I was only able to locate 7 wells on the map. I compared the July 19, 2000 map to a map that was included a January 26, 1996 groundwater monitoring report for the landfarm. The January 26, 1996 report shows 8 wells. It appears to me that the well that is not on the July 19, 2000 map is MW-8 . It appears to be located in the extreme NE corner of the property, adjacent to WCR 37, and on the landfarm property. As such, we have no concerns. We have reviewed this application. As you are aware, the purpose of this amendment is to split off a 40 acre parcel that will be sold. The development standards of USR- 1067 requires that the existing operation monitor eight (8) groundwater monitoring wells. The map included in the submitted materials does not indicate the location of these wells in relation to the 40 acre parcel proposed to be split off. It is important to assure that the operator of the landfarm has control of the monitoring wells. As a result, we recommend that you request that the applicant submit a revised map that clearly indicates the location of the monitoring wells. In the event that a revised map is submitted and all eight (8) of the monitoring wells are located on the originally permitted area; we recommend for approval of this application and have no additional comments. PRIME FARMLANDS: There is no prime farmland. SOIL EROSION POTENTIAL: All of the soils impacted by this land use are considered highly erodible. The closure plan should include a revegetation plan once the soil has been remediated and improvements have been removed. Contact the NRCS at (303) 659-4177 if assistance is needed in developing a revegetation plan. OTHER: The 160-acre parcel is abandoned cropland and Canada rye is the predominant cover. Land not covered by the new compressor facility or soil treatment areas should be revegetated to perennial grasses to reduce the risk of soil erosion and prevent weed growth. Contact the NRCS for technical assistance in developing a plan to revegetate these acres. The District welcomes the opportunity to review and comment on proposals such as this. This project falls under the purview of the Weld County Use by Special Review Standards. Our comments and requirements are as follows: COMMENTS: The access road where WCR 37 would be is designated on the Transportation Plan Map as a section line access road. This road appears, from the plat drawing, to have a 60-foot right-of-way on the section line. It is NOT maintained by Weld County. The proposed land farm will not be staffed on a regular basis. One or two people will likely visit the land farm approximately once or twice a week. A maximum of 10 people and subcontractors will use the facility with generally less than three people present at a any given time. The vehicles accessing the site shall consist of water trucks, dump trucks, backhoes/tractor tillers, and front end oaders. REQUIREMENTS: The Weld County Public Works Department recommends approval of this application The applicant shall enter into a Non-Exclusive License Agreement for the Upgrading and Maintenance of Weld County Right-of-way (WCR 37).
