Therefore, they recommend approval of the subdivision to the Weld County Board of County Commissioners. Staff at the City of Evans has a few comments regarding the subdivision request. The following issues address our concerns: 1) Number 13 identified in the "West Hill-n-Park 5th Filing" narrative states: Sanitary sewer system will be an extension of the existing Hill-n-Park system operated by the City of Evans. An 8" sewer line will be extended from an existing line located at the southeast corner of Lot 18 and will be located in the 15 foot easement along the front of the proposed 18 lots. However, the 15' easement is not identified on the Final Plat. For clarification, the City requests the H-N-P 5th Filing Final Plat label the 15' sanitary sewer easement along the front of the lots. 2) Per Section 9.3 of the Public Improvements Developer's Agreement, "The developer shall submit "As-built" plans to the County Engineer. For clarification for the developer, please state that sanitary sewer as-builts shall be remitted to the City of Evans. 3) The City of Evans would like to ensure that Weld County will not release the Letter of Credit until all public improvements are accepted. The City of Evans appreciates the opportunity to review and comment on the request. SUBJECT: 5-449: JER, a Partnershipl (Hill-n-Park, 5' Filing) COLORADO As per my memo of December 11, 1998, the applicant shall place a six-foot wooden privacy fence across the 47th Avenue right-of-way along the extended north property line to prevent any unauthorized access to Arrowhead Subdivision. This fence shall discourage access between the subdivisions. It also stated that the Homeowners Association shall maintain the six-foot wooden privacy fence and the open space areas. Weld County has placed barricades at the north end of 47'"Avenue and the opposite location at Kiowa Drive. This six-foot wooden privacy fence meets the requirement to discourage the two access points. The remaining section of fence, including the existing row of pine trees and landscaping of the open space shall fall under the responsibility of the Planning Services Departments. Proper building permits shall be obtained prior to any construction or excavation. 2. Building permits are required for any accessory buildings being constructed or moved onto the property. Additionally, permits are required for any decks and patios. 3. All foundations for stick-built, principal dwellings will be required to be engineered. Such. foundation design shall be based on a site-specific geotechnical report or an "open hole" inspection made by a Colorado licensed engineer. All permanent foundations for manufactured homes shall also meet the criteria as stated above for stick-built homes. If a manufactured home is to be supported on block piers, it shall be permanently installed as required by Weld County Building Inspection Department standards. The home will also be required to be groundset so as to form a crawlspace under the home. Dirt will need to be graded up against the perimeter retaining walls to a minimum of 6 inches below the exterior siding and a maximum of 12 inches. 4. All buildings or structures shall maintain distances from property lines and adjacent buildings as outlined in Table 5-A of the 1997 Uniform Building Code. 5. At the time an application is accepted for a building permit a plan review will be done. A complete review of the building or structure may reveal other building issues or areas needing attention.
