WELD COUNTY COUNCIL

The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter at the Firestone Town Hall, 151 Grant Ave., Firestone, CO,
Tuesday, April 18, 2000, 7:30 p.m.
ROLL CALL: The meeting was called to order by President Al Roberts. Vice President
Dwaine Kurtz, and Councilwoman Joyce Smock were present, constituting a quorum of
the members. Councilman Mitchell Martin and Councilman Dan Oster were excused.
Also present: Weld County Planner, Ms. Julie Chester, Kay Stehle, Ginny Heaton
Dianne Evans, Kate Robertson, Mary Gavin, Diana Spurling, Rob Masden, Michael
Nielson, Wade Carlson, Rick Patterson, Bud and Sharon Hopper, Mike Pummer, Julie
Anderson, Heather Hollingswoth, Ernie from Erie, and the Council secretary, Bev
Thomas.
RECOGNITION OF MR. MASDEN'S SERVICE TO THE COUNCIL: President Al
Roberts read Weld County Council Resolution 129 thanking Mr. Rob Masden for his
service to the Council. Councilwoman Joyce Smock made a motion that the Council
adopt Resolution 129. Councilman Dwaine Kurtz seconded the motion and it carried
unanimously. President Al Roberts presented Mr. Masden a plaque in appreciatior of
his work as Councilman from District 3.
GUEST SPEAKER: Weld County Lead Planner, Ms. Julie Chester, was introduced by
Council President Al Roberts. Ms. Chester presented information and answered
questions on the following topics: 1) Why or how can a business start up and continue
to operate without the proper Weld County planning permits? She explained the
compliance process and addressed the issue of fining persons out of compliance with
zoning regulations. 2 ) Intergovernmental agreements and how are they working. 3)
Outlook for growth in south west Weld County.
APPROVAL OF DOCUMENTATION:
Approval of Minutes
Councilwoman Joyce Smock made a motion to approve the March 21, 2000 Council
meeting minutes. The motion was approved.
Councilman Dwaine Kurtz made a motion to approve the March 23, 2000 Council
meeting minutes. The motion was approved.

Approval of 1st Quarter Report to the People
Councilman Dwaine Kurtz made a motion that the first quarter 2000 Report to the
People be approved with the addition of the paragraph from the February 15 meeting
minutes regarding the business located at Weld County Road 20 'V2 and Weld County
Road 7, Councilwoman Joyce Smock seconded the motion and it carried unanimously.
APPOINTMENTS: President Al Roberts will contact Councilmen Martin and Oster
about attending the May 8, 2000 Elected Officials Meeting.
UNFINISHED BUSINESS:
Time-Line for Setting Commissioners' Salary
Councilman Kurtz presented an updated, 2000 time-line for setting of the County
Commissioners' salaries. Councilman Dwaine Kurtz made a motion that the Council in
2000 will set the five County Commissioners' salaries for the years 2003 and 2004 as
per the Council's Home Rule Charter responsibility. The motion carried.
Councilman Dwaine Kurtz made a motion that the Council accept the April 18, 2000
time-line entitled "RE: Procedure: Elected Officials Salary Setting as Mandated by the
Weld County Home Rule Charter" as a goal in achieving the Council's 2000 salary-
setting goal for the Commissioners. The motion carried.
Councilman Kurtz noted that comparing Weld County staff's salaries with other salaries
was unrealistic because of the wide range of steps and varying job titles. He said,
however, that he would continue to gather information for comparing salaries of Weld
County management positions with similar positions in the area.
NEW BUSINESS:
Independence Stampede Parade
The Council will revisit the possibility of the Weld County Council participating in the
Greeley Independence Stampede parade at the May 2000 Council meeting.
Payment of the Bills
Councilman Dwaine Kurtz made a motion that the bills be paid as noted.
Mileage for President Al Roberts $ 12.60
Council Meals $ 37.93
Mileage for Councilwoman Joyce Smock $ 73.20
Subscription to Greeley Tribune $102.00
The motion carried.

Public Comment: Citizens who live in unincorporated Weld County shared their
frustration in having no "voice" about the actions taken by town boards that impact the
citizens' neighborhoods.
ADJOURNMENT: The meeting was adjourned at 10:15 p.m.
