1. Building and electrical permits are required for all work. Any excavation, remodeling, relocation
of buildings requires proper permitting. Included are permits for concession stands, ticket booths,
vegetable stands, barns, and any site lighting.
2. All building shall maintain distances from property lines and adjacent buildings as outlined in Table
5-A of the 1997 Uniform Building Code (UBC).
3. Building and site accessibility shall be provided as outlined in Chapter and site shall be provided as outlined in Chapt r 11 and Appendix Chapter 11
of the UBC.
4. Construction and development drawings and documents shall be supplied to the appropriate fire
district.
5. Additional requirements or changes may be required when building applications or plans are
reviewed by the Weld County Building Inspection Department or the Fire District.

The Weld County Public Works Department has reviewed this proposal. This project falls primarily under the
purview of the Weld County Use by Special Review Standards. Our comments and requirements are as follows:
COMMENTS:
The entrance to the facility is from the intersection of WCR 33 and U.S. Highway 85. The entrance appears to
be parallel to the U.S. Hwy. 85. As indicated in the U.S. Highway 85 Control Plan, the intersection is scheduled
to be closed. This is a mid-term improvement to the U.S. Highway 85 System.
REQUIREMENTS:
- Access:
The applicant has indicated that there will be an entrance and exit through the proposed site. The applicant shall
widen the access road to 24 feet to accommodate two-way traffic in both directions.
Parking:
I recommend the applicant build a parking lot on the south side of the large irrigation ditch. The existing crossing
is narrow with no turning radiuses, and it is unsafe for school busses or larger vehicles.
Circulation:
The approach and the main east/west road shall have additional gravel placed to accommodate school buses and
other vehicles utilizing the facility. The north/south road has already been upgraded with additional gravel.
The exit road connects with State Highway 256. The Department of Transportation has jurisdiction over any
access from the State Highway System. Please contact Gloria Hess-Idler or Tess Jones, CDOT, to verify the
access from the State Highway System.
Water Drainage:
The proposed facility is agriculture-related; all fields and the parking area drain into existing holding ponds or
irrigation ditches. I have no conflict with the storm water drainage on this site.

Environmental Health Services has reviewed this proposal for a guest farm operation. The following conditions are
recommended to be part of any approval:
1. All liquid and solid wastes(as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-101,
C.R.S.,as amended)shall be stored and removed for final disposal in a manner that protects against surface
and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site.
3. Waste materials shall be handled, stored,and disposed in a manner that controls fugitive dust,blowing
debris,and other potential nuisance conditions.
4. Fugitive dust shall be controlled on this site.
5. The maximum permissible noise level shall not exceed the commercial limit of 60 db(A), as measured
according to 25-12-102,Colorado Revised Statutes.
6. The concession trailer facility shall provide adequate toilet facilities for the public in accordance with the
1997 International Plumbing Code. The septic system shall be designed by a Colorado Registered
Professional Engineer for a hydraulic load for up to 200 people and any wastewater generated from the food
service portion of the facility. A vault system shall be acceptable for the first year.The design shall be
submitted to the Environmental Health Services Division of the Weld County Department of Public Health
&Environment and a septic permit obtained. All Weld County ISDS regulations apply.
7. The facility shall utilize portable toilets temporarily this Fall and to supplement the toilet facilities
temporarily for large groups (>200 people).
8. The facility shall comply with the Colorado Retail Food Establishment Rules and Regulations governing
the regulation of food service establishments.

I spoke to Glen yesterday and he has decided not to have a concession stand.
Since this proposal will include about 60 days this year, our Department has
agreed that he can utilize portable toilets for this temporary period. He
plans to build a red barn for next year if this year is sucessful and at that
time he is planning on a installing a bathroom with a septic system. Please

I received a fax today from Mr Glen Fritzler stating he is not planning on a
full concession stand this year. But he plans to do this at a later date.
Please amend the following conditions of approval :
