I am Martha Schrepel, address: 6463 Highway 392, Windsor, Co. 80550.
I am not against the Greenhouse/Garden Center, but I want to make sure
my water pressure don't decrease, when they water the plants in the
Greenhouse, because we both share the same water line. I lived North of
their place.
Also, we share the same driveway and I do not want their customers to
drive by my place. Pat and Amanda Weakland are thinking about putting a
gate down by the Highway 392 on the driveway, I want to have several
keys, if they plan to lock the gate and have the gate far enough away
from the highway so I won't block the traffic, when I am driving my _ , -,
pickup and pulling my horse trailer. When I have to get out and open and
close the gate.
You will also receive a letter on these subjects from Wolfe and Masid,
attorneys on my behalf. I hope you can understand this letter. --

of approval be added and numbered 2. I.
2. I. The applicant shall enter into an Improvements Agreement for on-site improvements to pave
the approach road and parking area, according to Public Works standards. The improvements shall
be completed within three years of approval of the Site Specific Development Plan and Special
Review Permit.

COLORADO
Windsor has annexed the adjacent property to the east. State Highway 392 has been identified in Windsor's
Comprehensive Plan as a major arterial approach to the Town of Windsor and they are requesting the approach
road and parking lot be paved. We feel it is just a matter of time before Windsor has incorporated this entire area.
After the Planning Commission hearing, at the Town of Windsor's request, Public Works staff determined that the
parking lot and approach road should be paved and should be at least 24 feet in width to accommodate two-way
traffic. The parking lot should be paved as per the dimensions designated on the plat and have adequate striping.
The overflow parking area could be a gravel surface and have aggregate base course compacted to
accommodate all weather use.
As an interim measure, Weld County will accept a gravel surface on the access and parking lot, provided the
applicant enter into an Improvements Agreement with Weld County to pave the access and parking lot within three
years of the site plan approval. The overflow parking area does not need to be paved.

MEMORANDUM OF UNDERSTANDING
This agreement will be entered into and agreed upon by Patrick Weakland, address 6461
Highway 392, Windsor, CO, and Windsor-Severance Fire District, address 728 Main
Street, Windsor, CO, the address of the proposed new facility and subject to this
agreement shall be 6461 Highway 392, Windsor, CO.
Patrick Weakiand wants to develop a commercial greenhouse facility at the above stated
location. Currently there is not sufficient water supply to support fire protection
requirements. Due to the cost of supplying sufficient water flow, reasonable alternatives
of fire protection have been agreed upon until a permanent water supply source is
available. Additionally, said plans must be submitted and approved by the district prior to
installation.
The alternative fire protection method for proposed buildings on site will require a NFPA
13 compliant sprinkler system with temporary water source (i.e. underground water
vault). This alternative method must be in place prior to issuance of Certificate of
Occupancy. Progress to this end will be reviewed at the 6 month and 15 month period.
From the date of the Certificate of Occupancy issuance, Dr. Weakland will have 24
months to comply with below listed permanent requirements of the 1994 UFC:
• Hydrant on site capable of 1000 GPM per 1994 UFC Appendix III A&B
requirements
• NFPA 13 system shall be connected to permanent municipal water system with
required GPM and pressure per approval by district
On or before the 24-month date the progress of the project will be reviewed. Should the
aforementioned requirements not be meet, the following actions may be taken:
Obtain 1: The occupancy permit should be withdrawn until the compliance is met
Obtain 2: If it is shown circumstance beyond Dr. Weakland's control has prevented
the completion of the requirements, a new compliance date may be
negotiated.
