The Weld County Public Works Department had reviewed this proposal. This project falls primarily under the
purview of the Use by Special Review Standards. Our comments and requirements are as follows:
COMMENTS:
WCR 39 is designated on the Weld County Transportation Plan Map as a local gravel road with a 60-foot right-of-
way. This road is maintained by Weld County.
REQUIREMENTS:
Access:
Ihe applicant is identifying the existing access to the amended USR site. The access road shall be a minimum
of 20 feet in width to accommodate any emergency equipment. The access easement shall be a graded and
drained road to provide all weather access to the site.
Storm Water Drainage:
There will be very little, if any, disturbance to the present drainage. Most of the equipment, such as compressors
and meter runs, are skid-mounted. The 432 square foot compressor building will have very little affect on the
drainage run-off at the site. The soil conditions reflect fine sand, sandy Lome, at one to three percent slopes. The
improvements on the site should not present a storm water drainage problem to the adjacent property owners.

Environmental Health Services has reviewed this proposal; the following conditions are
recommended to be part of any approval:
1. All liquid and solid wastes(as defined in the Solid Wastes Disposal Sites and Facilities Act,
30-20-101, C.R.S., as amended) shall be stored and removed for final disposal in a manner
that protects against surface and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site.
3. The maximum permissible noise level shall not exceed the industrial limit of 80 dB(A), as
measured according to 25-12-102, Colorado Revised Statutes.
4. All pesticides, fertilizer, and other potentially hazardous chemicals must be stored and
handled in a safe manner. Reference 25-8-205.5 Colorado Water Quality Control Act and
Rules and Regulations thereof
5. The facility shall comply with the Rules and Regulations of the Air Pollution Control
Division of the Colorado Department of Public Health and Environment.
6. The facility shall comply with the above Ground Storage Tank Regulations.

1. Building permits are required for compressor buildings or any accessory buildings being
remodeled, constructed, or moved onto the property.
2. All buildings or structures shall maintain distances from property lines and adjacent buildings as
outlined in Section 503 and Table 5-A of the 1997 Uniform Building Code(UBC).
3. All structures, tanks, compressors, etc. resting on permanent foundations must have engineered
foundations. Foundation drawings shall be based on a site-specific geotechnical report or an "open
hole" inspection.
4. Any electrical work shall be permitted and inspected including, but not limited to, sight lighting.
5. All wiring shall follow the requirements set forth in the 1999 National Electrical Code (NEC) for
hazardous locations. Areas of special hazard shall be as designated by the NEC or a licensed
Colorado Electrical Engineer familiar with the specific environment and operation in use.
6. Facility drawings shall be presented to the appropriate fire district in which the plant is located.
7. Additional requirements or changes may be required when building applications or plans are
reviewed by the Weld County Building Inspection Department or the Fire District.

PROJECT: Site Specific Development Plan and Special Review Permit for North
American Resources Company/William Crews

NRCS REPESENTATIVE: Andrea Leonard, soil conservationist
In consultation with the Natural Resources Conservation Service (NRCS), we have
reviewed the above referenced case and have the following comments:
SOILS/LIMITATIONS: Slight limitations exist for small commercial buildings. There
is a high risk of corrosion for uncoated steel pipelines.
PRIME FARMLANDS: No prime farmland will be removed from production.
SOIL EROSION POTENTIAL: All of the soil covered by this application is
considered highly erodible and should be protected. Construction should be planned so
as to disturb as little soil as possible and measures should be taken to prevent soil
movement offsite. Any areas that are disturbed should be stabilized with perennial
vegetation, gravel, or pavement once construction is complete.
OTHER: The applicant mentioned that the "immediate use is pasture in all directions".
This is not entirely accurate. There is a rural subdivision immediately to the south of the
existing facility. If there will be a significant increase in noise output from the new
compressors, the adjacent landowners should be contacted for their input on this
application.
The District welcomes the opportunity to review and comment on proposals such as this.
