The following questions are to be answered and submitted as part of the USR amendment
application. If a question does not pertain to your use, please respond with "not applicable",
with an explanation as to why the question is not applicable.
1. Explain, in detail, the proposed use of the property.
The current USR 264, approved on December 9, 1974 in favor of Vessels Gas
Processing, Ltd., allows the construction and operation of a processing plant for
natural gas, of which compression is just one part. By this application the
Applicant, North American Resources Company, as the successor to Vessels Gas
Processing, Ltd., seeks approval of the contraction of both the area devoted to
the approved uses and the scope of the uses. Applicant will be using the property
for natural gas compressors which will compress natural gas from wells in the
immediate vicinity and introduce the compressed gas into existing pipelines for
transport. At the present time there is one compressor in a compressor shed, an
inlet scrubber and a condensate tank within the fenced area, and an inlet valve
approximately 100 feet south of the southern fenceline. At some point in the future
Applicant may add additional compressors, tanks, valves and other equipment as
needed for natural gas compression. The tank is used to store condensate
resulting from compression pending pickup by crude oil purchasers.
2. Explain how this proposal is consistent with the intent of the Weld County
Comprehensive Plan.
Exploration and development of natural gas is consistent with the intent of the
Weld County Comprehensive Plan and gas compression is a very necessary part
of natural gas production.
3. Explain how this proposal is consistent with the intent of the Weld County Zoning
Ordinance and the zone district in which it is located.
The compressor site is located in an A (Agricultural) District and the use for
natural gas compression is allowable under and is consistent with oil and gas
support and service facilities which are allowed as uses by special review
under 31.4.1 of the Weld County Zoning Ordinance.
4. What type of uses surround the site? Explain how the proposed use is consistent
and compatible with surrounding land uses.
The immediate use is pasture in all directions from the compressor site. 1-76 forms
the NW boundary of the original USR site.
5. Describe, in detail, the following:
a. How many people will use this site?
There will be no uses of the site by people other than those employees
checking on the facility from time to time.
b. How many employees are proposed to be employed at this site?
No employees will be stationed at the site.
c. What are the hours of operation?
The hours of operation will be continuous.
d. What type and how many structures will be erected (built) on this site?
It is anticipated that there will eventually be up to three compressors
installed at the site. Compressors are normally housed in a compressor
shed or building which serves to protect the compressor equipment from
the elements. Additional tanks may be necessary to hold additional
condensate resulting from compression.
e. What type and how many animals, if any, will be on this site?
There will be no animals at the site.
f. What kind (type, size, weight) of vehicles will access this site and how
often?
The only vehicles accessing the site will be those pickups of the field
employees checking on the status and condition of the compressors from
time to time, and an occasional tank truck to pick up condensate.
g. Who will provide fire protection to the site?
The site is within the Hudson Fire Protection District.
h. What is the water source on the property? (Both domestic and irrigation).
There will be no water use at the site by the Applicant..
What is the sewage disposal system on the property? (Existing and
proposed).
There will be no sewage generated at the site by the Applicant.
j. If storage or warehousing is proposed, what type of items will be stored?
There will be no storage at the site other than tankage for condensate
(liquids extracted from gas as the result of compression). Condensate will
be stored in API-approved tanks at the site. The liquids will be picked up
from time to time by tank trucks.
6. Explain the proposed landscaping for the site. The landscaping shall be
separately submitted as a landscape plan map as part of the application submittal.
No landscaping is currently required and none is anticipated.
7. Explain any proposed reclamation procedures when termination of the Use by
Special Review activity occurs.
The compressors will be trucked from the site, sheds or buildings will be razed
and any petroleum staining will be either bioremediated or hauled to a proper
disposal facility.
S. Explain how the storm water drainage will be handled on the site.
There will be very little if any disturbance of present drainage. Most of the
equipment, such as compressors and meter runs, is skid-mounted. The concrete
slabs necessary for installation will not materially effect drainage due to their
small footprint.
9. Explain how long it will take to construct this site and when construction and
landscaping is scheduled to begin.
One compressor (and associated equipment) is now installed at the site. No
additional equipment is scheduled to be installed at this time. Construction is
complete for this phase of use.
10. Explain where storage and/or stockpile of wastes will occur on this site
There will be no wastes generated at this facility.
Soil Report: The soil of the USR area is Olney fine sandy loam, 1-3% slopes. A copy of the
soil type description for this soil (Type 47) from Soil Survey of Weld County, Colorado,
Southern Part published by the Soil Conservation Service, United States Department of
Agriculture, is submitted herewith. The soil is adequate to support skid-mounted equipment and
all necessary concrete equipment foundations.
