HomeMy WebLinkAbout20000591.tiff /5occ WELD COUNTY COUNCIL January 18, 2000 Pil 07 Tape 143AB00 • The Weld County Council met in regular session in full conformity wig the-Weld Cbunty Home Rule Charter at Weld Centennial Center, 915 10th Street, Greeley, CO, Tuesday, January 18, 2000, 6:30 p.m. ROLL CALL: The meeting was called to order by President Dan Oster. Vice President Al Roberts, Councilman Dwaine Kurtz, Councilman Rob Masden and Councilwoman Joyce Smock were present, constituting a quorum of the members. Also present: UNC Mirror reporter Jennifer Nettesheim, and the Council secretary Bev Thomas. ELECTION OF COUNCIL PRESIDENT: President Dan Oster opened the floor for nominations for year 2000 Council President. Councilman Kurtz nominated Councilman Rob Masden. President Dan Oster nominated Councilman Al Roberts. President Dan Oster asked for a vote by secret ballot. Councilman Al Roberts was elected Council President. ELECTION OF COUNCIL VICE-PRESIDENT: President Al Roberts opened the floor for nominations for Council Vice President. Councilman Dan Oster nominated Councilman Rob Masden for Vice President. Councilman Dwaine Kurtz made a motion that nominations for Vice President cease and that a unanimous vote be cast for Councilman Rob Masden to serve as the Council's 2000 Vice President. The motion carried unanimously. APPROVAL OF DOCUMENTATION: December 1999 Minutes President Al Roberts reported that Ms. Sharon Hopper had telephoned him about the fact that one of her questions to Don Warden had not been reported in Council meeting minutes. It was noted that this observation did not influence approving the December 1999 minutes as Ms. Hopper and Mr. Don Warden were not present at the December meeting. Councilman Dan Oster made a motion that the December 21, 1999 Council meeting minutes be approved as written. The motion carried. Council Resolution 128 RE: 2000 Council Meetings Councilman Dwaine Kurtz made a motion to adopt Council's Resolution 128 RE: Regular 2000 Meetings of the Weld County Council. Vice President Rob Masden seconded the motion and it carried unanimously. The Council's 2000 meetings will be at 6:30 p.m. when held at the Weld County Centennial Center and 7:30 p.m. when held away from Greeley. 03/047. 2000-0591 Weld County Council Minutes January 18, 2000 Page 2 of 4 Fourth Quarter 1999 Report to the People Councilman Dwaine Kurtz spoke in favor of adopting the recently revised format for the Council's Reports to the People. Councilman Dan Oster made a motion that the Council approve the fourth quarter 1999 Report to the People as written in the new format. Councilwoman Joyce Smock seconded the motion and it carried unanimously. COORDINATOR REPORTS: County Coroner's Office The Council heard a report from Councilman Dan Oster regarding conduct of the Weld County Coroner. The report included a compilation of information gathered by Councilman Oster, Commissioner Barbara Kirkmeyer and the Finance Director Don Warden. The Council determined that the verbal complaints received from a citizen about the County Coroner were without merit. Councilman Dwaine Kurtz made a • motion that the Council accept Councilman Oster's report regarding the Weld County Coroner. Councilwoman Joyce Smock seconded the motion and it carried unanimously. The Council instructed Councilman Oster to respond to the citizen who had contacted the Council. County Road Grading Councilman Rob Masden reported that he had discussed County road grading with Mr. Dave Becker and Mr. Frank Hempen. Councilman Dan Oster reported that he had seen some leveling of curbs previously created by County graders at the end of driveways. Mr. Frank Hempen is to get back with Councilman Masden regarding the narrowing of Weld County's graded roads. UNFINISHED BUSINESS: Update on Review of Clerk and Recorder's Office Councilman Dan Oster reported that Weld County Clerk and Recorder Tsukamoto is well pleased with the action of the management firm reviewing her department. At the January 10, 2000 Elected Officials Meeting Council members were told by Weld County Commissioners that the Council would be receiving a copy of the management firm's report. Councilman Oster will check back with the citizen who had approached the Council about the need for timely information from the Recorder's office for real estate transactions. NEW BUSINESS: News from South West Weld Mrs. Sharon Hopper had reported to President Al Roberts that the towns of Frederick and Firestone are looking into requiring a vote of their residents to approve all annexations. Also, she reported that there is a business repairing dump trucks that has Weld County Council Minutes January 18. 2000 Page 3 of 4 located at the coroner of WCR 20 '/2 and WCR 7. It appears that the business is not operating in compliance with County zoning ordinances and President Roberts will be checking with the Weld County Planning and Zoning Department about it. 2000 Weld County Council Coordinator Assignments Council members were assigned to these Coordinator Assignments for the year 2000: President Al Roberts - Department of Finance, Central Purchasing, and Personnel Vice President Rob Masden - Department of Health Services Councilman Dwaine Kurtz - Department of Human Services Councilman Dan Oster - Department of Planning Services Councilwoman Joyce Smock - Department of Public Works 2000 Council Meeting Locations Councilman Dwaine Kurtz made a motion that the Weld County Council meet April, June, August, and October 2000 out of Greeley. The motion carried. Vice President Rob Masden will contact Frederick or Firestone for the April 2000 meeting. Councilwoman Joyce Smock will check with Gilcrest or Platteville for the June 2000 meeting. President Al Roberts will check with Windsor or Del Camino for the August 2000 meeting. Councilman Kurtz will decide on a location for the October 2000 meeting later in the year. Council Visit to Assessor's Office Councilman Dan Oster reported that Weld County Assessor Stan Sessions had contacted him about Weld County Council members spending a day visiting the Assessor's office to receive a complete overview of what is done by the Assessor's office. Councilman Kurtz suggested adjusting the visit to a shorter time-frame. President Al Roberts will discuss options with Mr. Sessions. Payment of the Bills Councilman Dan Oster made a motion that the following bills be approved for payment: Mileage for President Dan Oster $22.68 Mileage for Vice President Al Roberts $14.04 Mileage for Councilman Rob Masden $30.24 Mileage for Councilwoman Joyce Smock$32.40 Nelson's Office Supply $89.95. The motion carried unanimously.
