The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter at Weld Centennial Center, 915 10th Street, Greeley, CO, Tuesday,
March 21, 2000, 6:30 p.m.
ROLL CALL: The meeting was called to order by President Al Roberts. Councilman
Dwaine Kurtz, Councilman Dan Oster, and Councilwoman Joyce Smock were present
constituting a quorum of the members. Also present: Council secretary Bev Thomas.
ELECTION OF COUNCIL VICE-PRESIDENT: President Al Roberts opened the floor
for nominations for Council Vice President. Councilwoman Joyce Smock made a
motion to nominate Councilman Dwaine Kurtz as Vice President of the Council.
Councilman Dan Oster seconded the motion and it carried.
APPROVAL OF MINUTES: Councilman Dan Oster made a motion that the February
15 Council minutes be approved. Councilman Dwaine Kurtz seconded the motion and
the motion carried.
CORRESPONDENCE: President Al Roberts requested that any correspondence or
announcements received at the Council office regarding Colorado Legislative action to
set salaries of county commissioners be copied and sent to each Council member.
COORDINATOR REPORTS:
Review of Legislative Action to Increase Commissioners' Salaries
Councilman Dwaine Kurtz reported that action is pending on Colorado House Bill 00-
1264 that would set Class 1 county commissioners' salaries at $63.203.
Time-Line for 2000 Salary Setting
Councilman Dwaine Kurtz presented a 2000 time-line for the Council to consider in
setting Commissioners' salaries. President Al Roberts asked Councilman Dwaine Kurtz
to verify the precise salary-setting responsibility of the Council to be completed in 2000
and to then complete the time-line for April and June 2000. Councilman Kurtz asked
the Council President to consider his time-line in setting the Council's agendas in 2000.
Councilman Dan Oster asked Councilman Kurtz to include in the time-line consideration
how the salaries of Weld County's staff and department heads compare with their peers
in other counties and in business.

Drainage and Asphalt Concerns
In response to a citizen's concern reported to him Councilman Dan Oster said that he
had looked at a drainage problem north east of Gilcrest and had talked to County
personnel about the issue. Councilman Oster also had interviewed citizens regarding a
possible misuse of Weld County equipment to apply asphalt on private property.
Councilman Oster found no information to substantiate county equipment was used in
the asphalt projects.
UNFINISHED BUSINESS:
Council Visit to Assessor's Office
President Al Roberts will try to schedule the Council visit to the Assessor on Monday,
June 12 from 9 to 1:00 P.M. After a District 3 Council member is appointed, President
Roberts will communicate information about the visit to the appointee.
Narrowing of County Roads
Councilwoman Joyce Smock reported that she had visited with Public Works
employees, Mr. Matt Fosher and Mr. Becker, regarding the width of roads in the Grover
area where roads range from 18 '/2 to 24 feet wide. Mr. Kurtz presented a written
summary of his observations after driving 250 miles on Weld County roads between
February 20 and March 19, 2000.
It was noted that while Council members are all aware of specific problems on specific
county roads it was the consensus that citizens are getting "good mileage" out of the
Weld County Public Works Department. Council members agreed that the Council's
only role in the condition of county roads was to forward specific problems to Mr.
Becker, Operations Manager of Road and Bridge. Councilman Dwaine Kurtz, as a
Council person, asked permission of President Al Roberts to forward a copy of his
written summary to Mr. Frank Hempen.
NEW BUSINESS:
Update Council Website
The Council secretary was asked to change the year 1999 to 2000 and to delete former
Councilman Rob Masden's photograph from the Council's Website.
Review of Applicants and Scheduling Interview for District 3 Council Person
The Council reviewed letters/resumes from Mr. Mitchell Martin and Mr. John Cordes.
The Council decided to interview applicants on the evening of March 23 at the Weld
County Centennial Center. Mr. Mitchell Martin was contacted by phone and his
interview was scheduled for 6:30 p.m. March 23. The Council reviewed a list of

questions to use in interviewing the applicants for District Three. The attached list was
composed for use at the March 23 interviews.
Pay Bills
Joyce made a motion that Bev Thomas should do what is necessary to get the name
tag and business cards ordered for the District 3 Council person. Councilman Dan
Oster seconded the motion and it carried.
Councilman Dwaine Kurtz was excused from the meeting at 9:05 p.m. to telephone
John Cordes for an interview appointment. Councilman Dan Oster made a motion to
approve the bills as stated. Councilwoman Joyce Smock seconded the motion and it
carried.

Councilman Kurtz returned to the meeting after scheduling a 7:00 p.m., March 23,
interview with District 3 applicant, Mr. Cordes.
Interviews for Council District 3 Seat
President Al Roberts asked the Council secretary to advertise a special Council
meeting beginning at 6:30 p.m. March 23, 2000 to interview Mitchell Martin and Mr.
John Cordes for the Council District 3 seat.
ADJOURNMENT: The meeting was adjourned at 9:25 p.m.

RESOLUTION 129
RE: RECOGNITION OF ROB MASDEN '
WHEREAS, Rob Masden was first elected to the Weld County Council in November 1998;and,
WHEREAS, he has contributed one year and one month, and sixteen days of his time and effort
in attending to the affairs of the Weld County Council; and,
WHEREAS, the tireless efforts of Rob Masden will be a valuable experience to be used by
members of the Weld County Council in the future; and,
WHEREAS, it is fitting and proper that the people of Weld County express their thanks and
gratitude to Rob Masden who has assisted in the development of the procedures of the Weld County
Council up to this time,
NOW, THEREFORE, BE IT RESOLVED, that the people of Weld County, Colorado, through the
present Weld County Council, do hereby give a hearty thank you to Rob Masden for his dedicated and
valuable service on behalf of good government in Weld County, Colorado, as a member of the Weld
County Council under Home Rule in Weld County, Colorado.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by the
following vote on the 18th day April, 2000.
