop Inc. to this site will occur upon approval of this Use by Special Review application.
10. Explain where storage and/or stockpile of wastes will occur on this site.
There is no significant or unusual quantity of waste produced by Jim's Automotive Machine Shop, Inc. The
trash that is produced by the shop will be stored in a standard trash dumpster, screened outside, which will be
emptied weekly. Scrap metals will be stored inside and sold to Andersen's Salvage when there is an accumulation of
a full pickup load(approximately one ton). Any accumulation of waste oil or grease will be stored inside the shop
and removed by a waste oil reclamation company or Interchem Chemical Corp.as necessary, in accordance with
EPA guidelines.
